33rd day of Sikkim Chief Minister's Village to Village Tour

Gangtok: 26th July:  The Sikkim Chief Minister Pawan Chamling on his 33rd day of village to village tour has inaugurated a pig breeding farm constructed under Rastriya Krishi Vikash Yojna at Assam Gaucharan Veterinary Dispensary Complex, Pastenga, Gaucharan today. The farm constructed by Animal Husbandry Department of the state government at the total project cost of Rs.1,26,06,594/- has the capacity of 55 numbers of adult parent stock of Large White Yorkshire breed. He also inaugurated the Veterinary Sub Centre at Rizey, Namok and inspected the sub centre.

While addressing the people assembled at Assam Lingzey SSS the Chief Minister sanctioned in principle the Auditorium Hall for the school and declared to open Science and Commerce stream in the school. Further, he said that the discrepancy in the salary of the primary teachers shall be solved by August by the government. The Chief Minister also declared to establish Assam Lingzey Bazar, whichwas the demand of the people and asked the people to search for suitable land which will be purchased by the government for the purpose.

Talking about the tourism development in Assam Lingzey and adjoining areas the Chief Minister said that a man made attraction to bring the tourist to this place shall be constructed by the government in consultation with the people of the area. Talking about the various pro poor policies of

the government the Chief Minister said that the government has a time bound target. Our every activity is people centric targeted to capacity building and providing employment opportunity to the people for their sustainable development , the Chief Minister said.The Chief Minister addressed the people at Chongaytar, Rizey-Namok, Assam Lingzey Sr. Sec. School and Basilakha under Namcheybong GPU.

32nd day of the Sikkim Chief Minister's village to village tour

Gangtok: 25th July: The Sikkim Chief Minister Pawan Chamling on his 32nd day of the village to village tour while talking to the students and sanctioning financial aid to the students for the exposure trip told them to visit various parts of the state and learn about the history, geography, culture, tradition and developmental activities of the state. The state has tremendous potentiality and the students should know about it. The exposure trip will also help them learn about the state which in long run will help in shaping their career in various sectors in the state itself, the Chief Minister said.

Talking about the demand of the people with regard to cleaning and maintenance of the Chochenpheri Lake the Chief Minister said that the lake is the property of the people. The infrastructure has been created by the government and it is the people’s duty to protect, clean and maintain it. This lake is the medium of progress of the area and the people should learn it to market it for tourism purpose. The Chief Minister in this regard directed the Tourism Department to prepare a concrete proposal for the protection and maintenance of the lake in a sustainable manner.

While laying the foundation stone of the Mangkhim at Rikyap the Chief Minister said that the government has taken every possible step to protect the language, culture, tradition and religion of every community of the state. While protecting the identity of every community of the state the government is protecting the identity of the State in true sense. The Chief Minister also congratulated the land donor for donating his land for the Mangkhim and urged the people to come forward for such noble causes.
Talking about the various demands of the people the Chief Minister said that schemes should not be proposed and sanctioned in the interest of the contractors but should be in the interest of the public. The Chief Minister further said that the demands put forward by the people during this tour shall be sanctioned in two phases and the first phase shall be sanctioned by September of this year. Of all the demands forwarded by the people till date 25 school auditorium and 50 school buildings have been sanctioned by the Government, the Chief Minister declared.
During the day long tour the Chief Minister addressed the people at Chochenpheri, Rikyap, Machong, Parkha and Linkey.

31st day of Sikkim Chief Minister Pawan Chamling's village to village tour

Gangtok: For implementation of projects, Chief Minister Dr. Pawan Chamling has emphasized on preparation of social estimates and public hearing of the schemes in the Gram Sabha before execution of the projects. “The project implemented should be transparent in every aspect as the people have every right to know about the schemes being implemented in their areas. Public hearing of the projects should be mandatory before starting the work in the field”. This was said by Chief Minister on Saturday, July 23, the 31st day of his village to village tour.

Regarding the various demands received from the public during the tour and sanctioned by him in principle on the spot he said, the people’s demand shall be brought before the coming assembly and passed in the house in the interest of the people. A compilation of the demands shall be brought out in a book form and sent to the gram panchayat, he said.

Giving a strong message to the departments, he said that the present practice of the field officers preparing estimates without knowing about the field requirement should be henceforth done away with. The field officers should personally visit the field and study the actual field requirements and feasibility of the projects before preparing the estimates he said and added Estimates as per the field requirement will be prepared “which will meet the purpose for which projects are implemented”.

Talking to students about the present education system and its impact on the society, Chief Minister said that the system of education which has become a medium of producing doctors, engineers and professionals from a human being has ceased to be value based. The prevalent education system which is not value based is creating problem in the world. “So, my dear students, the education should be value based and it should produce not only successful people but also good citizens”, he said. In this context he gave the example of Gandhi, Nelson Mendela, Abrahim Lincon and many others who were good citizens and changed the world for better and are remembered and revered throughout.
At the same time Dr. Chamling also cited the example of Hitler, Osama Bin laden and their likes “who were successful people but were not good citizen and were terror for the world and destroyed the world for their interest”. He asked the students to differentiate the distinguished people and learn from their lives.
“In order to see the problems faced by the people in nook and corner of the state and to see for himself the ground reality, this village to village tour will be made a yearly event of the government”, Chief Minister said.

At Saku the co-operative society of West Pendam GPU felicitated Chief Minister.

He was also at Duga by the beneficiaries of Chief Minister’s Rural Housing Scheme who were allotted houses under “Kutcha House Free State Mission”.
At Saku the Gram Panchayat Sachiv of West Pendam Gram Panchayat Pratap Rai his donation of land measuring 30ft x 33ft each to four poor villagers of the GPU for construction of houses under Kutcha House Free State Mission. The land documents were handed over to the four beneficiaries through the Chief Minister at a public function.
During the day long tour the Chief Minister addressed the people at Duga, Pachak, Central Pendam and Saku.

30th day of Sikkim Chief Minister Pawan Chamling's Village to Village Tour

Gangtok: 22nd July: The Sikkim Chief Minister Pawan Chamling on the 30th day of his village to village tour emphasized on the welfare measures of the government. Talking about the various welfare measures of the government the Chief Minister declared that the age for the Old Age Pension which is 65 years will be reduced to 60 years from now onwards. He also declared that an amount of Rs.600/- per month will be given to old people of the age group of 60 to 80 years. For the people of above 80 years the amount will be increased to  Rs.1000/- per month, the Chief Minister announced. He also announced Maternity Allowance of Rs. 3000/- as one time grant for the mothers in case of institutional delivery. He also announced Child Protection Allowance of Rs.500/- per month for children till they attain six years in case of institutional delivery. This he said is being done to encourage institutional delivery which will not only safeguard the mother during delivery but will also help in reducing infant mortality rate of the state.

The Chief Minister was very much disappointed about the malpractices involved in the distribution of domestic LPG Cylinders. In this regard he said that the people involved in misuse of cylinders shall be brought to justice. The middlemen involved in this trade shall be booked too. The government has taken very serious note of this, the Chief Minister added.  Talking about the various schemes and projects undertaken at various places around the state the Chief Minister said transparency has to be maintained in these projects as the people have every right to know about the projects being undertaken at their places. Social estimates of the projects have to be prepared and it should be explained in a lay man’s term to the villages in the Gram Sabha.

It is for the people that we are working and they should know what is happening around them. Since the people do not understand the technicalities involved in the projects they should be explained in as simple way as possible so that they understand the projects. In this regard the Chief Minister also said that the people also have the responsibility towards the projects. They should see that the projects being undertaken at their areas are of quality and should voice their grievances if they are not satisfied with the implementation of the projects. At Rongli Bazar, the Sikkim Chief Minister while talking about the demand of upgradation of school said that the government has taken a decision to upgrade and update the existing infrastructure of the school for next two years and the upgradation of the school will be taken up after two years. He also informed that the work for beautification and upgradation of Rongli Bazar like that of MG Marg, Gangtok will be started very soon. In this regard he solicited the cooperation of the local people. Their was hue and cry when we started the beautification of MG Marg, Gangtok and we had to face much criticism but later on the people realized that this has been done for good cause. Now the business has increased manifold in Gangtok Bazar, the Chief Minister said.

At Rongli Bazar the Chief Minister also inaugurated a Shiva Temple. At Sudunglakha, the Chief Minister inaugurated the Veterinary Sub Centre. During the 30th day the Chief Minister addressed the public at Dalapchand, Rongli Bazar and Sudunglakha.

Gangtok: “The Nathula Trade route is just the beginning of the development process. Widening of the road is in progress and I have a dream of bringing one lakh tourists to Tshangu lake”, Chief Minister Dr. Pawan Chamling said this at a public function organized at Tshangu lake premises Thursday on his 29th day of village to village tour.

Stressing on the tourism development Chief Minister sanctioned Primary Health centre at Tshangu which will be both for the local people and the tourists, he said. In order to develop infrastructure in tourism sector Chief Minister Pawan Chamling said that way side amenities on both side of the road from Gangtok to Nathula will be created. In this context the Chief Minister directed the Forest Department to process for forest clearance of areas on both side of the roadside from Gangtok to Nathula. “The rules sometimes create obstacle in development process but rules should be used in the interest of the people”, Chief Minister said and directed the Forest Department to search for ways and means and come out with a solution in public interest.

Sikkim Chief Minister’s entourage crossed the highest point of 14000 ft at Sherathang during his tour on the day. At Kupup while declaring many projects for the development of tourism Chief Minister informed the public that Tsangu lake is being developed for boating and fishing purpose. In this regard he urged the public to go for tourism industry as this is an alternative profession for the people. He further said that the problem of land ownership of the Alpine Adventure Park shall be solved by the government. The government will do its best to solve this problem but the people should come forward and adopt the profession of tourism, Chief Minister said.

At Gnathang Chief Minister inaugurated the renovated Dafter bunglow. At Zuluk Dr. Chamling while addressing the gathering assured the public that 60 houses for those who have been staying at roadside will be constructed at another place. The land for the 60 houses has already been allotted by the government, he said.

Talking about the government initiatives for the development of tourism in the state he said that a holistic approach has been adopted by the government for the development of tourism in the state. Further nnouncing another government initiative Chief Minister declared that in order to increase the flow of tourist in Rhenock, Rongli, Phademchen, Zuluk and adjoining areas the government will take a decision to make one way traffic compulsory for the tourists from Gangtok to Rongli and vice versa. This will increase the flow of tourists in these areas, he said.

28th day of the Sikkim Chief Minister Pawan Chamling's village to village tour

Gangtok: 20th July:The Sikkim Chief Minister Pawan Chamling inaugurated the Packaged Drinking Water Plant at Government Food Preservation factory, Dokey Chisopani on the 28th day of the village to village tour. He also declared for the modernization of the Government Food Preservation Factory. All the things to be done by the government for the modernization of the factory will be done by the government, the Chief Minister said while declaring the modernization of the factory.

The Sikkim Chief Minister while talking about the various initiatives of the government for the labour class said that the labour classes have been looked upon well by the government. Talking about the Chief Minister Rural Housing Scheme the Chief Minister declared that houses under Indira Awas Yogna and GCI sheets will be provided to those not possessing Sikkim Subject/ Certificate of Identification as well.

At Chisopani the Chief Minister was very seriousabout the damages done to houses above the roadside due to low quality of the work on the roadside. The Chief Minister said that the Chief Secretary have been directed to call the Chief Engineer of GREF and ask him to take action immediately and restore the damage of the public which has been caused due to the negligence on their part. If suitable action is not taken by the GREF in this regard then the government will have no choice but to go to the court in the public interest, he said.

At Singtam Bazar the Sikkim Chief Minister declared for the construction of Lall Bazar like that of Kanchanjunga Shopping Plaza of Gangtok.At Majitar the Chief Minister handed over the keys of the ambulance to the BM United Service cooperative society. The NEXGEN Foil Company had donated the ambulance to the people of Majitar. The maintenance and upkeep of the ambulance will be done by Majitar Nagar Panchayat and BM United Service Co-operative Society.The Chief Minister also reiterated the stand of the government.

27th day of the Sikkim Chief Minister's village to village tour

Gangtok,19th July:  The Sikkim Chief Minister Pawan Chamling on the 27th day of the village to village tour  while talking about the drug menace in the state said that stricter laws with imprisonment upto 10 years will be formulated in this coming assembly session scheduled for 11th and 12thAugust 2011 to combat this problem. The people who are involved in this trade are spoiling the future generation of our society and stricter laws are required to combat this menace, the Chief Minister said. Further he said that laws will also be framed banning children below 18 years of age from purchasing liquor from Foreign Liquor shop. FL Shop owner and hotel owners selling or entertaining children below 18 years with liquor shall be dealt seriously. Laws to this extend shall be framed, he said. Further, laws will also be framed to book those who come as an obstacle in public interest and put forward their personal interests. Public interest should be above personal interest. There have been many instances where government schemes have been delayed and hampered due to personal interest on petty issues. If this continues developmental works cannot progress. So, in order to combat these problem strict laws will be framed; the Chief Minister was very serious in this regard. Hinting on certain news item published in a local daily the Chief Minister said that the forth estate has a respectable and responsible position in the society as they play a pivotal role in shaping the society. But at the same time the Chief Minister said that certain local papers are directly writing against the very existence and dignity of the Sikkimese society which should be strongly opposed by the civil society. In this regard the Chief Minister strongly condemned the false report on local daily about MGNREGA. Refuting the allegation that MGNREGA is the sole bread winner of Sikkimese people the Chief Minister stated that the income of Sikkimese is not solely dependent on MGNREGA. Stressing that this allegation is an insult to all the Sikkimese he appealed to the forth estate to excise restrain and responsibility while reporting such erroneous news item. Talking to the students on the various schemes of the government in education sector the Chief Minister said that economic condition should not be a condition for education of the students and this government has created a situation whereby the student can pursue their education as much as they want. It does not matter whether you are rich or poor, you just concentrate on your studies and if you want any help in your studies – come to me, the Chief Minister said to the students. There are many schemes right from the primary level for the students. The Chief Ministers Meritorious Scholarship Scheme is not only meant for giving scholarship to meritorious students but also to encourage competition amongst the students, the Chief Minister added.

26th day of Sikkim Chief Minister Pawan Chamling"s village to village tour

Gangtok: 18th July:The Sikkim Chief Minister Pawan Chamling on 26th day of his village to village tour addressed the public at Bhasmey School, 4th Mile; Rorathang School; Tarpin Sec. School and Rhenock Sr. Sec. School.
At Bhasmey School while addressing the gathering the Chief Minister sent a very strong message to the middlemen indulging in black marketing of LPG connection meant for the public. The subsidized LPG connection meant for the people of the state should be strictly used for the purpose for which it is meant, the Chief Minister said. Strong action will be taken against those involved in malpractices in such cases. In this regard the Chief Minister directed the Food and Civil Supplies Department to be very vigil and strict and take strong action in this regard. He also directed the department to streamline the distribution of LPG cylinders.
With regard to demand by the public in private industries in the state, the Chief Minister strongly condemned the act of power projects and industrial units who are not giving employment to locals. These units, the Chief Minister said have been established in the state in the interests of the Sikkimese people. Strong civil society is required in the state to voice against injustice meted out by the industrial units and power projects. The Chief Minister also expressed his
displeasure regarding non employment of local people by such units and stressed that these units should follow the government policy in true letter and spirit and provide employment to the locals, which they have been defying. In this regard he further directed the concerned department to ensure the protection of local interest and take appropriate action immediately against such errant companies and bring them to justice.

Referring to complain by public on the quality of work being undertaken at the construction of Rhenock College, the Chief Minister expressed his dissatisfaction over the work and directed the Human Resource Development Department to enquire into the matter and take suitable action to the culprit immediately.At Rorathang Bazar, the Chief Minister said that 58 government sites have already been allotted at Rorathang and the remaining sites will also be allotted to the needy people. In this regard he said that in order to ensure that the bazaar comes up in a planned manner the houses should be constructed as per the approved blue print plan of the government. In this regard he also spelt out the present proposal of the beautification of Rorathang Bazar.

At every spot while giving much time to the people and giving a patient hearing to them the Chief Minister read the demands of the people in his address. He gave on the spot decisions on the various demands of the people and guided the youths on various self employments schemes of the government. Giving on the spot decision he was also directing the government officials to note down the demands and the decisions taken and take actions immediately. Since the entire government machinery is here, the demands taken here are deemed to be Cabinet Decisions, he said.

Gangtok: 17th July:  The Sikkim ChiefMinister Pawan Chamling on his 25th day of the village to village tour on 16th July,while talking about his yesterday’s declaration of allotting the contractual work upto the value of Rs. 2 Crore to the cooperative societies asked the government officials specially dealing with the contractual works to deal with cooperative societies at par with the other contractors. It has been learned that certain departments are not giving adequate justice and equality to the cooperative societies and it should be strictly avoided, the Chief Minister categorically stated.

'The cooperative society should be treated equally, he added.Cooperatives have been encouraged in contractual work in the state in order to give opportunity in contractual work to the rural people and
to do away with middlemen in such works, the Chief Minister said. In this context the Sikkim Chief Minister also directed the Public Works Department to fix the rate of engaging Backhoe (Dozer) in such works as the few dozer owners who are the elite class in the society are having monopoly over this trade, exploiting the cooperative society and are taking major profit from the contractual work in the name of engaging dozers which is without a fix rate. This is having a negative impact on our policy which is aimed at economic upliftment of the rural poor, the Chief Minister added. The Chief Minister at Sakewa Bazar, Martam laid the foundation stone of Kishan Bazar and the office building of Block
Administrative Centre, Martam.
He also inaugurated the BAC, Martam at a rented building. Talking about the importance of Kishan Bazar in future the Chief Minister said that the concept of Kishan Bazar has been to develop this area as a centre for accumulating and marketing of the organic products of the state. The state government is in the process of getting organic certification for the agriculture and allied products of the state. In this way the organic products accumulated in the Kishan Bazar can be marketed nationally and internationally.

The organic products will be in huge demand nationally and internationally and will fetch good price for the farmers, the Chief Minister said. At Dipudara the Chief Minister inaugurated a six room school building of Dipudara Primary School constructed by NHPC.  During the day long tour the Chief Minister addressed the public at Sakewa Bazar, Martam; Sang Sr. Sec. Sikkim Chief Minister On Village to Village Tour

Gangtok: 15th July:  The Sikkim Chief Minister Pawan Chamling after completing the South and West district once again started the village to village tour of East district from Tumin Lingee constituency from 15th July. This was the 24th day of the village to village tour of the CM along with the Government machinery.
At his first stop at Makha Secondary School the Chief Minister met the people and had one to one interaction with the public at the shed meant for the public for about fifteen minutes. Later addressing the mammoth gathering at the School premises the Chief Minister stressed on the dream of making Sikkim an eco city state by providing urban like facilities and opportunities in the rural areas. The Chief Minister while talking about the policies and programmes of the government on the upliftment of the rural areas vis a vis the development of cooperative movement in the state announced to allot works up to the value of two crores to cooperative societies of the state.

At Lower Tumin the Chief Minister while talking about the health policy of the state government announced to introduce Cervical Cancer Vaccination to girl child.At Tumin Barang the Chief Minister while declaring to construct Ramayana Village at Tumin Barang said that this project will be first of its kind in the entire world. For this purpose 15 acres of land has been identified in the village which will be purchased by the government and the work will be started within this year, he said. The Ramayana Village so constructed will be having the statues of the characters of Ramayana telling the story of the epic.
The government has the plans to convert this constituency into a pilgrimage tourism centre but the people should be ready to opt for the new profession. In future this place will be a major tourist hub and will be visited by people from across the globe. In this way we are preparing a strategy for sustainable development of the state, the Chief Minister added.

Chief Minister Pawan Chamling concludes South West Sikkim Tour

Namchi& Gangtok: “Woods are lovely dark and deep and I’ve promises to keep and miles to go before I sleep”, originally written by Robert Frost, but Chief Minister Dr. Pawan Chamling seems to be doing exactly that in his round up rural tour. Right after winding up the tour of West Sikkim and a day before the review meeting on the South district visit, Dr. Chamling visited Falaydara, Lower Boomtaar, Sallebong Rong, Sumbuk and Mazitaar, the area which was left in the first phase of his south district visit.

In Mazitaar he inaugurated a newly built Government Lower Primary School and urged the students to be creative and productive and be good individuals rather than only successful ones. Addressing the public in the compound area, Chief Minister referred to the demand of regularisation of forest land occupied by the people. He directed the Forest Department to take up the matter with the Government of India for forest clearance in the interest of the people.
During this visit his message to the people of this area was to realize how the present government has been persistent to provide the people with the quality services and fill their lives with happiness index which is running north. In Sallebong, he pointed out how the value of the remotest of remote areas of the state has shot up in this last 17 years of his governance, which just go to indicate how much development and positive growth has taken place in Sikkim.
He was also very emphatic about how people should also come forward to contribute and shoulder the responsibilities of making Sikkim more prosperous with the kind of rights and facilities they are enjoying and benefiting from.
During his visit to Rong he dropped in the Government School there and the students of the school welcomed him with zeal and passion which was sparkling in their eyes to see the leader who has ushered the state towards the path of prosperity.
Chief Minister was also presented with a sapling of medicinal plant by the students of the school. He also appreciated the sample demo of the medicinal plants and herbs which was displayed by the students of the school.
We have seen the ground reality and the kinds of problem being faced by the people and have marked the areas of concern and these little hitches will soon be things of the past Dr. Chamling affirmed.
In Sumbuk, where a large gathering welcomed him in the Block Administrative Centre compound, he gave a patient hearing to the people and listened to the problems faced by them. He asked them to come forward and inform individually as he did in all the areas and places he has visited so far.
Dr. Chamling’s on going rural tour is something unprecedented and unparalleled in any other state of the country. By taking the government and the government machinery close to individuals in remotest of remote places of the state, the Chief Minister has been able to dispel any doubts or reservations people had against the government functioning, it is widely believed by the people now.
The Chief Minister Pawan Chamling stressed during his review meeting on his recently concluded tour of South district, held in the indoor stadium of Namchi Sports Complex.Working in mission mode should be the mantra for the officers and the people of line department, and the support and cooperation is of utmost importance, added the CM.

During the meet today the Sikkim CM also laid out the kinds of works each and every department should execute during the upcoming 12th five year plan and stated that it should be people centric and pro poor. Furthermore CM also informed that during this plan he wants to see Sikkim as self reliant and self sufficient state too.CM was also quick to mention here that all the ongoing and future projects, plans and schemes should be monitored and supervised properly by the concerned officers and they should also come up with ideas of plans and schemes which will be more beneficial and favorable to the people.

Stressing on quality works CM advised all the departments to come up with quality work and provide the people with the service they rightly deserve. On the occasion CM also announced that state is only open to eco-friendly industries and non clean industries should not be entertained, one time maternity financial benefit of Rs 3000/- and infant assistant of about Rs 300/- will also be provided during this plan.
Earlier during the meeting CM was also presented with a memento and souvenir on his visionary and innovative village to village tour of South District by the District Collector on behalf of the officers and
staff of South District.

23rd day of Sikkim Chief Minister Pawan Chamling's Village to Village tour

NAMCHI, 29 June: Straight after winding up his village-to-village tour of West Sikkim with a review meeting with officers at Gyalshing yesterday,Sikkim Chief Minister Pawan Chamling today toured Phali Dara, Lower Boomtaar, Sallebong Rong, Sumbuk and Compound Majhitar, places left out in the first phase of his South district visit. He completes his South Sikkim tour on Thursday.
At his last stop of the day, Compound Majhitar, he inaugurated a newly constructed Government Lower Primary School.
Addressing the public here, the CM, while responding to the demand seeking regularisation of forest land occupied by the people [65 households] there, directed the Forest Department to take up the matter with the Ministry of Environment & Forests, GoI, in the interest of the people.

The residents of Compound Majhitar under the Sorok-Sampani GPU also complained against the damage caused to the area and their houses and livelihood options due to the hydel project being developed by Dans Energy in the valley below. Cracked houses, sinking land, lost water sources along with livestock being adversely affected were some of the concerns raised. There have also been some cases of miscarriage amongst pregnant women in the area which could be due to the trauma caused by controlled explosions in the vicinity, a requisite for tunnelling work.

The public requested compensation for such losses caused by the construction work. The CM assured that all their demands will be met.

The CM began his day from Phalidara where he highlighted tourism prospect of the area, stressing that if the people delivered on the demands of the service sector, tourist footfalls in South district alone would be higher than the current arrivals in the entire region.

He encouraged the people to engage in tourism related activities, especially in providing home-stay accommodation, and assured that all possible help will be provided by the government in this regard.

At his next stop, Boomtar Primary School, the CM said that the public should undertake animal husbandry and horticulture activities for which the land there as well suited.

At Sallyebong JHS, the CM stating that the poverty level in the state has decreased after his party came to power, stressed that the public should not be misled by inaccurate news reports in some papers and not stay as silent spectators but voice their opinions.

He then went on to meet the public of Rong GPU wards at Rong Sec. School. The students presented the CM a sapling of a medicinal plant.

The CM was impressed with the school and congratulated the staff and students on the ‘innovative’ manner in which the school is being run and maintained.

He appreciated the ‘scientific temperament’ being inculcated amongst the students at the school and said that other schools should also learn and follow suit. He announced that the school will be feted with an award in recognition of its achievements in the near future.

The school, in turn, placed a demand for a botanical lab for which the CM directed the concerned authority to take note and ensure that the demand was met. He further added that this lab should be developed on the lines of a ‘model lab’.

At his next stop, Sumbuk BAC, the CM interacted with people of Sumbuk-Kartikey GPU and Lungchok-Kamaray GPU. Here, he urged the public to not stay ‘neutral’ regarding false allegations and rumours being spread about the present government.

He called on the civil society and intellectuals to come forward and raise their voices in the matter.

Addressing the students present, he expressed that education should not be taken just as a means to find a job but as a tool to develop one’s personality as a whole

22nd day of Sikkim Chief Minister Pawan Chamling's Village to Village Tour

Gangtok, 28th June:On the 22nd and the last day of his village to village tour of West Sikkim, early morning the Sikkim Chief Minister offered prayer at Many Lhagang, Gyalshing for the recent landslide victims of Yangthang constituency organized by the Gyalsing Many Lhagang and the Ecclesiastical Department. This 22nd day wraps up his village to village tour of Sikkim in the west district. Thereafter, he inaugurated Arts Degree College with honours at Guruthang and declared the area as an educational hub which entails the girls sr. sec. school, Kyongsa, now the art degree college, nursing institute, ITI and a livelihood school too is to be open soon.
He also declared that as per the demand of the public the DAC too will be shifted to Gyalshing next year under the 12th five year plan. “I am a radical democrat” he said at Kyongsa Girls Sr. Sec. school where he was felicitated by the principal, teachers, students and the SMC members. Addressing the gathering, the chief minister said that his government wishes to make Sikkim ‘Heaven on Earth’ for which he appealed to the public, officers and students to cooperate and give their opinion. He said that during his 18 years of government the per capita income has increased in the state and the government has provided basic amenities to the people. Further he said that Sikkim is the most happening state in India and the government has a plan converting Sikkim into a Eco friendly city state where all facilities available in cities will also be available in each hamlet and village of Sikkim, all basic amenities, infrastructure will be there. He also desires to market the myths of Sikkim for tourism purpose.
If all of these is done all opportunities as in the city will percolate to the smaller areas. He also added that during the next year emphasis will be lead on how to bring qualitative education. Until and unless the whole society becomes an education family our education will not go to the standard desired. The Chief Minister announced the opening of a commerce stream as per the demand of the Kyongsa Girls School. He also appealed the students not to get swayed by talks of cast and religion. Amongst the demands of the public, an application for the closure of stone quarry at Tikjek Bhir was also put up which was instrumental for the death of a small boy a few days ago. Regarding the new construction of road he appealed the MLAs, panchayats and public to keep away from interfering from work for personal benefits. In the evening, the Chief Minister also had interface meeting with the Cabinet Ministers, MLAs, Secretaries, HODs and officers of West Sikkim at Zilla Bhawan.

Extending his gratitude to all the MLAs, Secretaries, HODs and officers for accompanying him in his successful west district tour, the Chief Minister appealed them to implement all the works which had been sanctioned during his village to village tour to west. Adding to it he said the works should be result oriented and complete as per the scheduled time. He informed that this first phase works should be started within December hence all DPR to be prepared and submitted to the concern department immediately.

He directed the concerned department heads to look into all the pending works and take action accordingly. Since all basic minimum needs have already been physically covered he informed that the 12th five year plan would be aimed at qualitative works.

21st day of Sikkim Chief Minister Pawan Chamling's Village to Village Tour

Gangtok,27th June (IPR): The Sikkim Chief Minister Dr. Pawan Chamling On the 21st day of village to village tour started from Legship Secondary School to wrap up his tour of West Sikkim on 27th June 2011 .

 Addressing the gathering Sikkim CM said that he had basically come to gather the information and feedback at the lowest of the work done and those yet to be done by his government and also to bring the bureaucrats to see the field reality. His village to village tour was an initiative to bring about direct democracy, he said. Speaking on the education system of Sikkim, he said that it is not up to the standard required specially in subjects like English and Math hence, in order the increase the efficiency of the teaching faculty, the government has initiated the policy of monthly evaluation of teachers by the students. Based on this evaluation good teachers will also be rewarded and at the same time drawback can also be traced. Further he said that it also becomes the duty of students to utilize all the facilities that the government have provided to them and try to make their future by themselves. He also stressed on the fact that the failure of the students is not only the responsibity of the teachers but the society as a whole. The police department was directed to be diligent in cases of drug abuse in the society, institutions and offices and anyone found indulging in such cases should be appropriately punished. He appealed to the public to shoulder the burden of making Sikkim a drug free State which has become the major problem of the state and nation. Good citizens will become successful citizens hence all students should try to be good from within. He said that knowledge should not be certificate oriented but value based with inputs of skill and capacity building.Expressing his dissatisfaction over the low quality of computers being supplied to the schools, he directed the concerned department to initiate departmental enquiry on the supplier and stressed that all goods supplied to the school should be of good quality. Henceforth, he directed the school heads not to compromise on quality. Until and unless everyone is made responsible and answerable such discrepancies will occur. He declared that any MR employees attaining the age of 58 years shall be given one and a half year monetary benefits if they want to retire.Referring to the employees he appealed them to dedicate their service
at their best for the welfare of the people and the development of the society. Adding to it he said if anyone is not satisfied with his work they are welcome to resign. He reiterated that his government is working towards the goal of making Sikkim into a beautiful, self-sufficient and advance state by the year 2015 and its people self sufficient and prosperous.
The Chief Minister also condoled with the relatives of the victims of the landslide in which 16 lives were lost and a two minute silence was also observed for the departed souls. All deptartments were asked to render whatever aid they could to the families and the houses destroyed would also be rebuilt.He said that Sikkim is a peaceful state and it is the responsibility of every citizen to maintain this peace and development always. The Chief Minister also sponsored Miss Purni Hangma Subba of Langang JHS for eye treatment.

Gangtok, june22 : The 40 days tour of the Sikkim CM Chamling along with all the Heads of the Departments across the state aims at spreading the message of making the people self reliant and inculcating a sense of ownership. All are born with equal rights, potential but the utilization of the same in true sense makes the difference were the opening address of Chief Minister Pawan Chamling on the 20th day of his state wide marathon.CM informing further urged that people of the visited area should lead their life fearlessly with full pride and honor and not to be just a silent spectator if any injustice takes place. Furthermore CM added that the world today is deteriorating on a regular basis is all because of one thing Hatred, and “I am on a mission of developing love amongst the masses of the state so that no cruelty, suppression, domination is ever seen in our state and peace, security and brotherhood prevails forever” said the CM. Every basic needs, facilities, development of the people in state is almost completed and is doubled compared to earlier governance in the17years long governance of the SDF party but the present the tour also aims at finding out the ground reality existing in the villages of state. He also added that he also wanted to sanction the remaining works of the people as demanded, on the spot. Addressing the people of Sawali village under Gelling- Samsing GPU CM mentioned that no development or facility awarded by the government has properly reached the people of the area,
who are still deprived of their rights. He further added that few individuals have been prospering by misutilizing the developmental funds allocated by the government by oppressing, suppressing the innocent people of the area and today such persons have turned so much so powerful that they are threatening the people across the state, hence the CM urged that the time has come when the people must know their rights and duties in a democratic form ofgovernment and act accordingly and oppose such miscreants in the society. The people in the grass root along with myself in the top must suffocate such individuals who misguides, misleads the people from enjoying their rights by overpowering the people.
Adding more CM informed that he is in a tour even to remove the fear psychosis created by few miscreants in the society in the minds of the people across the state. The silenct innocent behavior adopted by the people in state is
allowing the brokers, miscreants, middle mans, druggist and all those involved in bad activities to foster which is presently suppressing, threatening the people at large by terror, so the CM urged the people to break the silence and move on to protect, safeguard and carry out the sustainable development of state together. Addressing the youths CM today said that the youths of Sikkim must be
positive, creative, skilled as they are the future developer of state and if the youths are framed with a righteous manner then the prosperity, development of state will rest in safe hand. Whereas he said that students must not involve themselves in politics but must create their opinion poll and share it so that the feed backs, suggestion in regards to true governance or bad policies be rectified like that of social networking. CM mentioning further said that numerous plans, policies, developmental concepts have been carried out by the government in the state to make the people rich, wealthier but for that too the support, utmost dedication of the citizens is a must. The project carried out like organic farming, projects under tourism, projects under horticulture, agriculture initially focused are sustainable and the profession is even lucrative if adopted properly will definitely make the people rich and happy. Adding more CM stated that the per capita income, Gross DomesticProduct (GDP) of the state is rising on a regular basis and the government is really working hard towards elevating the graph of the same and further said that today Sikkim in context to social justice or empowerment of women’s is positioned in the first place which is the true development apart from other development in state.
CM today sanctioned Rs. 4 lakhs for construction of public play ground at Sawali along with other demands put forward by the school authorities and people to be worked out in a phase manner. Whereas at Pipalay Secondary School CM sanctioned Rs.1 lakhs for the students of the school along with 1 lakhs for JNV School located in the same area concerning study tour and other demands apart from the school were also given the positive signs to be fulfilled in phased manner. The CM in his address at Mabong village directed the department of Animal Husbandry to give piglets to the trained persons across the state soon whereas a auditorium hall Costing Rs.25 lakhs was alsos anctioned for the school. 19th Day of Sikkim Chief Minister Pawan Chamling's village to village tour

Gangtok,june 21 : Our people have the habit of tolerating injustice but times have changed and people have to change themselves as per the time. In struggle for existence only the fittest will survive. Sikkim Chief Minister  Pawan Chamling said this in course of his village to village tour at Chota Samdong and Hanisherbong village on Monday June 20.

The Chief Minister talked about the aim and objectives behind his village to village tour with government departments. “We have come to see what and where we have mistaken in these years of governance and learn from our mistakes. The mistakes might be from me, from the ministers, MLAs or even the administration”, Chief Minister said. Apologizing to the people for having faced hardships due to the mistakes on the part of the government Chief Minister cited examples of certain road projects and expressed his serious dissatisfaction over the quality and status of the projects. He urged the people to come forward and raise their voices against the injustice done to them due to improper quality and delay in completing the projects and directed the concerned department to initiate departmental enquiry and take strict action against those government servants involved in the projects.

Sikkim CM Village to Village Tour

The projects like road link and other infrastructure are meant for the welfare of the people and anyone indulging in malpractice in such project is doing injustice to the people. The people should come forward and raise their voice against such injustice, Chief Minister added. The aim of our tour was to find out such discrepancies in the nook and corner of the state and find out ways and means to solve such bottleneck of development, he said. He also assured the people that such types of mistakes shall not be repeated in future again.

At Zoom Secondary School the Chief Minister congratulated Miss Aparajita Rai for successfully passing the UPSC exams and asked the students to follow her footsteps. It may be noted that Miss Aparajita Rai hails from Zoom in West Sikkim.At Zoom school Chief Minister sanctioned the demands of the people for milch cows, guava orchard village, home stay tourism. He said that a holistic approach for the development of the village has to be taken involving all the allied sectors like agriculture, horticulture, animal husbandry, tradition, culture and tourism.

At Naya Bazar, West Sikkim, Dr. Chamling said that regularization of land to the people staying in it shall be done and the matter will be taken to the Government of India for clearance. Chief Minister directed the forest department to take up the matter with the Government of India for obtaining forest clearance to regularize the land holdings. He also said that the government sites shall be allotted to the people as per the availability of the land. In this context he said that the decision taken here is the decision of the government and the administrative machinery should find out ways and means to find solution to implement the sanctions of the government. Concluding his day long tour at Jorerhang, South Sikkim, Chief Minister declared that between South and West Sikkim road ways of about 200 kilometers have been sanctioned by the government.

He also sanctioned Green Park, Working Womens Hostel and Truck Terminal at Jorethang Bazar.
