GANGTOK, August, 06: Several illegal appointments in Government offices in the State have aroused disapproval from the Sikkim Educated Unemployed Youth Organization (SEUYO).
The Association has today strongly condemned such appointments and has sought immediate checks.
The members of SEUYO headed by its president Yangi Pinasa informed that ten illegal appointments for various posts are under process at Sikkim Khadi Board in Deorali.
The team visited the board today and acquired detailed information.
However, during the course of an interaction with RP Sharma, Executive Officer, Sikkim Khadi Board, it was revealed that ten applications were submitted to the Board along with recommendations seeking adjustment of the candidates with suitable posts.
Mr. Sharma was reluctant to disclose the names of the people who had made such recommendations. He also made clear that the Khadi Board has surplus staffs and that the Board has no financial capacity to induct any staffs.
“The employee capacity as per the regulation of the Board is 79 in the State and we cannot induct more than this. So there is no question of further staff induction,” Mr. Sharma said.
According to sources, there has been six illegal appointments in the Khadi Board since the year 1997 for the posts of Peons (3), Lower Division Clerk (1) and Inspector (1) thus violating the Supreme Court ruling of 1997 which mentions that an open competitive examination along with the displayed advertisement in the newspapers are mandatory for any governmental organization for the recruitment.
Talking with a local newspaper, Yangi Pinasa said, “Backdoor appointments in the State is many and common and is prevailing without any kind of open examination which is in the long run depriving suitable candidates from it. This is why we wanted to raise this issue.”
She also said that a huge campaign will now be initiated by SEUYO where such kinds of illegal appointments, after the year 1997 will be openly challenged in the court of law.
“If these ten appointments are not scrapped immediately then we will file a case under Article 14 (equality before law), Article 16 (equal opportunity) and Article 21 (unemployed livelihood affected) of the Indian constitution,” Pinasa added.
Meanwhile, the executive officer of Sikkim Khadi Board has assured that will be no violation of the Supreme Court ruling.
As per the latest statistics (December 2006) available, there are 16, 254 graduated unemployed youths in Sikkim.
