DoP notifies Sikkim Govt Resolution on Pay Revision


Jan 1, 2006 retrospective effect to revised Sikkim pay scales & DA

GANGTOK, November 20: The council of ministers during the cabinet meeting held on November 17 has approved the submissions of the committee of secretaries on the recommendations of the 4th Pay Commission with regard to revision of pay, allowances and pensionary benefits of the State Government employees.
Various State Services Associations had subsequently submitted representations to the government and careful examination of the representations, it has been considered to modify further the pay structure as given below.
The grade pay scales against pre-revised pay scale of Rs. 2850-4170 to 4500-7200 (S-1 to S-9) ie, the posts under group C & D up to the pay scale of Rs. 4500-7200 is proposed to be further modified and enhanced at the uniform rate of Rs 200.
Against the pre-revised pay scale of Rs. 14300-18400 in proposed PB-4 ie Rs 37400-67000 with grade pay of Rs. 87000, the modified pay band is proposed to be Rs. 32000-60000 with grade pay of Rs. 9000.
The pay bands and grade pays against pre-revised pay scale of Rs. 17200-21250 and Rs. 17700-21700 ie S-19 and S-20 is proposed to be categorized as PB-5. The proposals have been submitted to the cabinet for consideration and approval, it is learnt.
Following the cabinet decision to accept the recommendations on the 4th Pay Commission, the State Government has formally notified its decision to accept the recommendations with some modifications as stated below.
The pay band and grade pays in respect of general category of employees as well as State Government with some modifications has been accepted by the Government.
The revised pay scales and dearness allowance will be effective from January 1, 2006 while other allowances will be payable with effect from April 1, 2009, it is informed. The revised pension will be effective from January 1, 2006 and the medical relief to the State Government pensioners will be enhanced to Rs. 1000 per month against Rs. 500 per month recommended by the commission.
It is informed that 40 percent of the arrear on account of revision of pay and allowances will be payable in 2009-10, another 40 percent on 2010-11 and balance 20 percent in 2011-12.

Sikkim raises workers' daily wages

GANGTOK,Nov12: The Sikkim government labour department has proposed to increase the minimum daily wage of workers to Rs 130 from the present Rs 100. It
has defined four categories of workers under the Minimum Wage Act 1948 as unskilled, semi-skilled, skilled & highly skilled.

According to the proposal, unskilled workers will get Rs 130 instead of Rs 100, semi-skilled Rs 145 instead of Rs 115. Similarly, skilled workers’ enhancement is Rs 35, taking their daily wage to Rs 165. For highly skilled workers, the new wage will be be Rs 190 per day as against the earlier Rs 150.

Sikkim has among the highest daily wage rates for labourers in the country and with the enhancement Sikkim would be leading the way in this regard.

ASGEA take Pay Commission grievances to CM Chamling


Chief Minister assures full cooperation
GANGTOK, October 28: The Chief Minister Pawan Chamling yesterday met with the committee members of various State Government Department Associations and assured full cooperation regarding the Fourth State Pay Commission. Mr. Chamling also assured for a meeting with all the government associations in every six months so as to listen to their problems and suggestions, informs an IPR release.
During the meeting held at the conference hall of Tashiling Secretariat on October 27, the various Associations placed their grievances before the Chief Minister for consideration of the Government like proportionate increase in pay hike at all levels, cadre review, timely promotion, check on market prices etc.
Endorsing their support to the Fourth Pay Commission Report, the representatives hoped that the government would consider their grievances sympathetically.
Narshing Rai, Chairman, All Sikkim Employees Association submitted a charter of demands to the Chief Minister, while DR Kharel, President, Sikkim Civil Service Association also submitted the grievances on behalf of his Association.
After giving patient hearing, the Chief Minister assured the Employees Associations that the government would look into the grievances and further assured that he was always in favour of the Government Employees and the people of Sikkim. He also informed that his Government ensured that in Sikkim the pay revision is higher than the others states. He thanked the various Associations who were present for their support. He advised the Government Employees to work with more dedication and sincerity in taking the state forward.
The Chief Minister also requested the employees associations to help the government in maintaining the market prices of the commodities and not allow it to soar due to increase of the pay package of the government employees.
In another press release issued by CB Rai, the president of All Sikkim Government Driver Association, it is informed that the Committee submitted their joint memorandum for rectifications in the recommendation of the 4th State Pay Commission while the president of All Sikkim Government Driver Association requested the Chief Minister for consideration for the special duty allowance of 12 .5 percent, Special Allowance @ 25 percent, pension benefit /retirement benefits, LTC and leave encashment facility. Mr. Rai also asked for Risk Allowances for the Sikkim government drivers, forest guards, mechanical and technical workers of Sikkim government.
Urging upon the CM to amend the revised pay scale recommendations of the fourth pay commission and take out a revised order in the interest of the government drivers and other employees in the ‘C’ and ‘D’ category, Mr. Rai highlighted the sufferings of the people due to the market inflation.
Further, the president of the Driver Association thanked the Chief Minister for his support and promised their full support for CM’s vision 2015 in making Sikkim a fully developed State.
Similarly, the long pending demand of the Sikkim Sub-Ordinate Accounts Service Association and the Sikkim Sub-Ordinate Ministerial and Executive Service Association regarding the Pay Scale of Accountant and Head Assistant and re-designation of Senior Accountant as Assistant Accounts Officer was also placed before the Chief Minister

ASGEA to submit 7 point demands to Sikkim CM




GANGTOK, October 26: The All Sikkim Government Employees Association (ASGEA) on behalf of all Grade C and D employees will submit their seven point demands to Chief Minister Pawan Chamling on October 27.
According to a press release issued today, the employees’ seven point demands include proportionate raise in pay scale for all grades of government employees, North East Special allowance @ 12.5 percent of pay and grade pay to all Regular, Ad-hoc and Work-charged government employees, all rate of allowance to be effective from September 2008 in place of April 2009, superannuation age of all employees to be 60 years and recommendation of Fourth Pay Commission to be made public. The demands also include recommendation of Fourth Pay Commission to be re-examined by “Committee of Ministers” or “Committee of MLAs” and leave encashment provision after every block of three years

ASGEA to take their pay ‘discontentment’ to CM Chamling



GANGTOK, October 23: The Central Executive Committee members of All Sikkim Government Employees Association (ASGEA) has today said that a delegation of Grade C and D employees will try and meet Chief Minister Pawan Chamling to apprise him of their discontentment with the ‘discriminatory’ award of Fourth Pay Commission of Sikkim. The delegation will also place their seven point demands to the Government continuously till October 28, 2009, said Narsing Rai, president ASGEA in a press release issued today.
This decision was taken during a coordination meeting of all registered government employees association numbering to around 15 associations here on October 22.
During the said meeting, the ASGEA had appealed all its members and government employees to keep calm and pay no heed to any rumour of strike or protest being organised.
At the same time, the ASGEA has warned all members and sister associations to abide by the decision of coordination council and refrain from attending unauthorised meeting of associations here and there, which Mr. Rai added would undermines the unity of government employees. “If any person or association tries to break our unity for their selfish purpose, he or she will be held responsible if any loss in pay scale or allowance is caused to more than 30, 000 government employees by their irresponsible acts,” he added.

All Sikkim Government Employees Association threatens to start non-cooperation movement


ASGEA ‘dissatisfied’ with pay revision ‘style’
Assc threatens to start non-cooperation movement if proportionate raise in pay scale of all grades & ranks are not ascertained


GANGTOK, October 9: Almost a month after the State Government announced increase in pay scales of government employees, the Central Executive Committee of All Sikkim Government Employees Association (ASGEA) today issued a press statement saying that there is a state wide dissatisfaction brewing from Grade 'C' & 'D' Government employees regarding the award of the Fourth Pay Commission of Sikkim.
The chairman of the association, Narsing Rai while listing out the root cause of the employees’ discontentment said that the pay of high level officers has been hiked by 3 to 3.22 times of the present scales whereas the pay of Grade 'C' & 'D' employees got a hike of only 2.5 times.
“High level officers are drawing 12.5 % of the pay as North East Special Duty Allowance and 25 % of North East Allowance, altogether 37.5 % in total, whereas Grade ‘C’ & ‘D’ Govt. employees were getting none of this allowances. Over & above it, the “Fourth State Pay Commission” had recommended 12.5 % as special duty allowance for us but the Committee of Secretaries dismissed this recommendation without giving any reason thereof,” Mr. Rai said in the press statement.
He added that the ratio between the lowest to highest pay scale had to decrease but instead it had increased from 1:6.2 to 1:7.2 as per the Constitution of India. “This inclination is not socialist but a bourgeoisie act,” the statement said.
To discuss over the issue, the Central Executive Committee of ASGEA had yesterday convened a review meeting with District Executive Committees of South District and West District in its head office. This meeting, it is informed made a conclusion that high level officers have not only misguided the government but have also tried to hoodwink the government with regard to recommendations of the Pay Commission pertaining to the Grade 'C' & 'D' employees.
“The recommendations of the Fourth Pay Commission must be made public in toto,” the meeting demanded.
Meanwhile, the association has planned to seek appointment with Chief Minister Pawan Chamling to place their representation before Diwali. The association as at the same time decided to start a non-cooperation movement if proportionate raise in pay scale of all grades & ranks are not ascertained

Sikkim Government pay bonanza for state staff, pensioners

Pay hike to motivate teachers and attract talent in teaching

 

Gangtok,September23 :The State Cabinet in its meeting held on 17th September, 2009 approved the report of the Committee of Secretaries on the recommendation of the 4th Pay Commission and approved the revised pay and allowances proposed by the 4th Pay Commission with modifications. The 4th Pay Commission has considered it appropriate to treat the teachers as a distinct group and recommended upgradation of the pay scale of teachers and their grade pay anticipating that the enhanced pay package so recommended would motivate the teachers to bring about transformative changes in the quality of school education and also attract young talent to join teaching profession.
As the Pay fixation will take some time, the Cabinet had decided to release second installment of interim relief of Rs. 25,000/- each employee immediately due to ensuing Dasain Festival. Earlier first installment of Interim Relief of Rs. 15,000/- and Rs. 20,000/- was released to Gazetted and Non-Gazetted employees respectively.

Highlights of the approval of Government on 4th State Pay Commission
PAY STRUCTURE
1. Minimum entry pay of Group D service is Rs. 7200 compared to Rs. 7000 at the Central Government.
2. New Pay Scale of Rs. 10,000/- have been introduced for Superintendent of Police and Principal Senior Secondary School.
3. Pay Scale of Rs. 7500-12500 in Health, Nursing and Forest Services has been abolished.
4. Treating teachers as a distinct group, a three tier pay structure in the Central pattern has been approved for implementation. The maximumenhancement is in the revised pay of teachers including heads of the schools. This has been given attaching prime importance to this service so that the best available talent in the State is attracted to join this profession. Furthermore, there is a general tendency among the in service teachers to join the administrative posts and this enhanced incentive would curb this tendency. In the revised pay structure of the teachers, elements of the Assured Career Progression are embedded.
5. A uniform Scheme of Assured Career Progression have been approved for the general State Government employees.
6. The Annual Increments will be payable @ 3% of the revised pay in the Pay Band and Grade Pay uniformly on First of July, each year.

ALLOWANCES
7. Dearness Allowance would be payable at par with the Central Government.
8. House Rent Allowance would be paid at the rate of 15% of the revised pay for employees posted in Sikkim, Siliguri and Darjeeling and @ 20% for those posted in New Delhi and Kolkata subject to a minimum of Rs. 1500/- per month.
9. The Difficult Area Allowance and High Altitude Allowance have also been suitably enhanced.
10. Washing Allowance to Nurses has been introduced.
11. Ration Allowance, Uniform Allowance to Police Personnel have been suitably enhanced.
12. Death-cum-Retirement Gratuity (DCRG) have been enhanced from the existing limit of Rs. 3.5 lakhs to Rs. 10.00 lakhs.
13. Medical Relief to the Pensioners have been enhanced from existing Rs. 500.00 to Rs. 1000.00 per month.
14. The existing practice of medical re-imbursement will be continued.
15. Over all pay structure in parity with revised Central Pay structure with some enhancement given in the selected category like 4th grade and the teachers. (With IPR input)
