GANGTOK, August 14: A Sikkimese woman was recently felicitated in Kathmandu, Nepal by the Citizens' Voice for Peace and Development of Nepal in recognition of her effort put in for the Nepalese students pursuing studies in Australia.
Sabbath Rai (nee Subba), daughter of Late C. Peters alias Peter Babu of Upper Sichey, Gangtok had been running a branch of the Interface Education Consultancy, New Delhi in Kathmandu since the past 16 years.
The Nepalese Energy and Power Minster Dr. Mahat presented the award to Sabbath on the occasion of the fourth special annual cultural function held in Kathmandu on July 25. In the same function, other citizens of Nepal were also felicitated for their contributions in different fields.
A press release issued by HK Pradhan, Siliguri informs that Sabbath had started her own office by the name of Careerscape as an authorised Representative of the Interface at Kadamtala, Siliguri for the benefit of the youths of Sikkim, North Bengal and Eastern Nepal.
This organisation has further been authorised for arranging three month's training at International Centre for Culinary Arts at Dubai for Professional Chef "Certificate III in Hospitality", Commercial Cooking and placement in Odyssey (Norwegian Cruise Line), Celebrity Cruises and Oceania Cruises for 12 passed youths of age group 21 to 32 years, Mr. Pradhan added.

Prof. Swaminathan visits ICAR
Gangtok,August14 : Padma Vibhusan, Prof. M S Swaminathan, a living legend, visited ICAR, Sikkim Centre on 13th August. He was welcomed by Joint Director DR. H. Rahman who also briefed the distinguished visitor on the various activities undertaken by the institute.
Prof. Swaminathan in his address recalled his memories of how he established ICAR for NEH Region to cater to the needs of tribal farmers by conserving the fragile natural resources of this region.
He said, the region is known as a ‘Paradise for Bio-diversity’ and Cultural Diversity, which need to be conserved for future generations. He emphasized the need of ‘Evergreen Revolution’ in place of green revolution, because it will be the only option to make the agricultural economy sustainable. The ‘Evergreen Revolution’ is based on the principle of ‘Eco-technology’, which can be achieved with the amalgamation of ecology with feasible technologies, he added.
He stated that, agriculture should be based on 4 C’s i.e., Conservation, Cultivation, Consumption and Commercialization.
He said “The cultivation of crops should be based on the conservation of natural resources and commercialization should be promoted when the quality food is made available to the poor.
He congratulated ICAR for coming up with a cost-effective water harvesting structure, ‘JALKUND’, to conserve water for use in agriculture during lean period.
He said that agriculture needs to be “Pro-nature, Pro-poor and Pro-women”, as sustainability in production may only be achieved through conservation and feminization of agriculture.

Food shortage due to climate change foreseen by expert
Gangtok,August14: The days in near future will be very challenging as there would be shortage of food in the world due to climate change, Prof. M.S. Swaminathan, Father of Green Revolution in India and Chancellor of Sikkim University, said in the second foundation day programme of Sikkim University at Chinatan Bhavan on Friday.
Prof. Swaminathan was the chief speaker of a seminar on “Preparing for Climate Change”. He further said risk rise rapidly with rise in temperature. “Just rise in 2 degree Celsius temperature means 4 million people will have to face water shortage,” he said.
Regarding the effect of higher temperature on crops, he said rice and wheat yields are gradually decreasing. In context of India, he said 25 per cent of the country’s population lives near coastal areas and they make their livelihood from the sea and sea water. But with the rise of temperature, the water level of sea would lessen and this cause danger to their livelihood, he said.
As to how to cope with the climate change, he advised promotion of under utilized crops like millets, jawar and many other crops which can easily grow in low rainfall and higher temperature.
The Chancellor expressed hope that Sikkim University would be epicenter of learning for the world and innovate new ideas for the country as well as the world.
State Health Minister Mr. D.N.Thakarpa, who was chief guest of the programme said, “Sikkim University would produce such students who would apply their minds and think of noble ideas. He announced four new departments of the University - Department of Physical Science, Psychology, Integrated B.Sc and M.Sc in horticulture and floriculture and LL.B and LL.M. First Annual Report (2007-2008) of the University was also released by him. “Prosperity of the state lies in quality education”, the Minister said.
Prof. Mahendra P. Lama, Vice Chancellor of the University said, “We are now strengthening the foundation of the University and the initial hurdles have been overcome”. He said with the help of 150 faculty members of different renowned Universities the syllabus of Sikkim University was prepared. The University “is committed to maintain professionalism and accordingly professionally talented faculties are to be recruited”, he added.

The Countrymen have re-installed a stable and progressive Government at the centre under the visionary leadership of Dr. Manmohan Singh. You have voted the Sikkim Democratic Front party to power for the last fifteen years, judged us ample times and tested our capacity to deliver on our promises on a number of occasions. Now while you have chosen us for the fourth consecutive terms entering into our 20th year in government, we do not need to construct any argument in favour of our party and the government. Economy
Our track record during the last fifteen years is only encouraging. The Net State Domestic Product which was Rs. 426 crores in 1995 has scaled up to Rs. 1,730 crores at current prices in 2007. We have maintained a comfortable growth rate of 10% through the 10th Plan period and the per capita index has multiplied to Rs. 29,561 in 2007 from Rs. 8,905 in 1995. Our State’s revenue generation from Tax and Non-Tax Revenue sources has touched the level of Rs. 436.00 crores way up from the figure of Rs.44.72 crores in 1994-95.
Education
Respected fellow Sikkimese,
As widely discussed across the country, the need is to adequately train our youths for them to be employable. Therefore, we have to re-orient our education system to meet new demands and requirement of the new age.
Towards this end, we have been called upon to discover new methods and a new set of interventions. The State of Sikkim has a full fledged Directorate of Capacity Building to undertake training in diverse skills and trades. The Government has done this to consolidate the solid gains arrived at from innovative Skill Development Fund project introduced in 2003.
Health Services
In addition to all the health incentives provided to people, we seek to establish a stronger government-citizens interface so that issue of health and healthy living become the concern and responsibility of both.
Employment
Respected fellow citizens,
Many of our people are still not ready to advance beyond the doorstep of government establishment for seeking employment. And they have not been able to absorb the idea of emerging new sets of employment avenues and the level of competition that ensues.
Social welfare strategies
Recognizing the importance of social development, we have increased the annual allocation by 44 percent over the last year allocation. Our program under this sector shall cover welfare schemes for people right from infancy to the old age.
Environmental conservation
Respected Sikkimese citizens,
When we initiated conservation measures way back in 1995, the issue of global warming and climate change hazards although serious had not yet engaged the imagination of the global community as they are today.
4th Pay Commission recommendation
Sikkim is privileged to host the highest paid government employees in the country at all levels. We have never defaulted on the payment of their salaries in contrast with many other states where even Ministers go without pay for months together!
We have earmarked a sum of Rs. 828 crores for this financial year to cover all expenditure arising after the 4th Pay Commission recommendations.

2 Books of Sikkim Governor released in Gangtok

Gangtok,August15 : I am feeling proud like a grandfather whose grandchildren have spent two healthy years. Sikkim University is a two year old healthy child and, as I know, this child smiles, rejoices and crawls and finally walks, said Governor Mr. Balmiki Prasad Singh addressing a select gather at Chintan Bhawan on August 14.
His two books, namely, “India’s Culture: the State, the arts and beyond”, and “Bahudha and the post – 9/11 world” were launched on the day. I am grateful to Sikkim University and am really happy that it is doing its role, the Governor said.
Mr. Singh was chief guest and Mr. D. N. Thakarpa, was guest of honor on the occasion. Professor M.S. Swaminathan, Chancellor of Sikkim University, released Governor’s books and Professor Lama gave introduction of the books. Distinguished personalities including Prof. Urvashi Butalia, writer, feminist and historian and Prof. Ralph Buultjens, of New York University, highly spoke of the books. Ministers, Chairpersons, Heads of Departments, Principals of different colleges, lecturers and students were present on the occasion.
All the scholars and guests present were felicitated by Sikkim University Chancellor Prof. Swaminathan and V.C. Prof. Lama presented University logo to the guests.

Sikkim CM Chamling announces schemes for Sikkim on 15 August
GANGTOK, 15 AUG: The Sikkim chief minister Mr Pawan Chamling has announced an array of development-oriented schemes on the occasion of Independence Day. In his Independence Day message Mr Chamling focused on the need to counter the negative fallout of the global recession. He said that the state government in response to the recession had provided three fiscal stimulus packages in the form of tax relief to boost demand and increased expenditure on public projects to create more employment and public assets. “Our prime need is to focus on self-reliance and to augment our internal revenue generation base as quickly as possible,” said Mr Chamling.
Reiterating on the need to generate more internal revenue, Mr Chamling said: “Hydro-power generation, promotion of eco-tourism, setting up of clean industries like pharmaceutical units have been identified as core sectors to strengthen our revenue base on a long term basis.” He further urged the people to adopt austerity measures both in their offices and rationalize needs and wants.
The state government has targeted to generate combined revenue of Rs 1500 crores annually by 2015 in addition to other lapsable and non-lapsable pool of resources and other similar grants from the Centre.
The chief minister further stressed on the need to re-orient the education system to meet new demands and requirement of the new age. A package of medical and health care measures to take care of women and children in distress including the poor and needy and the old and the physically disadvantaged would also be provided under the Mukhya Mantri Jeewan Raksha Kosh, announced Mr Chamling.

Prof MS Swaminathan favours Sikkim & "green" University
Gangtok, Aug 14 (PTI) Sikkim University Chancellor and noted agricultural scientist Prof MS Swaminathan today said the university has the potential to develop itself as the first "green university" of the country.
He also appealed to the university to take a lead in the movement for protection and conservation of ecology and bio-diversity.
Addressing a lecture on 'Preparing for Climate Changes' to mark the second foundation day celebrations of the university here, he said the institute has the potential to develop as the first green university due to its location in a virtual greenfield near the state capital.
Describing Sikkim as the genetic paradise by virtue of its rich bio-diversity, Swaminathan said Sikkim University should take upon itself the task to research works on the available resources

Poultry Mission 2009-1012 & Dairy Mission 2009-1012 launched on I-Day
GANGTOK, August 13: The State Government will launch the Poultry Mission 2009-1012 and Dairy Mission 2009-1012 under the State Animal Husbandry, Livestock, Fisheries and Veterinary Services Department on the occasion of 62nd Independence Day here at Paljor Stadium.
On the same day, a number of health schemes will also be launched under the State Health Care and Family Welfare Department, informs an official statement. The health schemes include Health Insurance Scheme or Mukhya Mantri Upohar Bima Yojana for BPL families, Mukhya Mantri Antyodaya Pustahaar Yojana for BPL families, Measles, Mumps and Rubella (MMR) vaccines for children in the age group of 15 to 18 months, Iron, folic acid and calcium supplementation to pregnant women & lactating mothers.
As usual the Independence Day celebrations will feature the hoisting of the National Flag by the Chief Minister followed by March past by ITBP, SSB, SAP, IRBn, Sikkim Police, Sikkim Police (Mahila platoon) Sikkim Home Guards, NCC Platoons, Scouts and Guides, DHH Platoon, Road Safety Platoon of Traffic Branch, TNA Band (Brass and Pipe), Army Band and Sikkim Police Band.
State Awards, Meritorious Service Award, Roll of Honour and Jeewan Raksha Puraskar along with certificate and award for meritorious performance by group D workers and Rajya Van Sangrakshan Evam Paryavaran Puraskar, 2009 will also be conferred on the occasion.
The day will also see the release of a book on the “Traditional Herbal Healers of Sikkim” (Forest, Env & Wildlife Management Department), mass drill by students, drill on traffic signals by students of Deorali Senior Secondary School, culture programmes and the Independence Day Football Final.

Cong questions Sikkim govt seeking clearance for hydel project
Gangtok , Aug 14: The Congress today questioned the persistence of Pawan Kumar Chamling government to seek environment clearance for six hydel projects withheld by the Centre citing potential damage to ecology in the upstream of the Chungthang valley in North Sikkim.
"It appears that the Chamling government has yielded to pressure by developers to seek intervention of the Union Power Minister Sushil Kumar Shinde for grant of environment clearance by the Ministry of Forests and Environment for the projects which were considered to be unviable, Sikkim Pradesh Congress Committee General Secretary K N Lepcha alleged here.
Lepcha criticized the state government for envisaging hydropower projects in North Sikkim and going ahead with the award of contracts without taking into account the potential damage to the fragile landcape of the region.

Security beefed up at Rangpo ahead of I-Day
RANGPO, August 14: As the State prepares to observe its 63rd Independence Day, the border town is being put under tight security cover to prevent any disturbances.
Security has also been tightened at all the check posts. Vehicles entering Sikkim are being thoroughly checked and passengers are checked whether they have valid identity cards.

Adhoc Committee for Sikkim Nepali Sahitya Parishad formed
GANGTOK, August 14: An adhoc committee for Nepali Sahitya Parishad was formed with BK Roka as president and Nawin Lamichaney as general secretary during its general body held on August 10.
The meeting chaired by KC Dahal, president of the Parishad and attended by all the members of the organization also decided to hold a general election after six months.

Gangtok,August 14: State Tourism Department has decided to construct five more helipads – one each at Rangpo, Mangan, Hiley, Uttarey and Chemchey. “Tourism in the sate is on the rise. With that in view and also for emergency services, the department wants to introduce chopper services”, Mr. S.B.S. Bhaduariya, secretary of the department said.
In the last months, June and July, when Gorkha Janamukti Morcha called Dareeling bandh, the Pawan Hans helicopter had provided alternative transportation to the state.
“In the month of June and July, the chopper flew average 50 hours each month and some times flew six times in a day from Gangtok to Bagdogra. So, we realized this chopper service will come in handy for us in emergency and tourism allied business”, Mr. Bhaduariya said.At present Sikkim Tourism Development Corporation has five seater Pawan Hans helicopter service and the flight charge from Gangtok to Bagdogra is Rs.2000. The secretary said the department has brought 11 seater Pawan Hans helicopter for the state on trial basis. The trial would be for a week. “If the trail succeeded, we will buy the chopper,” Mr. Bhaduariya said.

STNM is capable of treating swine flu, says Sikkim Health Secy

Gangtok,August14: “All viral fevers are not swine flu. Its a common flu like any other influenza and could be easily cured in 5-7 days if precautions are taken properly. As a communicable disease, it can spread rapidly. So far, no case of pandemic flu has been reported in the state, but one has to be very careful to prevent such a pandemic”, said Mr. Vijay Bhusan Pathak, Secretary, Health Department, Government of Sikkim.
Addressing a press conference, Mr. Pathak said STNM Hospital has set up an isolation ward with five beds and, if required, “we can increase the number (of beds)”.
He further said, “We are having well trained medical experts who are capable of every treatment related to this flu.
Necessary Personal Protection Equipment (PPE) is here. The only thing we lack is a diagnostic laboratory for swine flu test”.
He said, any suspected person will be referred to Micro Biology Laboratory and sample will be sent to either NICT, Kolkata or Dibrugarh, Assam. If any patient tested positive, necessary treatment will be provided either at STNM or at his home if he wants.
He said, as Sikkim is a tourist destination, health department has deputed a team of experts at the two entry points, Rangpo and Melli, to check all the vehicles entering the state. Any suspected visitor will be provided help.
“A hype about the situation has been created. People believe media. We need the help of media to make the situation clear to the masses”, Mr. Pathak said, seeking media’s help “to tackle the situation”.

Jerimites Football Club enters finals of Pakyong I-Day Football Tournament
PAKYONG, August 13: Jerimites Football Club stormed into the finals of Independence Day Football Tournament 2009 by defeating Drivers Association Pakyong by two goals to one here today.
Both the teams scored 1-1 in the 80th minutes of the match but the Drivers Association walked out of the tournament when the Jerimites scored another goal. Jerimites Football Club was declared the winner. They will play against Arsenal Gangtok on August 15.
In the two semi final matches of the junior level boy’s football tournament which was organized by St. Xavier’s School, Puspanjali Vidhyalaya defeated Dugalakga School by two nil and St. Xavier’s School defeated Pacheykhani Secondary School 2-0. Denzong Club to clash with SSB on Aug 15 finals
GANGTOK, August 13: It will be an all Sikkim affair in the finals of State level Independence Day women’s football tournament to be played tomorrow between Sikkim (North-East) and Sikkim (South-West).
The Sikkim (North-East) reached the finals by defeating their Darjeeling counterparts by two goals to one in the semifinal played today here at Paljor Stadium. The goals for Sikkim were scored by Reshma Rai and Prem Kumari Sharma while Roshna Tamang scored the consolation goal for Darjeeling.
Meanwhile, Denzong Club has reached the finals of the men’s football tournament by overcoming Sikkim Police in a tightly contested match. The final score line read 2-1 in favour of Denzong.
The Denzong team had taken the lead in the 27th minute through a brilliant move and finishing by central midfielder Tango.

Rs 100 lakhs for poultry development; Rs 98.00 lakhs to prepare 3,15,693 Pink Identity Card
GANGTOK, August 13: The Cabinet yesterday approved Rs 100 lakhs as Grants-in-aid to Sikkim Poultry Development Corporation (SPDC) for implementation of the Poultry Mission.
Chaired by Chief Minister Pawan Chamling in the Cabinet Hall of Tashiling Secretariat here, the Cabinet also approved Rs.1026. 66 1akhs as NABARD loan and Rs.89.44 lakhs as State share for development of Infrastructures at Bazaars and Rural Marketing Centres in the State under Rural Infrastructure Development Fund (RIDF-XIV).
Under the same department of Urban Development and Housing Department, the Cabinet accorded the approval of the ‘Integrated Housing and Slum Development at Old Slaughter House Area, Gangtok Phase II’ and ‘Integrated Housing and Slum Development for notified slum area-Rangpo-Gangtok (I) under Basic Services for Urban Poor (BSUP)’, a component of Jawaharlal Nehru national Urban Renewal Mission (JNNURM) as the cost of Rs. 515.90 lakhs consisting of Rs. 448.90 lakhs as Central share and Rs. 67.00 lakh as State share.
Under the State Social Justice Empowerment and Welfare Department, the Cabinet approved an additional financial sanction of Rs. 3.80 as against its earlier sanction of Rs.84, 92, 157 for construction of Tribal Bhawan at Jaunbari, South Sikkim and sanctioned Rs.33,93,409 for construction of Link road between Basnett Gaon-Khongsi (PMGSY) road and Ranipool-Pakyong SPWD road in East District under Tribal Sub¬ Plan by Rural Management and Development Department. The Cabinet also sanctioned Rs. 125.00 lakhs for implantation of Poultry Mission 2009-2012 under TSP & SCSP by the Department of Animal Husbandry, Fisheries and Veterinary Services under the same department.
Similarly, the Cabinet approved additional sanction of Rs. 37.40 lakhs as against its earlier sanction of Rs. 2,00,00,000 for construction of approach road, boundary pillars and boundary walls for Industrial growth centre at Samlick Marchak Namli, East Sikkim under the State Commerce and Industries Department.
A fund of Rs.62.23 lakhs has also been approved by the Cabinet under the State Energy and Power Department for installation of 500 KV A Sub-Station at Tathangchen (near Guards Ground) along with capacity up gradation of L.T distribution line and around upper and lower Tathangchen, 36.23 lakhs for installation of 315 KV A Sub-Station at Dichenling along with capacity up gradation of H.T. and L.T. distribution line in and around Dichenling area, Gangtok and Rs. 25.87 lakhs for conversion of L.T. Distribution Line into Underground Cable System in the vicinity of ole Guards Ground (West Point School), Upper Tathangchen.

Gurung’s party not worried about interim arrangement
Darjeeling, Aug. 13: The Gorkha Janmukti Morcha today claimed that either statehood or Union Territory status would have to be conferred on the Darjeeling hills, now that a decision has been taken to drop the Sixth Schedule bill and scrap the DGHC.
The consensus to repeal the DGHC Act and abandon the bill which would have given the hills a special status under the Sixth Schedule of the Constitution have put an end to the possibility of an autonomous body, the Morcha believes.
“This means that the only option is either a Union Territory or a state status,” said Anmole Prasad at a media conference at the Gymkhana Club here today. Prasad was the spokesperson for the 12-member delegation that came back today after attending the tripartite talks in Delhi on Tuesday. The state and central governments were the other two participants in the talks.
The Morcha said it was not bothered about the interim arrangement. “We are not too worried about the set-up as it is necessary to fill the administrative vacuum once the DGHC goes. However, we will ensure that the 7,000 temporary workers do not lose out. They will be protected,” Prasad said. “Whatever agreement was reached at the August 11 meeting, the demand for statehood has not been diluted.”
Fearing an uncertain future after it became clear that the DGHC would be dissolved soon, the contractual workers yesterday under the banner of the Janmukti Asthahi Karmachari Sangathan reasserted their demand for permanent jobs.
The delegation alleged that the two representatives of the Bengal government, chief secretary Asok Mohan Chakrabarti and home secretary Ardhendu Sen had tried to “tarnish” the Morcha image before the Union home secretary, G.K Pillai. “They brought up the issue of Gorkhaland Personnel cracking down on liquor, drug and timber smugglers as well as stopping traffic to Sikkim along NH31A. But we could convince the central government representatives that we, as citizens, had every right to clamp down on illegal activities and the blockade of the highway was a compulsion not a deliberate act.”
The party has also welcomed the appointment of an interlocutor. “As the interval between the tripartite talks is more than four to six months (the second round was held in December), the appointment of an interlocutor was necessary. Through him negotiations could be speeded up.” However, the Morcha leadership conceded that the statehood demand would have to be met only through talks at the political level and through consensus in Parliament, hinting that the fourth round of talks on December 21 here would also be held at the secretary- level.
After arriving here from Bagdogra around 5.30pm, the delegation met Morcha president Bimal Gurung for about an hour. Gurung did not attend the media conference.
Morcha leader Amar Lama said the central committee would meet on August 17.

Vinayaka Univ Income tax raid continues
Salem,August12: Raids by the Income Tax (IT) Department’s Vigilance wing continued for the second day on Thursday at the Vinayaka Missions Deemed University.
The inquiry, under Section 3 of UGC Act 1956, is based on hints pointing to collection of capitation fee and tuition fee in excess of the government norms at the medical, dental and engineering colleges.
Simultaneous raids have been conducted at the institution’s colleges at Chennai, Puducherry, Karaikkal, Manipur and Sikkim.
According to the sleuths, permission has been sought to investigate the medical college in Malaysia run by Vinayaka Missions, while legal impediments did not allow investigations at institutions run in the Middle East and USA.
A 100-member team that conducted the search in the constituent colleges of the university, have found incriminating documents. But the result of their inquiry has not been disclosed.
Vinayaka Missions’ ownership is closely held by the founder Chancellor’s two sons, two daughters and their spouses. IT sleuths said the institution collected up to Rs 40 lakh as fee for MBBS and up to Rs 5 lakh for BE and B Tech without allegedly issuing proper receipts. There were allegations that black money was being diverted into the private kitty of the closely held institution bypassing the IT scanner.
The raids were carried out on the basis of complaints received from various quarters, including one filed after an anti-capitation fee inquiry held by the Directorate Medical Education one-and-a-half months ago at the Vinayaka Missions Medical College in Salem.
In the preliminary rounds, the investigators checked the admission list in various colleges of Vinayaka Missions University, receipts of fees and other charges, accounts ledgers and various other fund flow documents.
On condition of anonymity, a sleuth said that the institution’s accounts in 10 banks have been kept temporarily under freeze.

Swine Flu isolation ward now in Gangtok
GANGTOK, 13 AUG: The state health department has decided to set up a dedicated isolation ward at the Sir Thutob Namgyal Memorial Hospital (STNM) complex, in the wake of nationwide outbreak of the deadly Swine Flu. A team of specialist medics would monitor the ward between 9 a.m. and 5 p.m..
According to Mr Vijay Bhusan Pathak, commissioner-cum-secretary, state health department, an H1N1 screening and management team headed by Dr K Bhandari of the STNM would conduct all influenza related diagnosis and tests. Due to space constraints at the STNM hospital, the department has urged the Central Referral Hospital run by the Manipal group to accommodate 20 H1N1 patients if necessary. Suspected swab samples from the OPD and isolation centers would be collected at the STNM microbiology lab and have those tested at the NICD, Kolkata.
It is also informed that a team of doctors would conduct visual inspection of people entering the state through inter-state borders at Rangpo and Melli. “Anybody with related symptoms would be examined properly,” said Mr Pathak. Furthermore, all private medicine practitioners have been directed to refer any influenza case to the designated government hospitals.
An advisory has been issued to avoid visiting crowded places and follow standard sneezing and coughing etiquettes to avoid spread of H1N1. No cases of Influenza A H1N1 have been reported in Sikkim till date.

Climate Warming and Large Cardamom Farming in the Sikkim Himalaya
The average air temperature in the last forty years has risen twice as fast in the Himalayan Region than the average warming in the mid latitudinal northern hemisphere. This means the rate of warming is more pronounced in the high altitude regions than the lower ones. It also means the Himalayas are more sensitive towards climate warming and significantly impacted by climate change.Besides the first order impacts of climate change like glacial retreat, glacial lake outburst floods, rise in the sea levels, drying up of rivers and streams etc; climate warming has significantly impacted the health of both flora and fauna in recent times. Such impacts have perhaps been more severe and far reaching in and around the hills and mountain areas. Agriculture is believed to be one of the direct targets of climate warming. Various scientific studies indicate both positive and negative impacts on the health and productivity of agricultural crops depending on the type of crops, season, geographical region and climatic conditions therein.
Sikkim Himalaya: Geography and EnvironmentA small and beautiful mountain region, Sikkim situated in the Eastern Indian Himalayas spreads below the world´s third highest mountain Kangchendzonga (8598m). The region is separated by the Singalila range from Nepal in the west, Chola range from Tibet in the northeast and Bhutan in the southeast. Rangit and Rangpo rivers form the borders with the Darjeeling district of West Bengal in the south. Sikkim Himalaya measures a total geographical area of 7,096 sq km with 349.3 km of international border- China border: 220 km, Bhutan border: 32.8 km, Nepal border: 96.5 km. It has a national border of 30.3 km with West Bengal. This also means 92 percent of Sikkim´s border is with neighbouring countries. About 100 kms from the border town Rangpo in South Sikkim lies the Bangladesh.
The region being a part of inner ranges of the Himalayas has no open valley and plains but varied geographical elevations ranging from 300 to 8598 meter above mean sea level consisting of lower hill, middle and higher hills, alpine zones and snow bound land, the highest elevation 8598 meter being the top of the Mt. Kangchendzonga itself. On the north-western side of the Sikkim Himalaya lies the massive 31 Km long Zemu glacier. Sikkim´s botanical and zoological affluence is truly impressive.
Climate Change in the Sikkim Himalaya
Sikkim Himalaya as an integral part of the Himalayan region has witnessed notable variation in its temperature and rainfall pattern over the years. According to Meteorological sources, maximum temperature in Gangtok has been rising by 0.2o C per decade and minimum temperature has been falling by 0.3o C per decade. The annual rainfall has been increasing by 49.6mm per decade. The physical effects of such meteorological deviations include glacier retreat, GLOFs, record breaking forest fire incidents, failure of agricultural crops and forced changes in the timing of crops etc. Further, animals, birds and insects are changing their habits and habitats while the tree line is gradually shifting upward.
Sikkimese Agriculture
Sikkim is primarily a rural and agricultural economy where over 60 per cent of its population is directly engaged in agriculture. Principal food crops cultured in the region include maize, paddy, barley, millet, wheat, buck wheat, beans etc. Important cash crops are large cardamom, ginger, potato, soybean, fruit crops and vegetables etc. Large cardamom is raised on commercial basis and is exported both within and outside the country. Over 16,949 farmers cultivate large cardamom in the Sikkim Himalaya of which 15,209 are small and marginal farmers, while around 30 percent are totally dependent on this crop for their survival. Large cardamom plantation covers about 26 thousand hectares of land under cultivation. With about 54 percent of the global market for large cardamom, India is the largest producer in the world, followed by Nepal with 33 per cent of the market and Bhutan with 13 per cent. Of the Indian output, almost 88 per cent come from Sikkim. It is, therefore, a foreign exchange earner crop of Sikkim.
Deteriorating Health of Large Cardamom Orchards
Large cardamom farming in Sikkim has,however, been suffering from decline in production and gradual drying and subsequent death of the plant in the last 1 to 1.5 decades. There has been a steady decline in the yield of large cardamom over the years. One of the important factors of declining yield of the crop is ascribed to old age of cardamom bushes. A section of the policy makers and farmers also believe that monoculture of cardamom plants in the same fields for generations, is perhaps, an added cause of declining productivity of the cardamom. However, a further more important and serious factor in this regard has been the destruction of cardamom orchards by viral diseases in recent years. There are increasing warnings from the scientists, policy makers and people on field that change in temperature and rainfall pattern in the region over last many years could be the potential factors of the disease spreading viruses and subsequent destruction and declining productivity of large cardamom plantations across Sikkim.
Measures Taken
Both adaptive and mitigative measures have been undertaken by the farmers to sustain their livelihood. These measures have been taken both at the household/community initiative as well as with the support of the government. In the first case, the farmers are resorting to alternative livelihood opportunities like experimenting other cash crops like ginger, orange, horticulture at commercial level. With regard to the mitigative measures, the farmers are spraying pesticides, cleaning the fields, keeping the land fallow for some years and replanting the fields with fresh cardamom saplings. The government, especially Spices Board of India, has been helping the farmers since last many years to salvage their livelihood. The results of the mitigative measures have not been very fruitful, nonetheless.
Conclusion
A fundamental question to be seriously taken under such a situation is: if Sikkim does away with its large cardamom farming in the near future what would be the fate of a large section of agrarian population dependant on cardamom farming. It would not only affect the state's agricultural economy but also the Indian spice trade in a major way. Since, many people in the rural areas has been dependent on cardamom as the main cash crop providing them with a significant part of their livelihood, the impact of steadily falling health of cardamom orchards and declining yield is likely to be disastrous. Such a scenario calls for a need to work out and evolve a comprehensive strategy to revitalise the health of cardamom plants and sustain the yields. The plants affected by the viral diseases cannot be cured but the losses may be minimised by adopting appropriate management practices.

Sikkim govt accepts pay commission report
Fourth Pay Commission report accepted by CM
Gangtok, Aug 12 (PTI) The Sikkim government today accepted the fourth pay commission report recommending a substantial pay hike on a par with Central pay scale for its 35,000 employees.
Although the quantum of the pay hike was not divulged, the state government has set up a corpus of Rs 828 crore to meet the expenditure on account of payment of the increased salaries and arrears to employees, official sources said.
The arrears may be made in installments with 40 per cent of payment being proposed to be given to employees this financial year, the sources said.
The Sikkim Democratic Front government had constituted the Commission last year and the report was to be submitted by March this year.
The commission chairman Justice (retd) R K Patra submitted the report to Chief Minister Pawan Kumar Chamling here today and it was accepted, an official release said.

Denzong Agricultural Cooperative Society Ltd. (DACS) AGM held

Gangtok: The Seventh Annual General Meeting for the year 2008-2009 of Denzong Agricultural Cooperative Society Ltd. (DACS) an apex organization of Growers and Multipurpose Cooperative Societies was held in Janta Bhawan here on 12th August. Mr. Puran Kumar Gurung, MLA and Chairman, DACS chaired the meeting which was attended by Board of Directors, officers from Cooperation Department and DACS as well as representatives from member Societies.
The Annual General Meeting began with welcome address by DACS Managing Director, Mr. M. T. Sherpa. Welcoming all the delegates and shareholders, he highlighted some major achievements of the Society during 2008-2009, namely, registering the highest ever profit for a single year, for the first time distribution of the Business Development Incentive of Rs.5000 to each member and implementation of the Group Gratuity Scheme for all employees.
Mr. Gurung, presented in details the Annual Report, Audited Balance Sheet and Profit and Loss Accounts for the year 2008-2009, Business Development Plan and Budget Estimate for 2009-2010. He stated that in 2008-2009, there had been an increase of 31% in business turnover, whereas an increase of 115% profit was registered, thereby drastically bringing down the accumulated loss to the level of 37.05 lakhs from Rs.123 lakhs. He further informed that 8% profit amounting to Rs.85.95 lakhs earned during 2008-09 was highest ever till date. Speaking of various activities initiated by DACS, he highlighted that though the Society in the past several years had incurred huge losses, there has now been a major shift in the trend thereby progressing towards profitability. He also mentioned that the Society has been procuring locally grown surplus items to supplement the total requirements of its supply. Some members also put forth their valuable suggestions in the meeting.
The other major event of the day was handing over of the cheques of Rs.5000 to each member as Business Development Incentive by the Chairman who impressed upon the member societies to involve more in the process of promoting cooperative movement in Sikkim. The Chairman expressed his gratitude to the Chief Minister for his valuable support and patronage. He also expressed thanks to Minister, Co-operation and the Secretary and other officials for their valuable supports and guidance to the Society. Police crack down on car thieves, 6 held
MIRIK, 12 AUG: The Darjeeling police have busted a major car theft racket and arrested six persons from Mirik and areas adjoining Sikkim today. The police have also seized three vehicles from the arrested persons.
The police had arrested one Gopi Pradhan with a suspicious car on 8 August from Nirpania Busty near Panighatta. The arrest provided the lead to today's bust. The arrested persons have been identified as Gopi Pradhan resident of Nirpaniya Busty, Sanjay Agarwal and Hemant Agarwal resident of Siliguri, Umesh Gupta- resident of Namchi, Sikkim and Ram Karki, a resident of Jorthang.
Informing about the arrests, the Darjeeling SP, Mr DP Singh said the cars were apparently stolen and brought over from New Delhi. “We suspect more people are involved in the racket, which goes all the way the northeastern states,” the SP said

Army seeks 3000 acre land for expansion in Sikkim

Gangtok, Aug 13: Army's 17th Mountain division today urged the state government for allotment of 3000 acre land in West district of Sikkim for expansion of its infrastructure in the Himalayan state, an official release said.
The GOC-in-C of 17th Mountain Division Major General R S Chopra sought the land from Chief Minister Pawan Kumar Chamling at a meeting at the latter's official residence here, the release said.
Chamling assured the army officers that the state government would extend full cooperation to the army with regard to its requirement for land, it said.
Chief minister hoped that the cordial relationship between the army and the people of Sikkim would continue, the release added.
The army has been increasing its infrastructure in Sikkim for some months now as part of the new security paradigm vis-a-vis China as the two countries share international borders in northern and eastern parts of the Himalayan State

“Cases of smoking in public places in Sikkim now under control”

Gangtok: State Health department has been working hard to make the people aware about the ill effects of smoking. “Our goal is to drive it (smoking) out specially from public places, schools, hospitals and such other areas”, Mrs. M. Pradhan, District Nodal Officer, Tobacco Control Cell, Singtam Hospital said Wednesday. Mrs Pradhan along with Additional Director, Health Department, accompanied by a police team led a drive against tobacco at public places in the city. The team raided several hotels, taxi stands and beetle shops of the capital. The team found a number of shops and hotels without “No Smoking” sign. Mrs Pradhan told the hoteliers and shopkeepers the importance of such a sign in public interest. Talking to reporters Mrs. Pradhan informed that after strict initiative by health department and Sikkim Police, not only the cases of smoking in public places came under control but the sell of tobacco has declined in Sikkim. Smoking in public places is an offence and “our motto is to keep to our society and the state as a whole healthy. The team led by Mrs. Pradhan has already raided bazaars in Pakyong, Rangpo and Singtam and found that the awareness level among the masses is satisfactory. During the day’s checking a couple of persons were caught smoking and were fined.

Gangtok,August12: Sikkim Democratic Front has refuted and condemned a statement of Kunga Nima Lepcha, spokesperson of Sikkim Pradesh Congress Committee, reported in a local English daily on 12th August. The report quoting Mr. Lepcha says, the people of Lachen have submitted a memorandum to President of India alleging that the “SDF government is discriminating the people of Lachen and depriving them from development and other benefits”.
In a press release issued by SDF general secretary (publicity) T.N.Sharma, the allegation is summarily denied as “totally baseless”. The release says the SDF government since its inception has not done any injustice to any section of people for caste, community or religion. “For the SDF party and its leader Chief Minister Dr. Pawan Chamling, the of Lachen and other areas are all equal and they are getting equal benefits according to the democratic norms of the SDF government”, the release said. It added, “SDF party and its leadership remains ever committed to fulfill the needs, aspirations and dreams of the poor Sikkimese people without any discrimination, and Lachen people are not discriminated in any way whatsoever”.
In another SDF release, Mr. Sharma has stoutly contested the remarks of a columnist in a Nepali daily on August 11. It is remarked that “majority people of Sikkim are of the view that the “gap between rich and poor” in the State “is increasing”. Who are the majority people, on what basis such an opinion is made, the release asks.
In a rebuttal to another allegation of the columnist that “Parliamentary democracy has not yet taken roots” in Sikkim, the release asserts, as an integral part of democratic India, Constitutional guideline and rule of law are clinched by the SDF government since its inception. Dzongu landslides near Sankalang Bridge cleared
MANGAN, August 12: The North Sikkim Highway at Sankalang Bridge towards Dzongu was blocked till 11:45 am this morning following landslides triggered by last night’s torrential rains.
The Panchayats and the public of Dzongu chipped in to clear the slush when they were told that GREF was unable to clear the stretch due to lack of technical equipment.
Speaking to this Correspondent, the public of Dzongu raised concern on the lack of technical equipment with GREF especially during emergencies like landslides.
“We are sorry to say that the GREF has still not repaired the foundation walls of both the road and Sankalang Bridge, which were damaged last year,” they said.
The people were also of the opinion that the State Government authorities should also monitor such kind of carelessness which may invite big disaster in rainy season.

PAKYONG, August 12: Arsenal Gangtok’s Sanjeet Subba scored a hattrick and Arsenal defeated Dikling Senior Secondary School 5-3 in the first semi final match of the Independence Day Football Tournament 2009 played here today.
Norbu Lepcha and Karma Subba from the winning team also scored one each goal in the 27th and 43 minutes respectively.
From the losing team, Norbu Tsehring Bhutia scored two goals in the 52nd and 55th minutes while Karma Thapa scored one goal in the 12th minute of the match.
The last semi final match will be played tomorrow between Jerimites Football Club versus Driver’s Association Pakyong. The winner will take on Arsenal Gangtok in the final.
A friendly match was also played between Boys Club Veterans versus Pakyong Veterans. Boys Club Veterans won the match by 6-4 goals.

20th Foundation Day celebration of Rhenock Educational Society
We need quality teachers for quality education: NK Pradhan
GANGTOK, August 12: State Human Resource Development (HRD) minister NK Pradhan today underlined the need for disciplined quality teachers to usher in quality education in Sikkim.
“Education is being given a top priority here in Sikkim by the State government”, said Mr. Pradhan. He said that the responsibility for quality education automatically goes to quality teachers.
Unless we have quality teachers, we won’t be moving an inch towards quality education, said the HRD minister during his address at the 10th Foundation Day Celebrations of Colleges managed by Rhenock Educational Society (RES) at Himalayan Pharmacy Institute, Majitar. He was the chief guest on the occasion.
Regarding the quality education, Mr. Pradhan said the colleges managed by RES plays a very important role for having quality education in Sikkim. There are five educational institutes under RES- Himalayan Pharmacy Institute, Damber Singh Degree College, Harkya Maya College of Education, Five Ways and a branch of NIIT.
The HRD minister also called for discipline among teachers and students. Discipline must be learnt by students and teachers especially the latter, he said. Discipline is the key to the profession you are about to enter, he told the students of B.Ed college of RES.
Earlier, Mr. Pradhan who is also the president of Sikkim Bharat Scouts & Guides conducted an executive meeting of the unit executive members at the seminar hall of Himalayan Pharmacy Institute.
Information and Public Relations (IPR) minister Neeru Sewa, who was the guest of honour on the occasion, expressed her pride over the successes of RES. “I am proud that RES is doing a marvelous job in developing human resource silently and steadily,” she said.
Miss Sewa also credited RES for providing employment to locals in large numbers while congratulating RES, director, principals and staffs.
Dr. HP Chettri, director of RES placed the welcome address on the occasion.
Prizes and certificates were also presented to the winners of various competitive events held in the buildup to the foundation day celebrations.

Unless we have quality teachers, we won’t be moving an inch towards quality education, said the HRD minister during his address at the 10th Foundation Day Celebrations of Colleges managed by Rhenock Educational Society (RES) at Himalayan Pharmacy Institute, Majitar. He was the chief guest on the occasion.
Regarding the quality education, Mr. Pradhan said the colleges managed by RES plays a very important role for having quality education in Sikkim. There are five educational institutes under RES- Himalayan Pharmacy Institute, Damber Singh Degree College, Harkya Maya College of Education, Five Ways and a branch of NIIT.
The HRD minister also called for discipline among teachers and students. Discipline must be learnt by students and teachers especially the latter, he said. Discipline is the key to the profession you are about to enter, he told the students of B.Ed college of RES.
Earlier, Mr. Pradhan who is also the president of Sikkim Bharat Scouts & Guides conducted an executive meeting of the unit executive members at the seminar hall of Himalayan Pharmacy Institute.
Information and Public Relations (IPR) minister Neeru Sewa, who was the guest of honour on the occasion, expressed her pride over the successes of RES. “I am proud that RES is doing a marvelous job in developing human resource silently and steadily,” she said.
Miss Sewa also credited RES for providing employment to locals in large numbers while congratulating RES, director, principals and staffs.
Dr. HP Chettri, director of RES placed the welcome address on the occasion.
Prizes and certificates were also presented to the winners of various competitive events held in the buildup to the foundation day celebrations.

GANGTOK, August 12: The hopes for justice and rights of the thee hundred odd employees, both casual and regularized, of Wai Wai factory at Rangpo are a restoration path thanks to the well intentioned intervention of the Sikkim Democratic Labour Front, a frontal organization of the ruling Sikkim Democratic Front (SDF).The confidence of the employees stems from the visit of the SDF labour front members who today cornered the management of the factory and gave deadlines to the factory to fulfill the justified demands of the employees on labour issues as per the guidelines and orders issued by the State government.
During the meeting with the management in presence of the aggrieved employees, the SDF labour front demanded the Wai Wai factory general manager Khadka Poudyal to fufill the demands made by the labourers regarding wages, overtime money and other issues.
Led by party publicity secretary Krishna Khadka, the labour front team demanded the factory management to give preference to locals in employment and also asserted that minimum daily wages slab fixed by the State government for labourers should be implemented in totality. The team also said that there should be proper drinking water and toilet management for the labourers in the factory and minimum payment of Rs. 25 per hour for overtime. The team also gave a deadline of 3 months to the management to show EPF statements to the employees of Wai Wai factory.
The factory management has assured to look into the issues raised by employees and SDF labour front.
During the meeting, the labourers expressed their grievances and feelings of being suppressed and exploited.
It may be added here that the SDF labour team is presently touring different industrial units in the State and will be preparing a final report in due course of time.

SDF condemns allegations, says it is a desperate attempt to tarnish its popularity
GANGTOK, August 12: Reacting over the recent memorandum submitted to the President of India by the people of Lachen about the “SDF Government’s discriminating the people of Lachen”, the Sikkim Pradesh Congress Committee (SPCC) has demanded the State Government to “realize its responsibility and act as a democratically established institution duly honouring the principle of democracy in both letter and spirit and treat the people of Lachen in equal terms as any other Sikkimese.”
A party release issued by Kunga Nima Lepcha, SPCC, general secretary (media and spokesperson) states that “SDF’s atrocities on the down-trodden Sikkimese have reached its Nadir, with the memorandum of the people of Lachen submitted to the President of India as an evidence.”
Referring to the memorandum submitted to the President of India, the release points out that the “SDF Government has been constantly discriminating the people of Lachen by depriving them from all kinds of developmental schemes.” The release further said that the people Lachen have to live a harsh life in hostile climatic condition which compels them to live like nomads.
“The oppressive and extreme discriminative attitude of the State Government coupled with the step-motherly treatment of the SDF Government executed through its Ministers, MLAs and the State Government officials has driven the Lachenpas to such an extreme that they have started questioning whether they belong to India, the country they have endeared so much as their own motherland and are ready to lay down their lives in her defense. They have represented to the President of India for establishing their citizenship.” reads the release.
The release further said that the “depressed Lachenpas have expressed their anguish on the economic deprivation unleashed on them by the autocratic SDF Government under the leadership of Pawan Chamling as its Chief Minister. They have prayed to the President for restoration of their democratic rights or else they should be permitted to go to Tibet/China in the event their citizenship is ascertained as Tibetan/Chinese. They have expressed that they could no longer tolerate to see their family members suffering from want of bare minimum necessities.”
“Sikkim is a part and parcel of the Union of India. As such the people living within the boundary of Sikkim including the Lachenpas are, without an iota of doubt the citizens of India. They are entitled to all the benefits of the developmental schemes or programs. Any act of discrimination towards the people of Sikkim shall go to violate the Fundamental Rights so guaranteed by the Constitution. Besides, even the provision of the Human Rights. Act, 1948 confers that every citizen on earth has the right to live a dignified life,” the release further read.
On the other hand, the SDF has today condemned all the allegations. SMIMS denies reports of patient infected with swine flu symptoms, says it was rumour
GANGTOK, August 12: The Sikkim Manipal Institute of Medical Sciences (SMIMS) today strongly denied reports of any patients infected with H1N1 swine flu symptoms being admitted in the Central Referral Hospital (CRH) here.
Stating that it was nothing but a rumour to create panic among the people of the State, Sikkim Manipal University (SMU), Vice Chancellor Dr. Surjit Singh Pabla said no such cases have been reported at CRH till date.
“The rumour spread like a wild fire after one person from Faridabad dropped at CRH on August 11 to inquire whether test for H1N1 was being carried out at the hospital,” Dr. Pabla said.
He further said that the hospital authorities today met with the State Health Minister DN Thakarpa and State Health Secretary VB Pathak and clarified about the rumour making rounds in the Capital.
It may also be mentioned here that a meeting was held today in the Capital under the chairmanship of the State Health Minister to discuss precautionary measures against the swine flu pandemic. The meeting was attended by the Health Secretary, officials from the department and doctors from both STNM and CRH Hospitals.
Sources in the department also informed that the State Government has formed a Rapid Response Team and Task Force headed by eminent doctors to tackle the situation in case of swine flu outbreak in Sikkim.

Gangtok,August13: Ending months of speculation on which one of the two Assembly seats that he will retain, the Sikkim Chief Minister Pawan Kumar Chamling has decided to retain Poklok-Kamrang Assembly seat pave the way for the bye-poll for Namchi-Singhithang seat to be held on September 10 next.
Keeping the media and political adversaries guessing for past three months on his decision on retaining one of the two Assembly seats, Chamling recently intimated the state election office his decision to vacate Namchi-Singhithang seat, the by-poll for which will be held on September 10 next, according to the Election Commission notification.
The Sikkim Democratic Front (SDF) President had won from both Namchi-Singhithang and Poklok-Kamrang seats by massive margins garnering 80 per cent of the votes polled in the Assembly polls held in April this year.
Meanwhile, the model code of conduct has come into force in South Sikkim with immediate effect after announcement of the bye-poll date for Namchi-Singhithang Assembly seat, the state election office said.

By-election to Sikkim Chief Minister's Assembly seat Namchi Singithong on Sept 10
Gangtok,August12: The Election Commission has announced that Assembly by-elections for One Sikkim assembly seat Namchi Singithong vacated by Dr.Pawan Chamling,Chief Minister of Sikkim will be held on September 10. The counting will be on September 1.
The byelection notification will be issued on August 17, and the last date of filing papers is August 24. They will be scrutinised on August 25 and the last date for withdrawal of candidature is August 27.
“The general elections to the Legislative Assembly of Sikkim was held on post-delimitation basis. Hence, there is no need of electoral roll on pre-delimitation basis in Sikkim,” an EC release said.

Darjeeling toy train coaches connects Corridor
Darjeeling,Aug. 12: The Darjeeling Himalayan Railway (DHR) has received four vestibule coaches from Pune and they have successfully manoeuvred sharp turns in the hills in trial runs.This is the first time that the DHR is using such coaches, which are interconnected by 2.5feet long corridors, making it possible for passengers to walk in the toy train from one end to the other.
The existing coaches of the heritage railway do not have opening space to pass through and the travellers have to jump off the train to enter another compartment.
“We are replacing 20 old coaches of the hill railway with new ones and 10 of them have vestibules. They are inter-connected and passengers can move from the front to the back on the train. Four such second class coaches have already arrived and six first class coaches are due to come from the Kurdavari Railway Coach Factory in Pune,” said Subrata Nath, the director of the DHR.
Putting to rest the apprehension that vestibule coaches would not be able to traverse the sharp turns and curvatures encountered in the ascent from the lowlands of Siliguri to hilly terrain of Darjeeling, the four bogies made a successful trial run on Monday.
“As we are using such coaches for the first time, we conducted a trial run on a 25km stretch comprising both plains and hills from Siliguri to Rongtong. The ride was successful but we will conduct another run when the six other coaches arrive. We are confident that the coaches will cover the 80km journey from Siliguri to Darjeeling without any hassles,” said Nath.
Another attraction of the new coaches will be ceiling glasses that will enable the passengers to see the hilly forests above.
“Each coach has 23 seats and there is a glass ceiling for the travellers to have an overhead view. We will use the coaches for daily rides rather than charter journeys. There will not be any change in the fare per seat,” he said.
In addition to this, all the vestibule coaches will have airbrakes.
“The new coaches have cost Rs 20 lakh each. All the vestibule coaches are fitted with airbrakes. As of now, only a few old coaches of the DHR have airbrakes. We are planning to run the coaches from the coming month,” Nath added.

Sikkim ICAR training on scientific cherry pepper cultivation

Gangtok,August12 : A day long hands on training programme on scientific cherry pepper (Dalle Khorsani) cultivation was organized on 10th August, 2009 at ICAR Sikkim Centre, Tadong, Gangtok where more than fifteen participants of three different villages of South and East district participated.
The programme held under Technology Mission, MM-I Project of ICAR was inaugurated by the institute’s Joint Director, Dr. H. Rahman who highlighted importance of cherry pepper in present day scenario and gave some valuable information. Welcoming the guests and participants Dr. Rahman in his address also informed that ICAR Research Complex for NEH Region, Sikkim Centre is working on various aspects of agricultural, horticultural and animal husbandry.
Regarding spices, he mentioned that India leads in many spices like chilli, ginger, large cardamom, black pepper, turmeric, etc. Chillies are important cash crop and grown for their pungency. It is rich in Vit A & D, minerals and proteins. They have many medicinal values also.
Northeast India has special varieties of chillies like Naga chilli, King chilli, Tezpur chilli, Cherry pepper, etc. Cherry pepper (Dalle Khorsani) is the favourite chilli of Sikkim and Darjeeling hills because of its moderate pungency and good aroma. Because of its higher demand and low availability, the farmers can fetch very good return of about Rs.10 lakhs/ ha by proper management and precautionary measures in cherry pepper cultivation, Dr. Rahman said.Dr R. K. Avasthe, Principal Scientist of ICAR highlighted problems of horticultural crops with reference to dalle cultivation and processing. Dr. (Mrs.) Saroj Toppo, Sr. Scientist and In-charge of Women Empowerment Cell, ICAR, Sikkim Centre, mentioned that the institute has been engaged in imparting trainings in fruit and vegetable processing, mushroom production, backyard poultry production, machine knitting and sewing for women empowerment.

Scholarships to three students by Gangtok Pang Lhabsol celebration committee

Gangtok,August12: Pang Lhabsol will be celebrated as unity day by Pang Lhabshol celebration committee on 4th September at Gangtok. Mr. Thukchuk Lachungpa, president of the committee, in a press conference at his residence on Tuesday, said every year the celebration is organized as a unity day as “a tradition in the State”.

Sikkim govt accepts pay commission report
Gangtok, Aug 12 (PTI) The Sikkim government today accepted the fourth pay commission report recommending a substantial pay hike on a par with Central pay scale for its 35,000 employees.Although the quantum of the pay hike was not divulged, the state government has set up a corpus of Rs 828 crore to meet the expenditure on account of payment of the increased salaries and arrears to employees, official sources said.
The arrears may be made in installments with 40 per cent of payment being proposed to be given to employees this financial year, the sources said.
The Sikkim Democratic Front government had constituted the Commission last year and the report was to be submitted by March this year.
The commission chairman Justice (retd) R K Patra submitted the report to Chief Minister Pawan Kumar Chamling here today and it was accepted, an official release said.

Sikkim Nathu-la trade picks up momentum

GANGTOK, August 11: The massive landslides at Mile 17 have undeterred the spirits of the Indian traders as they have been using the old silk route via Rongli, Nathang and Kupup to reach Renquinngang in the Tibet Autonomous Region.
After hitting the lowest point since its start from the month of March this year, the Nathu-la border trade is gaining a gradual momentum with over 20 traders crossing the border from both the sides.
It may be recalled here that a total of seven Sikkimese traders have crossed the Nathu La border trade and reached the Renquinngang trade mart on the Tibet Autonomous Region (TAR) till June 4 this year.
“We are happy that the trade have now started showing positive signs. We are hopeful it would pick up momentum in the days to come,” said one of the Sikkimese traders .
The State Commerce and Industries Department has already sent a proposed new list of export items to the Ministry of Commerce and Industries last week, said sources in the department.
Sources further said that the recent meeting of the Chief Minister with the Union Commerce Minister in Delhi has turned out to be fruitful as the Ministry had asked the State Government to send a new list of items to be exported
Tempo Bhutia superannuates after 35 years of service to STCS

Sonam Gyamsto Pulger takes charge as new MD of STCS
GANGTOK, August 11: Tempo Bhutia today bowed out of State Trading Corporation of Sikkim (STCS) after giving 35 years of his life to one of the oldest and high profile public sector undertaking in the State.
Out of these 35 years before his superannuation, Mr. Bhutia had served as the Managing Director (MD) of STCS for around 15 years uninterruptedly, a record in itself in corporate annuals of the State.
Mr. Bhutia joined STCS in 1974 on one year’s probation period and was regularized the following year as the assistant commercial manager. He swiftly rose in the ranks of the STCS due to his hard work and commitment and finally took charge of body as its MD before retiring today at an age of 58 years.
Sonam Gyamtso Pulger, the Chief General Manager of the STCS has taken over as the MD of the undertaking. The handing and taking over of the charge was done today.
The STCS is the trading body of the state government and supplies like hardware, LPG and other goods are supplied through STCS. STCS was set up when Sikkim was a kingdom.
Speaking to media today, Mr. Bhutia said that he had given his best to STCS during his long service of 35 years. “I tried my best. But its human nature that you cannot be satisfied and I could have done better”, he said.
Among his achievements, Mr. Bhutia pointed out that STCS used to have annual turnover of Rs. 5-6 crores earlier. Now the annual turnover now is just below Rs. 100 crores, he said.
However, the best satisfaction Mr. Bhutia drew was that STCS still survives despite problems and attacks. “I feel that it is my big achievement that STCS has survived despite attacks”, he said.
Another glorious chapter in his career was that Mr. Bhutia was made Resident Commissioner of Kolkata for 3 times in the year 1984, 1985 and 1994 – the only corporate individual to do so.
“I am also thankful that the new MD is from within STDC”, said Mr. Bhutia.
Mr. Bhutia is also the president of Sikkim Football association (SFA) which is affiliated to the All India Football federation. He is also an executive member of AIFF.
Speaking on his post retirement life, Mr. Bhutia expressed his commitment to give more time to SFA and a host of other social organizations he is associated with. “I will try to activate the Art of Living Foundation,” he said. He is also the patron of Sikkim Viklang Sahatya Samiti and the vice president of Kalyan Ashram.
“I will fully occupy myself social activities”, said Mr. Bhutia on his post-retirement life. He added that he will also try to activate Civil Defence of which he is the warden of Tadong area.
Sikkim Guest Houses at Kolkata, Guwahati to be completed by year end
GANGTOK, August 11: The Sikkim Guest Houses constructed by the State Government at Kolkata and Guwahati will be completed with this year, informs a press release from the office of State Buildings and Housing department.The Buildings and Housing minister, Tilu Gurung had recently conducted an inspection trip of the ongoing construction activities of these two guest houses of Sikkim Government. She took full details of the ongoing activities at the sites, the release adds.
Mrs. Gurung had first visited the under construction Sikkim Guest House at Guwahati being constructed at the cost of Rs. 3,4 crores which has three floors. The infrastructure also has a separate two storied quarters for employees.
During the inspection trip, Mrs Gurung has directed the concerned contractor to complete the building by December and hand it over to the department.
The building is ninety percent complete and the site spreads around 1 acre at Panchabari in Guwahati.
Similarly, a high level team led by Mrs. Gurung visited the under construction Sikkim Guest House at Salt Lake where the minister directed the concerned contractor to finish the works by October and hand over the building to the department.
Around 94 percent works of the Sikkim Guest House at Salt lake being constructed at a cost of Rs. 4.91 crores has been completed.
The Buildings and Housing department secretary, chief engineer, divisional engineer, junior engineer, assistant engineer and architect had accompanied Mrs. Gurung during her stocktaking visits.

Sikkim is fully geared up to tackle the danger of swine flu: Chief Minister

Medical teams to screen inbound passengers, tourists at border check posts from today
GANGTOK, August 11: Sikkim is fully geared up to tackle the danger of swine flu, said Chief Minister Pawan Chamling today according to AIR Gangtok evening news broadcasted at 6:40 am.
According to the AIR Gangtok broadcast, the Chief Minister said some 10,000 Tamiflu tablets have been stocked in the State to take care of the swine flu victims, if any.
Mr. Chamling further said that a medical team of four doctors and staff each are being dispatched to all the four border check posts with the neighbouring West Bengal State at Rangpo, Melli, Nayabazaar and Rhenock tomorrow morning for on-the-spot screening of the inbound passengers and tourists.
The Chief Minister said that the State has all the facilities of testing and treating swine flu, the AIR Gangtok broadcast said. He was also quoted as saying that there is no dearth of preventive masks either in the State
