UD&HD demarcates Gangtok Slum Areas under Rajiv Awas Yojana

GANGTOK, 19 June: With the intention to implement the Slum Free City Planning Scheme under Rajiv Awas Yojana [RAY] and other allied programmes, the Urban Development and Housing Department, through a new notification, has made amendments in the descriptive boundaries of the earlier notified slums of Gangtok and Ranipool.
The latest notification of the Department has distributed Gangtok into eight locations, whereas, slum areas of Ranipool has been divided in three locations.
The details of the boundaries of Gangtok slum areas are as follows:
Munshi Colony below Development Area
North: Bounded by the two northern end points of East & West sides i.e. intersection of TNSSS road and B.B. Lohar Jhora & intersection of B.R. Ambedkar Road & B.B. Lohar jhora in front of Tamang Gumpa.
East: From the intersection of TNSSS road and B.B. Lohar Jhora the boundary runs south all along the TNSSS road till the Shopping Complex presently Science & Technology Office.

South: From the shopping complex the boundary runs towards north along PNG School boundary behind Shri Sanchaman Limboo’s house which is then followed by a gully behind the Govt. Class I A quarter and runs all along the congress Bhawan Jhora till it meets the B.R. Ambedkar road at the bridge.
West: From the bridge the boundary runs all along the B.R. Ambedkar road till it meets the B.B. Lohar Jhora in front of Tamang Gumpa.
Slaughter House above Arithang
North: From the intersection of Dhobi Jhora (ADM Jhora) and Indra Bye Pass road at the bridge the boundary runs east along dhobi jhora till the ADM building which is then followed by CC footpath which connects the approach road and finally ends at the intersection of Approach road adjacent to AIR Quarter and Resmi Prasad Alley Marg.
East: The boundary runs all along the Reshmi Prasad Alley Marg till it meets NH 31 A in front of Shere Punjab Hotel and runs south all along the NH 31 A till Sesa Golai.
South: From Sesa Golai the boundary runs west all along the ridge till it meets the Indra bye Pass road near B.K. Hardware.
West: Indra Bye Pass road.
Diesel Power House Area
North: Bounded by PS road at Norkhill Hotel approach road the boundary runs all along PS road till the DPH road junction.
East: From the DPH road junction the boundary runs all along P.S. road till it meets NH 31 A at Hospital dara and runs still further along NH 31 A till it meet the hospital jhora.
South: Hospital Jhora till it meets the DPH road at the bridge.
West: From the bridge the boundary runs all along the DPH road till the DPH junction and runs along the SNT jhora SFA Office and runs further North along Paljor Stadium boundary till it meets the confluence of Norkhill Hotel Approach road & PS road.
Bhanu Gram Area
North: DPH road junction below SNT Complex.
East: The boundary runs south along the DPH road till it meets the intersection of DPH road & hospital jhora at the bridge.
South: From the bridge the boundary runs west along the hospital jhora till it meets the SNT Jhora.
West: From the confluence of hospital jhora & SNT jhora the boundary runs north along SNT jhora till it meets the DPH junction below SNT complex.
Area between Kazi road and Tibet road
North: Take off points of footsteps from Sonam Gyatso Marg in front of Smt. Tenzing Dolkar House.
East: From the takeoff point of footsteps the boundary runs all along the footsteps till it meets the Kazi road and runs south along the Kazi road till it meets the Y-junction of Kazi road & Mahjong house road.
South: Mahjong House road & Kazi road Y-Junction.
West: From the Y-junction of Mahjong house road & Kazi road the boundary runs along the Mahjong house road till it meets the Sonam Gyatso Marg in front of Dr. Chettri’s Clinic and runs north along Sonam Gyatso Marg till it meets the takeoff point of CC footpath in front of Smt Tenzing Dolkar’s House.
Nam Nang
North: From the intersection of Star Cinema Jhora and NH 31 A at Tenzing & Tenzing the boundary runs east all along the star Cinema Jhora till it meets the Kashi Raj Pradhan Marg near star cinema hall.
East: The boundary runs all along the Kashi Raj Pradhan Marg till it meets the Nam Nang road in front of Dina Bank and runs south along Nam Nang Road till it meets U turning below Big Bazaar.
South: From the U-turning below Big Bazaar the boundary runs all along the Nam Nang road till it meets NH 31 A in front of Hotel Sonam Palgay.
West: From the confluence of Nam Nag road & NH31 A the boundary runs north all along the NH 31 A till Star Cinema Jhora at Tenzing & Tenzing.
Tathangchen
North: Hotel Sidlon Residency.
East: From Sidlon Residency the boundary runs along Mintogang Jhora (presently dry) till LPG godown and runs all along the GMC boundary till it meets the Palace Jhora behind Shri Phigu Tshering’s House.
South: Palace Jhora
West: bounded by Palace jhora in the South the boundary runs along the ridge road till it meets the Nehru’s Statue in front of White Hall and runs further along JN road till Sidlon Residency.
Chandmari
North: Starting from turning point of Old Jail road below Doordarshan the boundary runs along the Jhora which then meets the link road in front of Old SNT Workshop presently Car Park near Jubiliant School and runs along the link road till it meets the JN road in front of Forest Check Post.
East: The boundary runs along the JN road towards Gangtok till it meets the turning near Shri Dorjee Tshering Bhutia’s house.
South: From the turning point near Shri Dorjee Tshering Bhutia’s house the boundary runs along JN road towards Gangtok till it meets Maney Dhara.
West: From Maney Dhar the boundary runs along CC footpath till it meets the Old Jail road turning near Tiny Kids Academy and runs all along the Enchey Gumpa boundary till it meets the Enchey Gumpa gate and runs still further along the old jail road till the turning below doordarshan.
Burtuk
North: From the intersection of Indra Bye Pass road & Rai Goan Jhora the boundary runs east along the Rai Goan jhora meeting Gunzang Gumpa Jhora till North Sikkim highway near SBI.
East: From SBI the boundary runs all along the North Sikkim highway till Maney Jhora.
South: From the intersecvtion of North Sikkim Highway & maney Jhora the boundary runs west along Maney Jhora till it meets Indra Bye Pass road.
West: Indra Bye Pass road.

Sichey Sabji Mandi turning into public toilet


Gangtok: A project on construction of sabji mandi at sichey in an area measuring about 12,600 sp/ft with three concrete building was completed by last year 2008 and the same had been handed over to the Urban development and housing department which is the nodal office of the said project. It has been learnt that the present scenario of the project is worst and is in the most deplorable condition, it is left without caretaker or any choukidars to take care and protect such a huge property and invested site. Similarly it was as well learnt that the construction was taken up by the national building construction company (NBCC) government of India who have earlier constructed lalbazzar and taxi stands in the state. But while speaking to one of the staff of the said company informed that they have already completed the construction last year and even had handed over to the nodal agency the same year only. But it is of great sadness that the constructed site is left un utilized and the purpose for what it was build remains un explored till date no mandi work is performed there but the same site has now become a public toilet and damages are viewed all over the newly developed area.


In the same instance while speaking to the commissioner cum secretary of UD N HD department said that, the NBCC only constructs the building and looks after the inner development but to make it suitable out side the department has to work and the same is being followed. Similarly added that the same is on discussion with the government that weather the building will be transformed into capacity building institute or any government offices is yet to be known for which the meet is being organised so as to discuss. Similarly it is as well viewed that the electrification work is not properly conducted and wires are all dislocated or has been damaged as it was left with on proper management. In that the secretary said that the electrification work is on and maintenance work is under its way so as to utilize the project to its utmost, similarly added further the electrification works will even be conducted in the outer part of the constructed area too.

Sikkim directs traders, businessmen to hire local people


Gangtok, Sept. 27 (PTI): The Sikkim government has issued a notification mandating industries and business enterprises to employ local people as a prerequisite for obtaining trading licence, official sources said on Wednesday.
A recent notification issued by Sikkim's Urban Development Department states that prospective traders and businessmen would be given trading licences only if they employ local residents in their enterprises/shops on preferential basis. Jobs could be given to non-locals only if local people are not available for it, sources said.
The state government had recently incorporated some amendments to the Sikkim Trade Licence and Miscellaneous Provision Rules 1985, to improve the employment prospects of the local people, they said.
Under Section 12 of the amended provision, the state government may cancel the licences of such traders who fail to employ local people in their enterprises/shops on preferential basis, sources said.
The state government has directed that non-local people would have their antecedents verified by the state police and the labour department prior to their employment, they said.
The labour department has been directed to launch a registration drive of all workers employed in the state, sources said.
All traders have been directed to issue cash memos for all purchases made by the consumer or else their licences could be cancelled, they said, adding the step has been taken to check tax evasion and charging of exorbitant prices

Sikkim Government to issue municipal re-notification


Gangtok: Urban development and Housing development department (UD&HD) is going to issue re-notification on the boundaries of Gangtok Municipal Corporation within second week of September. Because of the objection of more than five wards of not wanting to be under Gangtok municipal corporation and the addition of two more wards under the corporation we now have decided to change the boundary area of GMC what it was published in previous notification.

Therefore, re-notification was necessary for us, said Ujjwal Gurung, the additional secretary of UD&HD. He further said, after the publication of municipal demarcated area, under Sikkim municipal act, 2007 the department should give one month time of public suggestion and comments if there comes any justifiable comments to this end, the department should make necessary change. The same thing has happened in Gangtok Municipal Corporation, he said.Mr. Gurung also said because of this re-notification of GMC area the schedule of municipal election also had to be postponed. Besides, the state election commission also did not agree to conduct the civic election in hurry along with panchayat election simultaneously, he informed.

They have asked for three month time at least for conducting the civic election from the date of this re-notification of GMC area.
