19th Day of Sikkim Chief Minister Pawan Chamling's village to village tour

Gangtok,june 21 : Our people have the habit of tolerating injustice but times have changed and people have to change themselves as per the time. In struggle for existence only the fittest will survive. Sikkim Chief Minister  Pawan Chamling said this in course of his village to village tour at Chota Samdong and Hanisherbong village on Monday June 20.

The Chief Minister talked about the aim and objectives behind his village to village tour with government departments. “We have come to see what and where we have mistaken in these years of governance and learn from our mistakes. The mistakes might be from me, from the ministers, MLAs or even the administration”, Chief Minister said. Apologizing to the people for having faced hardships due to the mistakes on the part of the government Chief Minister cited examples of certain road projects and expressed his serious dissatisfaction over the quality and status of the projects. He urged the people to come forward and raise their voices against the injustice done to them due to improper quality and delay in completing the projects and directed the concerned department to initiate departmental enquiry and take strict action against those government servants involved in the projects.

Sikkim CM Village to Village Tour

The projects like road link and other infrastructure are meant for the welfare of the people and anyone indulging in malpractice in such project is doing injustice to the people. The people should come forward and raise their voice against such injustice, Chief Minister added. The aim of our tour was to find out such discrepancies in the nook and corner of the state and find out ways and means to solve such bottleneck of development, he said. He also assured the people that such types of mistakes shall not be repeated in future again.

At Zoom Secondary School the Chief Minister congratulated Miss Aparajita Rai for successfully passing the UPSC exams and asked the students to follow her footsteps. It may be noted that Miss Aparajita Rai hails from Zoom in West Sikkim.At Zoom school Chief Minister sanctioned the demands of the people for milch cows, guava orchard village, home stay tourism. He said that a holistic approach for the development of the village has to be taken involving all the allied sectors like agriculture, horticulture, animal husbandry, tradition, culture and tourism.

At Naya Bazar, West Sikkim, Dr. Chamling said that regularization of land to the people staying in it shall be done and the matter will be taken to the Government of India for clearance. Chief Minister directed the forest department to take up the matter with the Government of India for obtaining forest clearance to regularize the land holdings. He also said that the government sites shall be allotted to the people as per the availability of the land. In this context he said that the decision taken here is the decision of the government and the administrative machinery should find out ways and means to find solution to implement the sanctions of the government. Concluding his day long tour at Jorerhang, South Sikkim, Chief Minister declared that between South and West Sikkim road ways of about 200 kilometers have been sanctioned by the government.

He also sanctioned Green Park, Working Womens Hostel and Truck Terminal at Jorethang Bazar.

The 18th day of Sikkim Chief Minister Pawan Chamling's village to village tour

JORETHANG, 20 June: A heavy downpour notwithstanding, people turned up in strong numbers and Chief Minister Pawan Chamling held extensive interactions with the people of Daramdin and Soreng-Chakung constituencies which he toured yesterday and today [the 18th day] as part of his village-to-village tour of the State. Through his interactions with the people over the weekend, the CM stressed that his ongoing tour accompanied by his Ministers and Heads of Departments was an effort to underline that governments in a democracy were for the people.

“I want to institutionalise a system in which the people are supreme and the government is genuinely subservient to the people,” he said while addressing a gathering at Sombaria Secondary School, his first halt on the resumption of the village-to-village tour yesterday.
The CM has also been issuing strong statements against the bane of the developmental process – the trend of pocketing “commission/ percentage” in the name of the party and the government.
The CM started his interaction today with Rumbuk GPU where he assured that the demands tabled by the people would be taken up on a priority basis and implemented phase-wise, with the priority decided by need.
At his next halt at Rodhi Bazaar, the CM interacted with the people of Bariakhop GPU.
Here, he accepted that the name of the GPU – “Bariakhop” – was neither appropriate nor pleasant and suggested that if the people were willing, then a more appropriate name be adopted. Inviting the people to join the process, he declared a cash award of Rs. 50,000 to the student whocomes up with the best name for their GPU.
Further, giving examples of place-names like Rangeet Nagar and Balutar, names given by private investors, and other instances in which local names have been corrupted out of recognition, the CM said that this was an unhealthy trend and assured that steps will be taken to revert these anomalies.

He directed the Secretary, Land Revenue Department, to look into the matter and ensure that the names of places were correctly spelled and used.
Given that the tour is currently coursing through the West Sikkim pocket where anti-SDF activities are at their peak, the CM’s comments on the political scenario become of more interest.
The CM did not name names, but returned to his refrain commenting that politics could also be “constructive” and need not always be “dirty”. Politicians, he stressed should be among the people and in the open and not seek to divide the people by feeding insecurities and dealing in rumours and misinformation.
It was also for the people to demand better from their politicians, he said.
He also railed against a section he referred to as “mentally disoriented” teachers who were more focused on criticizing the government instead of delivering on their duties. He invited such teachers to resign from their jobs and enter politics openly instead of attempting to sabotage development and spoiling the future of students.
The CM also interacted with people at meets hosted at Dodak Secondary School and Timberbong Secondary School.
His current tour of Sikkim, the CM explained, was an “emotional labour”, undertaken to secure the future of the people and to carry development to the next level informed by the ground analysis of what has been achieved so far.
Sikkim, he highlighted, had led the country on many instances of governance, and challenge for him was to sustain this people-first approach.
Addressing the students, he said that while he has always kept their interests on priority, this time he was also making an effort to meet more and more of them to reassure them of his commitment to their affairs.
“No one inherits a readymade world and everyone has to contribute to making their futures. Sikkim has tremendous opportunities now and the potential to become poverty-free and unemployment-free, but these will happen only if the people seize the opportunities created for them and complement the government’s efforts,” he adds.
At his next halt at Chakung, the CM interacted with the people of Chakung and Mendogaon-Barbotey GPUs. His last halt of the day was at Chumbung.
At both these venues, the CM spoke strongly against the practise of collecting “percentage” in the name of the party or the government and stressed that one of his aims in touring rural Sikkim accompanied by the entire government machinery was to reinforce that the people were supreme in Sikkim and that there was no need for them to suffer any indignity in silence.
Every time someone pockets a “commission”, s/he was stealing from funds meant for the people and from projects sanctioned for them, he stressed, while urging the people to put their foot down against such pilferage. The cheats were serving only personal interests by claiming such “percentage”, he said while appealing to the people to immediately file a complaint against such instances wherever they notice one.
He said that people who took commissions or took away payments on the basis of false bills and staved away complaints through intimidation will crumble away if the people stood up to them.
In the seventeen years that he has been Chief Minister, an environment has been created which allowed all expressions to foster, he said, and rued that while detractors of the people were using this space extensively, the people, even though they are now empowered, were still shying away.
“It is important that the people stand up against injustice and suppression,” he said.
Yesterday, during his stopover at Sombaria Senior Secondary School, the CM congratulated the school for having won second place in the national level Green School competition and also planted a sapling in the school campus.

Site Salami Rates for Sikkim Bazaar Areas Revised

GANGTOK, September 19: The site salami for the bazaar areas of Sikkim has been revised with the bazaar areas defined as Class I, Class II and Class III as per the Sikkim Allotment of House Sites and Construction of Building (Regulation and Control) Act, 1985.
‘Proper Gangtok Town’ and ‘outside proper Gangtok town’ falls in the Class I Bazaar as per the notification. Development Area ward, DPH ward, Tibet Road ward, Upper MG Marg ward, Lower MG Marg ward, Arithang ward and Deorali ward are included in ‘Proper Gangtok Town’ Class I Bazaar. The salami rates are Rs. 500 per sq feet along the road and Rs. 250 per sq feet at back side in these wards.
All areas falling within the notified Gangtok Municipal Corporation excluding the areas falling in the above mentioned areas have their own salami site rates. The salami rates are Rs. 375 per sq feet along the road and Rs. 200 per sq feet at back side in these areas.
Class II Bazaars are those areas along the national highway, along the road and interiors with salami rates as Rs. 250 per sq feet, Rs. 150 per sq feet and Rs. 50 per sq feet respectively.
Class III Bazaar are those areas along the road and interiors not included in the above categories with salami rates as Rs. 100 per sq feet and Rs. 25 sq per feet respectively

GANGTOK, August 25: The State Government has notified the municipal areas in Sikkim as per the Sikkim Municipalities Act of 2007 even as the proposed August Municipal elections have been deferred by three months.
The State Government has also determined the number of wards and their specific boundaries under municipalities in the State.
There are seven municipal areas in the State as the new determination of the three tier municipal body setup outlined by the State Government.
The State’s Capital and the most populated urban area, Gangtok has been declared as Municipal Corporation and South District headquarters Namchi has been declared as Municipal Council.
The commercial towns of Rangpo, Singtam and Jorethang have been declared as Nagar Panchayats. North Sikkim administrative centre Mangan and West Sikkim administrative centre Gyalshing are also included in the Nagar Panchayat bracket.
The proposed Gangtok Municipal Corporation has 15 wards. These wards are Burtuk, Lower Sichey, Upper Sichey, Chandmari, Development Area, Diesel Power House, Arthang, Lower MG Marg, Upper MG Marg, Tibet Road, Deorali, Dara Goan, Tadong, Ranipool and Syari / Tathangchen.
The outer boundary of Gangtok Municipal Corporation has also been demarcated in all the four directions.
The Namchi Municipal Council has seven wards – Gangyap, Dambudara, Upper Ghurpisey, Lower Ghurpisey, Upper Boomter, Upper Singithang and Purano Namchi.
The Rangpo Nagar Panchayat has five wards – Majhitar, Mining, Mandi Bazaar, Rangpo Upper Bazaar and Chanatar.
Similarly, the Singtam Nagar Panchayat has five wards - Pipal Dara, Daragaon, Mandir Line, Lall Bazaar and Golitar. Shantinagar, Trikaleshwar, Daragaon, Majigaon (East) and Majhigoan (West) are the wards determined for Jorethang municipality ward.
The North district headquarters Mangan which has been enlisted as Mangan Nagar Panchayat has five wards – Upper Mangan Bazaar, Pentok, Power Colony, Rinzing Namgyal Marg and Lower Mangan Bazaar.
Similarly Gyalshing Nagar Panchayat has five wards – Tikjuk, Kyongsa, Naya Bazaar, Central Gyalshing and New Gyalshing.

Melli-Jorethang road cut off by landslide

GANGTOK, August 23: The Melli-Jorethang road has been totally washed away by the torrential rains that occurred last night disrupting vehicular movement.
Hundreds of vehicles were stuck on both sides of the landslide that occurred at Bhari Khola.
Commuters had to opt for transhipment to reach to their destinations.
The restoration work was at its speed till the time of filing this report. Local residents said restoration work may take a day to clear the entire debris.

Jorethang I-Day football tournament on progess

GANGTOK, August 9: Jorethang senior secondary school, Chakung senior secondary school, Namchi secondary school and Pipaley secondary school have progressed into the next round of the Independence Day football tournament being played at Jorethang playground in South Sikkim.
The Jorethang school had defeated Moonlight Academy, Jorethang by three goals to one while Chakung school had prevailed over Noble Montessori by a solitary goal.
Similarly, Namchi school had defeated Mangalbaria school by a solitary goal while Pipaley school had swept away Soreng school by four goals to one.
Zoom school will take on Namchi school tomorrow in the first match. The second match will be played between Denchong school and New Buds Academy

The five priests are also performing a special hawan and puja for seeking divine intervention to secure win for Prashant in Singtam as per news reports.

In Jorethang , a couple of booths were closed as the money spent on voting run out of total amount collected but efforts were on to collect personal contributions from their organisers to make an extra last push to vote bank tally of Prashant Tamang.

Sikkim police Takes measures to strengthen its Nepal border outposts.

Gangtok, Sep 20: Even as a security alert has been sounded in five border states, following political disturbances in Nepal chances of spill over into Sikkim is slim due to its topographical and demographical disadvantages, key officials said here.Sikkim's west district shares a 99km border with east Nepal at around 10,500 ft out of which only 54 km is negotiable but very remote. Rest falls under areas over 11,000 ft in the foothills of Singalila range where conditions are very harsh.Population within the border areas on both sides is negligible with only few shepherds moving around with their yak herds. The nearest populated area on the India-Nepal border is Utteray in West Sikkim which is around three hours walking distance over a steep gradient. Another area Ripdi in West Sikkim has a sizeable population and is almost the same distance from the border.Recent downpour has triggered several slides along the borders thereby making it difficult for cross border movement, said West District officials. People from Nepal need to posses proper documents before crossing into West Sikkim where they share matrimonial alliances with the locals. Sikkim Armed Police(SAP) has an outpost at Chewyabhanjyang(10,500 ft) near the border where all documents of the Nepalese nationals are scrutinised. The 24th Battalion of Sashatra Seema Bal(SSB), which looks after the border security aspects is well positioned to guard the Sikkim-Nepal border. It had its outposts in Utteray, Ripdi and Nambu, which are all major arterial routes leading to the border.Though chances of spillover from Nepal are slim due to remoteness of the area, SSB has intensified and beefed up its presence at the border, official sources said. ''No additional forces have been deployed there and we have enough manpower,'' said a senior SSB official.West District Collector NK Jha said that all necessary measures were being taken as per the instructions of the government.Sikkim police has also taken necessary measures to strengthen its border outposts.

WEST SIKKIM REMAINS CUT OFF DUE TO LANDSLIDES

District administration working round the clock to maintain supplies

GANGTOK, September 19: The incessant rains continue to cause havoc across the State, with the West District still reeling under the impact of several landslides and breaches in the road network. Gyalshing, the West District headquarters remained cut off from the rest of the country for the 7th day today with continuous rain causing widespread damages and impeding restoration of roads across the District.
The main arterial link to Gyalshing, the Jorethang-Nayabazar-Legship-Gyalshing road is still blocked with a sizable stretch of the road damaged by a number of landslides.

District Collector, West, Nitish Jha informed that despite massive efforts, the road has not been cleared due to continuous rainfall. “The incessant rain is impeding the repairing of main connecting road, which has breached at several places. It may take another seven days for the road to be cleared for normal traffic,” he said.

The West District road network has major breaches at Reshi and Sishney along the Jorethang-Gyalshing road and at Kewzing and Hingdam along the Rabong-Legship-Gyalshing stretch.

The DC, however, maintained that there is no scarcity of essential commodities in the District as of now. “There was a shortage of petrol and LPG earlier, but we have been able to tide over the situation for the time being. We have managed to bring in fresh supplies of LPG, which were distributed to the public yesterday,” he said.
Supply of essential commodities, albeit on a small scale, is being done through tranship. “We are working overtime and the situation is under controlled now,” the DC said.
Gyalshing is still connected through Kaluk but large vehicles cannot ply on this road.

“We are doing our best to maintain the supply of essential commodities so that the public do not suffer. We will be distributing some LPG cylinders tomorrow,” the DC said.

The West District administration has decided to set up vegetable stalls in coordination with the Horticulture Department to sell vegetables directly to the public. This is to ensure that vendors do not sell vegetables at exorbitant prices to the public taking advantage of the non-supply from Siliguri market. The DC maintained that there was no need for panic, as there is sufficient stock of essential commodities.
The DC, along with officials from the District administration will be going for a spot inspection of the road conditions in the District tomorrow. “We will inspect the entire roads network in the District,” the DC revealed.

South Sikkim Affected by Landslides

Jorethang Sept14: The continuous downpour during the past few days has disrupted many places in the South District. According to information received from D.I.C South, the areas in between Jorethang and Melli have been affected by Landslides. In Gairigoan, Jorethang, four families from three houses have been shifted to the Building Department quarters and granted relief funds. Similarly, on 7th September in Mazi Gaon area of Melli, the breakage of a jhora created landslide due to which the S.N.T.office along with the House of Chowkidar have been affected and 12 houses have been damaged out of which 1 is completely damaged and rest are severely damaged. In another area of Melli, called Chalisey, 2 houses have been completely damaged and 14 others severely damaged. The OC of Melli Police Station has started a relief camp in the Melli Bazar where food and shelter are being provided to the affected families. In Melli Dara 5 houses have been fully damaged and 5 severely damaged. Again the daily downpour has affected areas in and around Sumbuk where 3 houses are fully damaged and 11 severely damaged.SDM, Namchi informed that all the affected families have been granted the NC fund according to the NC norms and they have been shifted to safe shelter.He further informed that the route from Damthang to Gangtok via Temi Tarku route from Namthang to Gangtok via Singtam and route to Rabongla via Damthang are open whereas the route from Jorethang to Gangtok via Melli has been disrupted in some places due to landslides. The concerned officials are touring the affected areas constantly and rescue operations are on. There has been no report of loss of lives or livestock or any injuries till now in the above mentioned areas.As in the case of North District, all the major roads connecting North District are open except the road connecting Singtam to Mangan is blocked at Kokaley, lower Tumin. Despite huge landslide at the road connecting Mangan to Chungthang at Lanthey, Lanthey Khola-Shinghik road is also open. All the rural roads within North District are in good condition. The bridge connecting Lachen to Thangu that was swept away by a flash flood last month is under construction. The District Administration North has been taking prompt action for clearance of any road blockage within the districts.

WEST SIKKIM FACES HEAVY RAINFALL, ROAD LINKS DISRUPTED

Namchi, September 13: Heavy rainfall in the past one weak caused extensive damages across the West District which resulted in disruption of road connectivity as well as damages to houses and standing properties. The road formation has been damaged at several places between Gyalshing-Naya Bazar road. Around 90mts. of Roads length has been washed away at Sisney in Nayabazar which will take at least 10 days to restore the traffic.Another major landslide at Bojek has washed away the road connecting Nayabazar-Daramdin Road. Further, the road connectivity between Reshi-Rinchepong, Gyalshing-Tashiding, Pelling-Dentam road is not available. Nayabazar-Soreng road is in precarious condition. The Secretary Roads & Bridges, Govind Sharma along with DLRC (West) inspected the affected areas on 9th September and the Secretary has instructed Superintendent Engineer- in- charge of Roads (West) to take immediate action to open the blocked road.It has also been reported by Superintendent Engineer, Energy & Power Department that three nos. of 66 kv tower below Kamrang has been totally damaged due to the landslide on10th September evening resulting in irregular power supply to West District and will take at least a week to restore normal supply.According to DC West there is no storage of essential commodities in the West District at present excepting fuel. The situation is being monitored, however it is anticipated that within next few days if the road is not restored, there can be crisis of essential commodities particularly petrol, Diesel and LPG.

Sikkim hit by series of landslides

Gangtok, Sept. 7: A series of landslides in the past 24 hours has wrecked Sikkim’s road network, damaged buildings and left large parts of the state without electricity.
A 40m stretch of National Highway 31A was washed away at Mamkhola between Rangpo and Melli this morning, effectively cutting off Sikkim from the rest of the country.
Fed by uninterrupted rain over the past two days, a local stream had swelled up and it swept away the portion of the highway around 10am today. Border Roads Organisation (BRO) officials working at the spot said they would need at least two-three days to repair the damage.
However, the officials warned that it could take them longer if the weather played up. They said 25 major and minor landslides have hit the highway in the past 24 hours.
Mamkhola lies in the Kalimpong subdivision of Darjeeling district. Traffic on the highway has come to a complete halt following the landslide with hundreds of vehicles stranded on both sides.
The breach on the highway means it is impossible to drive to Sikkim through the Kalimpong-Peshok road. The other route via Darjeeling and Jorethang has also been damaged by slides. Sikkim has been reeling from a scarcity of essential commodities ever since a landslide near Sevoke blocked NH 31A two weeks ago.
Landslides also hit several state highways, leaving South and West Sikkim virtually isolated. The roads are expected to be cleared by tomorrow.
Around 30 houses at Gurpisey, Tinjir and Hingdam in South district have been damaged and their occupants have had to be evacuated. Two schools in Geyzing, West Sikkim and Chuba Prabing, South Sikkim, have also been damaged.
Power supply has been disrupted in different areas of the state as electric poles were swept away by slides. An 11kv transformer was damaged at Melli, plunging most parts of South Sikkim into darkness.
In Namchi, slush has seeped into the town’s water source and the taps are spluttering out muddy water.

Solophok,South Sikkim : a tourist-cum-culture centre

Gangtok,Sept06: South Sikkim is gearing up for more activities to emerge as a hotspot for tourists. After installation of 135 feet tall statue of Guru Padma Sambhava, a statue of Lord Shiva 108 feet high is in the making opposite to the former at Solophok in South Sikkim. The planning which focuses on providing a comprehensive package of pilgrimage tourism for Hindus, also has in its fold an 18 feet tall statue of Kirateswar, the other nameof Lord Shiva, in the Southern direction.It is in the scheme of things to develop Solophok, which is five kilometer away from District Headquarter Namchi, as a replica of all important Char Dham for Hindus. The sanctum sanctorum of the project was laid in February 2005 by the Governor of Sikkim Mr. V Rama Rao.Over the last 2 years and 7 months since inception, construction of dozens of Jyotirlingam has been completed while Lord Shiva’s statue is being given a final touch. The stream of water (call ganges) to flow from Shiva’s head will be from Rangit river pumped up to the required height! After its completion in about 36 month, the site will be a composite replica of all the four Dhams – Sri Badrinath Dham (north), Sri Ramaswar Dham (south), Sri Jagannath Dham (east) and Sri Dwarka Dham (west).The 108 feet statue of Lord Shiva will be encircled and supported by a girdle of twelve Jyotirlingams. Besides attracting the tourists, the Char Dham spread over 25 acres of scenic and picturesque landscape, will also serve as a cultural centre. The project at an estimated cost of Rs. 34.7 crore is being executed by Hindustan Electrical Construction limited.

Shower alert for 48 hours

Landslides due to Rain in West & South Sikkim ,Blocks roads again.
The capital and the rest of Gangetic Bengal have been warned of heavy rain in the next 48 hours. A cyclonic circulation over Calcutta has been drawing moisture from the Bay of Bengal. Along with it, the monsoon trough has become active again across Gangetic Bengal.
“Under the influence of the two atmospheric systems, there is likely to be heavy rainfall in Calcutta and other parts of Gangetic Bengal in the next 48 hours,” G.C. Debnath, the director of the weather section at Regional Meteorological Centre, Alipore, said on Wednesday
We are also expecting heavy to very heavy rainfall in north Bengal, Sikkim and the Northeast in the next two days,” said a Met official
There are reports that Jorethang- Geyzing is road is blocked again and similar incidences also has been reported from other parts of West and South districts of Sikkim.

Re-demarcation of Namchi & Jorethang, Sikkim

Namchi:Under the directive of Chief Minister Pawan Chamling,a meeting for the re-demarcation of the boundaries of the new municipal Council of Namchi & Jorethang was called on August2 by DC South D.Anandan at the DAC Conference Hall in Namchi.

The meeting which began at around 11 am was attended by the Chairman ST Welfare Board -Passang Sherpa,Upaadyaksha South-B.M.Rai, DDO South- Dinesh Bhutia,ADC South- Yasodha Bhandari,Joint Secretary-UD&HD South-SL Rai,Deputy Director-Statistical Bureau-KP Gupta,RO Land Revenue-BB Theengh,BDO Namchi-Somnath Adhikari,BDO TeniTarku-RBGurung, along with the Panchayat and RDA of the wards falling under municipal Council's demarcation.

During the Meeting, Assistant Town Planner-UD&HD received flak from the DC(South) for making a rather late appearance at the meeting where his punctual attendance was necessary.The ATP showed up an hour late at12.15pm when he was immediately shown the exit from the Hall by Mr.Anandan for flouting administrative protocol.The participants at the meeting endorsed the DC's action.

Mr. Anandan later talking to media informed the responsibilities assigned to the Revenue Officers,RDAs and Panchayats would be finalised within the next three days and the details and recommendations then forwarded to the government and following their passing by the cabinet,it would make into final demarcation of the new municipal Councils.

Further the DC South informed that in the new demarcation ,some wards were also getting affected and hence the Panchayats and RDAs of the such wards has been invited to attend the meeting.He also stated that the Municipal Council of the Ravangla would have no changes and would be same as the earlier demarcation .

Only Namchi and Jorethang Municipal Council would be affected with some changes from the earlier demarcation.During the meeting,it was also hinted that in the new demarcation of the boundaries for the Namchi Municipal Corporation,the 135 ft tall statue of the GuruPadmasambhava would be included,while Kareftar might stand to be excluded from Jorethang Municipal Council, of which it had been part of the in earlier demarcation.
