ASGEA take Pay Commission grievances to CM Chamling


Chief Minister assures full cooperation
GANGTOK, October 28: The Chief Minister Pawan Chamling yesterday met with the committee members of various State Government Department Associations and assured full cooperation regarding the Fourth State Pay Commission. Mr. Chamling also assured for a meeting with all the government associations in every six months so as to listen to their problems and suggestions, informs an IPR release.
During the meeting held at the conference hall of Tashiling Secretariat on October 27, the various Associations placed their grievances before the Chief Minister for consideration of the Government like proportionate increase in pay hike at all levels, cadre review, timely promotion, check on market prices etc.
Endorsing their support to the Fourth Pay Commission Report, the representatives hoped that the government would consider their grievances sympathetically.
Narshing Rai, Chairman, All Sikkim Employees Association submitted a charter of demands to the Chief Minister, while DR Kharel, President, Sikkim Civil Service Association also submitted the grievances on behalf of his Association.
After giving patient hearing, the Chief Minister assured the Employees Associations that the government would look into the grievances and further assured that he was always in favour of the Government Employees and the people of Sikkim. He also informed that his Government ensured that in Sikkim the pay revision is higher than the others states. He thanked the various Associations who were present for their support. He advised the Government Employees to work with more dedication and sincerity in taking the state forward.
The Chief Minister also requested the employees associations to help the government in maintaining the market prices of the commodities and not allow it to soar due to increase of the pay package of the government employees.
In another press release issued by CB Rai, the president of All Sikkim Government Driver Association, it is informed that the Committee submitted their joint memorandum for rectifications in the recommendation of the 4th State Pay Commission while the president of All Sikkim Government Driver Association requested the Chief Minister for consideration for the special duty allowance of 12 .5 percent, Special Allowance @ 25 percent, pension benefit /retirement benefits, LTC and leave encashment facility. Mr. Rai also asked for Risk Allowances for the Sikkim government drivers, forest guards, mechanical and technical workers of Sikkim government.
Urging upon the CM to amend the revised pay scale recommendations of the fourth pay commission and take out a revised order in the interest of the government drivers and other employees in the ‘C’ and ‘D’ category, Mr. Rai highlighted the sufferings of the people due to the market inflation.
Further, the president of the Driver Association thanked the Chief Minister for his support and promised their full support for CM’s vision 2015 in making Sikkim a fully developed State.
Similarly, the long pending demand of the Sikkim Sub-Ordinate Accounts Service Association and the Sikkim Sub-Ordinate Ministerial and Executive Service Association regarding the Pay Scale of Accountant and Head Assistant and re-designation of Senior Accountant as Assistant Accounts Officer was also placed before the Chief Minister

Sikkim CM assures to fulfil ASGEA demands


GANGTOK, October 28: Assuring to fulfil the demands of the All Sikkim Government Employees Association (ASGEA) by considering the fiscal position of the State, the Chief Minister Pawan Chamling has reassured to enhance the facilities and perks of C&D grade government employees as the economic condition of the State becomes better and better.
At least 24 government employees association under the South and West District Committee ASGEA today met with the Chief Minister at Tashiling Secretariat here and placed their seven point demands.
The meeting with the Chief Minister, which lasted two and half hours mutually decided to discard demand no 6, said a press release issued by ASGEA Chairman Narsing Rai.
Meanwhile, all Associations reposed their faith on the Chief Minister and his sensitivity towards Grade C&D employees and agreed to abide by his decision and whatever he could possibly award.
Mr. Chamling also gave the option to choose between the Central Sixth Pay Commission’s or Fourth Pay Commission’s recommendation, ASGEA Chairman said adding that the Chief Minister agreed to adopt the recommendation Fourth State Pay Commission and notify it as soon as possible.
Mr. Chamling also proposed such meeting with leaders of all associations after every six month and review their demands and government policy decision pertaining to the employees, the release said.

ASGEA to submit 7 point demands to Sikkim CM




GANGTOK, October 26: The All Sikkim Government Employees Association (ASGEA) on behalf of all Grade C and D employees will submit their seven point demands to Chief Minister Pawan Chamling on October 27.
According to a press release issued today, the employees’ seven point demands include proportionate raise in pay scale for all grades of government employees, North East Special allowance @ 12.5 percent of pay and grade pay to all Regular, Ad-hoc and Work-charged government employees, all rate of allowance to be effective from September 2008 in place of April 2009, superannuation age of all employees to be 60 years and recommendation of Fourth Pay Commission to be made public. The demands also include recommendation of Fourth Pay Commission to be re-examined by “Committee of Ministers” or “Committee of MLAs” and leave encashment provision after every block of three years

ASGEA to take their pay ‘discontentment’ to CM Chamling



GANGTOK, October 23: The Central Executive Committee members of All Sikkim Government Employees Association (ASGEA) has today said that a delegation of Grade C and D employees will try and meet Chief Minister Pawan Chamling to apprise him of their discontentment with the ‘discriminatory’ award of Fourth Pay Commission of Sikkim. The delegation will also place their seven point demands to the Government continuously till October 28, 2009, said Narsing Rai, president ASGEA in a press release issued today.
This decision was taken during a coordination meeting of all registered government employees association numbering to around 15 associations here on October 22.
During the said meeting, the ASGEA had appealed all its members and government employees to keep calm and pay no heed to any rumour of strike or protest being organised.
At the same time, the ASGEA has warned all members and sister associations to abide by the decision of coordination council and refrain from attending unauthorised meeting of associations here and there, which Mr. Rai added would undermines the unity of government employees. “If any person or association tries to break our unity for their selfish purpose, he or she will be held responsible if any loss in pay scale or allowance is caused to more than 30, 000 government employees by their irresponsible acts,” he added.

All Sikkim Government Employees Association threatens to start non-cooperation movement


ASGEA ‘dissatisfied’ with pay revision ‘style’
Assc threatens to start non-cooperation movement if proportionate raise in pay scale of all grades & ranks are not ascertained


GANGTOK, October 9: Almost a month after the State Government announced increase in pay scales of government employees, the Central Executive Committee of All Sikkim Government Employees Association (ASGEA) today issued a press statement saying that there is a state wide dissatisfaction brewing from Grade 'C' & 'D' Government employees regarding the award of the Fourth Pay Commission of Sikkim.
The chairman of the association, Narsing Rai while listing out the root cause of the employees’ discontentment said that the pay of high level officers has been hiked by 3 to 3.22 times of the present scales whereas the pay of Grade 'C' & 'D' employees got a hike of only 2.5 times.
“High level officers are drawing 12.5 % of the pay as North East Special Duty Allowance and 25 % of North East Allowance, altogether 37.5 % in total, whereas Grade ‘C’ & ‘D’ Govt. employees were getting none of this allowances. Over & above it, the “Fourth State Pay Commission” had recommended 12.5 % as special duty allowance for us but the Committee of Secretaries dismissed this recommendation without giving any reason thereof,” Mr. Rai said in the press statement.
He added that the ratio between the lowest to highest pay scale had to decrease but instead it had increased from 1:6.2 to 1:7.2 as per the Constitution of India. “This inclination is not socialist but a bourgeoisie act,” the statement said.
To discuss over the issue, the Central Executive Committee of ASGEA had yesterday convened a review meeting with District Executive Committees of South District and West District in its head office. This meeting, it is informed made a conclusion that high level officers have not only misguided the government but have also tried to hoodwink the government with regard to recommendations of the Pay Commission pertaining to the Grade 'C' & 'D' employees.
“The recommendations of the Fourth Pay Commission must be made public in toto,” the meeting demanded.
Meanwhile, the association has planned to seek appointment with Chief Minister Pawan Chamling to place their representation before Diwali. The association as at the same time decided to start a non-cooperation movement if proportionate raise in pay scale of all grades & ranks are not ascertained
