ISSE, ISC results announced,pass percentages go up

NEW DELHI: The Council for the Indian School Certificate Examination (CISCE) on Saturday declared Class 10 (ICSE) and Class 12 (ISC) examination results. While 97.96 per cent of candidates appearing for the Class 10 exams were successful, the pass percentage for Class 12 was 96.96 per cent, Sangita Bhatia, assistant secretary of CISCE said. "While Class 10 results have improved by 1.96 per cent point in comparison to the previous year, in Class 12, nearly 3.5 per cent more students qualified the exam compared to the previous year," Bhatia said. In Class 10, girls did better than boys. While 98.53 per cent girls passed the exams, among boys 97.51 per cent were successful. Around 90,000 students appeared for the Class 10 exams and 44,000 for Class 12 exams across the country. Nearly 1,500 schools are affiliated with the CISCE.

Wichar- A Gangtok Weekly Celebrates 25 Years of Publication

Wichar, A weekly Nepali newspaper completed its 25 years of publication and celebrated silver jubilee on May 19, 2007 at Press Club of Sikkim, Gangtok in a simple but well attended function. While addressing the gathering, Chief Guest Padmashri Sanu Lama and Chairman of Sikkim Academy lauded the contribution of Wichar weekly and commended its significant role towards the cause of well and balanced journalism in Sikkim. During its last 25 years, Shri Lama expressed that Wichar played a significant role in highlighting the struggle of Nepali language recognition movement and demand of separate statehood of Darjeeling. Apart from that, Shri Lama further said that with the pioneering efforts of its editor, Subash Deepak, many poets and writers too started writing and thus the publication helped to nurture the talent in literary field. An octogenarian sr. journalist and president of Press club of Sikkim, Shri C.D.Rai, who presided over the function said that Wichar weekly played a significant role in order to build up the healthy growth of journalism during last 25 years and commended the sincere dedication of Shri Subash Deepak and wished that the journey will well continue till to celebrate another golden jubilee. In the function, literary persons Dr. Vatsa Gopal, Bijay Bantawa and K.N. Sharma spoke about the contribution of Wichar weekly during last 25 years. Dr. Vatsa Gopal made it clear that in the early days of the growth of journalism in Sikkim, the newspaper played a crucial role to develop language and literature and reporting was very well balanced. Another speaker Bijay Bantawa too remembered the early publication of Wichar and exchanged his experience of the past about the early days of the growth of journalism. He suggested that since Subash Deepak is only the literary person and journalist who is expertise in translation from Hindi to Nepali and vice versa in the region, a website of the weekly can well be launched and could give more contribution across the world about the land and people, culture and literature of the State. Shri K.N. Sharma, another guest speaker lauded the language and style of Wichar and highlighted the contribution of Wichar in literary and journalistic field in Sikkim and in Indian Nepali speaking region. Earlier, Editor, litterateur and sr. journalist Subash Deepak in his welcome address highlighted the objective of the publication and reiterated his commitment towards the growth of journalism and literature.
it may be mentioned that Wichar was started in 1981 as forth nightly news magazine and during 1983 to 1997, it was published as bi-weeklies newspaper and from 1997 onwards, its publication continued as weekly which completed 25 years of its publication in May 2006.
On the occasion, a magazine Wichar comprising all the important news reporting, write up and relevant documents also was released by Chief Guest, and President on the occasion. Chinese Team To Visit Nathu La Next Month

It may visit trade mart at Sherathang
KOLKATA: A delegation of officials from the Chinese Embassy in India is scheduled to visit Nathu La in east Sikkim on June 4 to study the prospects of increasing trade through the border.
The officials will be taking the route through Nathu La to enter the Tibet Autonomous Region where they will be spending a night before returning to Sikkim.
Border trade was resumed on May 1 and will continue till November, S.P. Subba, Sikkim's Director of Industries and Commerce, told The Hindu over telephone from Gangtok on Friday. The period of trade this year has been extended by two months.
Trade had continued for four months last year starting from June when the border route, which is part of the Old Silk Route, was re-opened after 44 years. Trade is now confined to small items with exchanges taking place between local traders as part of "confidence building" for the future, Mr. Subba said.
The delegation is expected to visit the trade mart at Sherathang near Nathu La and Yathung in the Tibet Autonomous Region.
The officials would inspect the infrastructure available for trade on both sides of the border. They were also likely to meet representatives of the local trading bodies in Sikkim.
There has been a demand from local traders for an increase in the number of items exchanged. Presently, 29 items are being allowed for export and 15 for import as per an understanding.

News Update : More Arrests in DowryCase

Gangtok:The Siliguri Police have arrested both the parents of Mukesh Agarwal in the demand for dowry case.Nagarmal Agarwal, father of Mukesh agarwal, along with his wife was arrested yesterday for making a demand of Rs.10 lakhs.
Mukesh and his family are Gangtok based and have a shop at MG Marg,Gangtok as reported earlier in this site.
It has also been informed that the bail application of all arrested have been rejected and all have been remanded to police custody.

Cheated Over Musical Programme

RHENOCK, May 18: In an unprecedented incident of breach of trust, one Mani Kumar Limboo alias Mani Tamling, a residence of Bermiok in West Sikkim fled with a cash amount of Rs 1,72,500 belonging to a Non Government Organisation (NGO) YODESS of Dalapchand, Rhenock in East Sikkim.
On 17 May a case was registered by Indra Kumar Pradhan of YODESS NGO of Dalapchand against Mani Kumar Limboo, a residence of Bermiok in West Sikkim and Bimal Subba, resident of Biring in Pakyong, East Sikkim who had reportedly approached the NGO for staging a music programme on 13 May.
On the same evening Mani Kumar Limboo betrayed the trust of the NGO and fled with the money amounting to Rs 1,72,500 which was supposed to be returned to the NGO. The accused Mani Kumar Limboo is presumed to have fled to Katmandu in Nepal.
The case was registered at Rhenock Police Station under Section 406 against criminal breach of trust of the Indian Penal Code and is under investigation. Source information reveals that the accused had also cheated his friend Bimal Subba because it was through Bimal he was recognised by that NGO and people of NGO in good faith gave him the NGO’s lottery tickets and on 13 May evening he was supposed to returned the sum that he actually ran away with.
On 13 May, till the evening the accused was reportedly traced at Rhenock but after the evening he was found missing. Later when members of the NGO summoned the accused Mani Kumar Limboo, the latter said that he will back at the earliest and even sent SMS to NGO members about the same. But till 17 may he did not return with the money in his possession leading the NGO members to lodge a compliant against Mani Kumar Limboo at the Rhenock Police Station and is absconding

NURSES @ SMIMS PLEDGE TO SERVE HUMANITY



GANGTOK, May 18: Fourteen students pursuing BSc Nursing (1st year) here at SMIMS, 5th Mile Tadong today dedicated themselves in service of humanity following a lamp lighting ceremony held at the auditorium hall of the newly built college building in the vicinity of SMIMS.
K Jayakumar, the Vice Chancellor to SMIMS was present at the ceremony as chief guest along with Dr RL Sharma, Medical Superintendent at STNM, Doma Lepcha, former Deputy Director of Nursing, government of Sikkim and Dr PJ Shivananda, Dean SMIMS as the special guests.
The students solemnly recited the Nightingale (the pioneer of nursing) pledge stating that under any circumstances they will carry out their services faithfully with perseverance. They also committed to live a life of purity and abstain from whatever is deleterious and mischievous.
The students also lighted up the candles marking a best of their capacity and devotion to the patients.
Speaking at the occasion the Vice Chancellor took the opportunity to inform the gathering about the recent affiliation of SMIMS with Medical Council of India. Stating it as a fruit of perseverance and hard work of all the members associated with SMIMS, he also extended acknowledgement to the state government as well to the concerned department for their tireless support.
Motivating the students to focus more on their prime duty of serving humankind, the Vice Chancellor coined nursing as highest noble profession of all. Adjudging that nursing is the highest demanding profession around the world, he highlighted various other factors for opting nursing as a career.
Ms Doma Lepcha marked the day of lamping as an auspicious occasion and moment in the life of the students in striving new horizon of nursing. Earlier placing the annual report of the College of Nursing (CoN) Mridula Das, the Principal of the college informed that the nursing course is at a very nascent stage in SMIMS. Ms Das said it is an endeavor of making nursing profession more viable in Sikkim the students taking the pledge being the third consecutive batch.

A Call For Girls Power In Sikkim


Dr. Chamling calls for more girls to be educated in the state
NAMCHI, May 18: “Knowledge is a potential power and the advantages and positive aspects of education is manifold”, said the Chief Minister Dr. Pawan Chamling at the Silver Jubilee Celebration 2007 of Government Girls Senior Secondary School, Namchi.
In his address the Chief Minister voiced his heartfelt happiness that he is among the students of this particular school whom he addressed as his “daughters”. Urging the women folk to take education seriously, he mentioned that education is a must so as to serve the society with the changing time and live accordingly.
He further added that teachers need to be philosophical as well with love for wisdom as well should inspire the students on the same, opining that “Philosophy is a dynamic part of education”. He urged the people to bring English language into practice by speaking since the language is emerging unavoidable in the changing course of time.
Chamling informed that funds have been kept as Teaching Skill Fund and the Directorate of Capacity Building that will be instituted soon will take in foreign language teachings. Expressing his desire to see the teachers of the state as ‘best’, the Chief Minister further invited the youths to gather and cultivate confidence in themselves and work for self development and the development of the society as a whole.
Addressing at the occasion today, he also cited the different examples of women power in the world today and urged the young girl students of the institution to learn from them. He said development should be balanced and should be kept balanced in our society, thereby announced that Sikkim’s society is the best society of the world and reiterated his invitation to keep the state safe, untouched pure and clean without any ill effects.
Further on behalf of the people, he urged the government officials to develop a helping attitude and help the people by finding a solution for their problem in this context he added that any employees and the action would be taken against them. He added that no work should be carried out on personal interest but be carried out for the interest of the state and the public at large.
The Minister for HRDD, GM Gurung in his address at the occasion congratulated the felicitated teachers who had contributed towards the betterment of this school and said that education is for life thereby invited the students to take examples of the felicitated teachers.
Gurung urged the students to step towards the development of oneself and the society as a whole. Pawan Chamling 'Kiran' Fights His Rights Battle against United Opposition

The ruling front seems to have taken a leaf out of the book of opposition political parties and is now doing unto them what they have been doing unto it, that is hauling them up in court for alleged breach of ‘decorum’ concerning various instances.
In first of sorts in the political and legal history of Sikkim, A case has been filed in the courts for alleged violations of Copyright laws by a known author and poet of Sikkim for reprinting without his consent a poem written by him about 20 years ago and concerned poet is none other than Pawan Chamling”Kiran” and now Chief Minister of Sikkim for more than 12 years in running now.
Pawan Chamling ‘Kiran’ has taken Bhandari and 13 others to Court for this alleged violation of copyright.Infact all the five opposition parties of the state which includes Sikkim Pradesh Congress Committee,State BJP, SHRP,the Sikkim Gorkha Prajatantrik Party and CPI-M have been hauled into the courtroom in one go by the CM through his constituted attorney.
It should be noted that the petition has been filed in the name of the Pawan Chamling ‘kiran’ as a poet not as a chief minister.The case was filed on 17Th May 2007 at the Court of the Chief Judicial Magistrate,Gangtok and the Court has taken cognizance of the matter under Section 63 of the Copyright Act,1957 along with Section 34 IPC.Through this is a Criminal Case in which warrants are usually issued;however, initially Court has issued summons to the 13 accused.
Sources informs that this case is a culmination of the plethora of allegations being leveled against the Chief Minister by the Opposition Parties in the past few months and also loose talk and rumours about the Chief minister and his family doing the rounds. And rather than submit to arm twisting and hitting below the belt tactics and use of muscle power or abusing his position as Chief Minister of State, Dr. Pawan Chamling once again proving his positive and democratic attitude, has desired to use rule of law to fight his battles.It is also a statement being issued to the opposition parties to rise above petty and mean politics and engage themselves into a constructive opposition.

Sikkim Tourism Promotes Its Monasteries

Entire Himalayan range from Himachal Pradesh to Sikkim and Assam has beautiful Monasteries. Those in Sikkim have a special attraction and importance.
One needs at least fifteen days time to visit all of them as the distance from Himachal Pradesh to Arunachal Pradesh is anything around 2500 km and these monasteries are on a hilly terrain.
Here, I am talking about the monasteries in Sikkim, a State bordering Tibet on Himalyan range, at a height of more than 10000 feet from the sea level.
Sikkim has number of Monasteries and other places of Buddhist interest which include Rumtek Dharma Chakra Center and old Rumtek monastery,Dodrul Chorten and Enchey Monastery in Gangtok,Phodong Monastery, Labrang Monastery and Tumlong in North Sikkim, Ralong monastery and the local village. Ralong is the oldest monastery of Karma Kagyu sect and was built during the reign of the fourth Chogyal Gyurmed Namgyal. The new monastery is a replica of the Rumtek monastery. There are around 120 monks in this monastery. also to a Lepcha village Sinon (1990 m.) that has a monastery with the same name. Sinon means, ‘the suppressor of intense fear’, and was built in 1716 by Gyalwa Ngadak Semchenpo during the reign of Chogyal Phuntsog Namgyal.Yuksam literally means Three Lamas. It was here Lhatsun Chempo met two other lamas on his journey down from Tibet to Sikkim. Later in 1641, it was here at Yuksam the first King of Sikkim, Phuntsog Namgyal, was crowned by these lamas, on the initiation of Lhatsun Chempo and given the Title of Chogyal, the religious king.
After lunch trek to Dubdi monastery, ‘the hermits cell’, which is situated on the top of a lofty hill one thousand feet above Yuksam. The fir-clad mountains behind provide a dramatic background. Founded by Lhatsun Chempo in 1701, it is the oldest monastery in Sikkim. After visiting the monastery we descend to Yuksam stopping at Norbugang, the historical place, where the first king of Sikkim was crowned in 1642 .Visit the monasteries of Pemayangtse and Sangacholing.And another trail ascending through cardamom fields onto Yangang village, inhabited by Lepchas, Bhutias, Bahuns and Chettris. Yangang has a small market with around twenty shops or a flat trail to Ramphu River where After crossing the river the trail ascends all the way to Rabangla through cardamom fields and Lepcha villages. On a clear day you can get good view of Khangchendzonga, Pandim, Narsing, Siniolchu, Kabru and Rathong. It is fast emerging as a preferred tourist destination for foreign Buddhists. To promote Buddhist tourism Sikkim Govt. has sanctioned budgetary support for the refurbishment and development of these monastery sites. It also has a separate department to overlook management of these monasteries and their needs.
Not only this, the state govt. has even made it easier for them to get an inner line permit to visit hinterlands of the Sikkim. Sikkim is promoting state as part of Buddhism tourist circuit in region.

GANGTOK TREMOR II

Gangtok: Sikkim and parts of north Bengal experienced a mild earthquake on Friday. The tremors lasted for a few seconds. Met office sources said its epicentre was in North Sikkim.
An earthquake rocked Gangtok and its surrounding areas this evening, sending people rushing out of their houses in panic.
The moderate quake struck around 6: 10 pm this evening and lasted for a while, reminding people of the quake that greeted us on Valentine’s Day on February 14 last year.
Preliminary reports from the Meteorological Department here have indicated that the quake measured 5.7 to 6 on the Richter scale. The quake was felt in Ranka, Ranipool, Singtam and Rangpo. However, the epicenter of the quake has not been ascertained at the time of going to print. Reports of the quake have also come in from Darjeeling and its near-by areas like Mirik.
Panic-stricken residents of Nam Nang rushed out of their houses and came to the roads. Tourists were also seen rushing out of their hotels and running for cover. “I was in my first floor room when I felt the building shake. I immediately rushed out. Thankfully, it was a mild quake,” said Dipankar Sarkar, from Durgapur in West Bengal who is staying at a lodge in Nam Nang.
“Gangtok is a concrete jungle. My biggest fear is a big quake striking us and we have no where to run. With so many buildings, even if earthquakes don’t kill us, the falling buildings would certainly do,” feared Sangeeta, a mother of two.
Sikkim falls under the seismic zone IV and a major fault line runs through most parts of the Himalayas. Scientists have predicted that a big one is due for the Himalayas any time. The region experience minor quakes on a regular bases

Chamling for bureaucrats to keep away from politics

GANGTOK, MAY 18: Sikkim chief minister Pawan Chamling has asked bureaucrats to keep away from politics and work hard to ensure the development of the state.
At a meeting organised to commemorate the 33rd state day, the CM said the Sikkim government employees would face suspension if they fail to join duties within the stipulated period after being transferred.

The slow or no implementation of government programmes and policies decisions had earned Chief Minister's irk and he spared no breath in lambasting the bureaucracy for not delivering."You all have a responsibility towards the Government and people.As a Public Servant, you are required to adhere to the policy decision taken by the Government and ensure that they get implemented.But this is not happening"he said.

"Those of you in high office shave to now become more pro-active and people centric.You all have to adopt a positive attitude and work collectively for the welfare of the people and the State.If the public servants indulge in dirty politics and try to undercut the welfare of the people,I will not hesitate to take strong actions. First resign and then play politics.If anyone is found inefficient and complacent,I will issue suspension order immediately. I will ensure that the person is not promoted,no matter how long he or she has been in service I will bonsai the public servant if he or she is working against the welfare of the people and government,he warned.

Sikkim : An Organic Farming State


GANGTOK,May 18: Sikkim had an opportunity to highlight the achievements made in the agriculture and horticulture sectors through Mr Somnath Poudyal, state agriculture minister at the 78th Annual General Meeting of the ICAR Society in New Delhi recently. Speaking at the meeting, Mr Poudyal emphasised on the need for horticulture-centric research in Sikkim with stress on evolving location specific technologies that are coherent with the social and cultural ethos of the locality. Calling attention on the continuous decline of mandarin orange, large cardamom and productivity problems associated with ginger, Mr Poudyal urged for immediate measures to revive these crops in the interest of all farming community. Important issues rose pertaining to development of cymbidium orchids need for standardisation of production protocol, control of pests and diseases, strengthening of the exiting ICAR centre at Tadong and so on.Calling for research support in organic farming, the minister mentioned that the endeavour of the Sikkim government to become an organic state is a paradigm shift in policy. “The prime consideration for such a shift is environmental security, ecological sustainability, product brand leading to better farm returns and inheritance of a highly developed mountain agriculture system handed down through generations,” he said. The minister also requested the ICAR to explore the possibility of value addition and product diversification to a large number of indigenous herbs and shrubs found growing wildly and abundantly in Sikkim traditionally consumed as vegetables, sometimes as delicacies.It was learnt that the Union agriculture minister Mr Sharad Pawar has conveyed his desire to visit Sikkim sometime in the month of June in connection with the foundation stone laying ceremony of the College of Engineering and Post Harvest Technology.

Chinese ambassador Sun Yuxi to visit Sikkim


Gangtok: Chinese ambassador Sun Yuxi is expected in Sikkim on June 3 to discuss the details of border trade through Nathu-la, located at a height of 14,800 ft. He will visit chief minister Pawan Chamling the next day. This year, after the pass reopened on May 1 following the winter break, a border meeting was held between the Indian and the Chinese armies on Tuesday. The Indian side was led by Brigadier S.L. Narasimhan (right) and the Chinese by Senior Colonel Shi Hui Yong. Trade through the mountain pass and maintenance of peace along the border figured in the three-hour talks held on the Chinese side of the pass. The next meeting between the two armies will be held on August 15 on the Indian side.

INCREDIBLE INDIA & SURPRISING SCENIC SIKKIM

S ikkim is raring to go and there is no two ways about it. Be it inbound, outbound or domestic - every segment of tourism has witnessed quick changes especially in the last five years. Today tourism departments across the india are eyeing the Sikkim tourism potential in view of Nathula potentialand it is being regarded to be the golden goose especially for international tourism boards if India and China Tourism takes off.

Sikkim is one of the fastest growing tourist economy where tourism has grown at a whopping rate in the past four years.

According to a recent PATA report, a strong, consumption-driven economy, a large and increasingly affluent middle class, and the on-going proposed sikkim airport at Pakyong will contribute to a 10 per cent annual growth in sikkim Inbound travellers over the next three years from Airport Opening.
In 2006, international inbound travel to India peaked at a record 4.4 million arrivals, driven in large part by the successful re-positioning of the destination brand through the Incredible India marketing campaign. The report also confirms that India's domestic travel market has been booming steadily over the past 15 years, as Indian states increasingly awaken to the potential of home-grown tourism to stimulate economic growth and boost employment. Domestic trips reached an all-time high of 430 million in 2006, up 13 per cent on 2005. The average annual growth rate has been more than 10 per cent since 2000, with the boom in low cost carriers bringing travel within the price range of millions of more households across the sub-continent.
Adds James Murray, executive vice president, South and Southeast Asia, Visa International Asia Pacific, "India is a significant pillar to global tourism, both as an inbound destination and a rich source of visitors to many global destinations. International visitors to India spent Rs 60 billion (US$ 1.4 billion) in India between July 2005 and June 2006 on their Visa cards, with cardholders from the European Union emerging as the biggest spenders."

Indian state boards are formulating policies and programmes to set the house right to cater to the growing demand of inbound tourism. Sikkim also continue to expand and explore its tourism centric policy for its economy.

Today no doubt there is a shortage in hotel demand and supply wherein the demand for additional rooms in five years will be between 1,40,000 - 1,50,000 rooms, but the additional supply will be between 60,000 - 70,000 only. To bridge this gap, a number of measures have been planned by the government, including creation of land banks and freeing land supply. Creation of accommodation hubs at airports is another avenue to increase room supply. According to a senior official from the ministry of tourism, Government of India, the 5 Cs that the government is taking cognizance of to provide effective solutions for growth and to attract investment are - Civil Aviation, Civic Governance, Capital Building, Communication Strategy and Convergence (with particular stress on private-public partnership). Taking these into consideration, India will surely develop into an Incredible tourist destination and tourism-centric economy.

Further up north-east is the tiny state of Sikkim studded with monasteries and criss-crossed with trekking trails. It is also home to the mighty Kanchenjunga, one of the five highest peaks in the world. The capital city of Gangtok is a not-so-remote Shangri-La. Here one can go on quiet walks, drop in on mountain top monasteries or laze around in the city's Deer Park. Rumtek, Pemayangtse, Mangan, Singhick… there is a lyrical ring to the names of the quaint little towns that dot this mountain state.

Indeed, Sikkim is part of the popular Darjeeling and Kalimpong tourist circuit in the far northern reaches of West Bengal. In these parts one can ride a World Heritage Site in the form of the Darjeeling toy train and stroll through its world famous tea gardens.

MOBILE EYE HOSPITAL IN SIKKIM SOON

A fter the spectacular success of the Sankara Nethralaya tele-ophthalmology programme (SNTOP) in the triangular states of Tamil Nadu, Andhra Pradesh and Karnataka, Sankara Nethralaya, Chennai has gone a step further by initiating them in other states of the country. Says V Murali, Deputy Manager, Electronic Communication, Shankara Nethralaya, Chennai, "We are planning to now initiate the similar concept of the mobile vans, the similar model in Maharashtra, Sikkim, Arunachal Pradesh and Jammu and Kashmir.Like in Sikkim, we are collaborating with Infrastructure Leasing & Financial Services Limited (IL&FS)."

In order to filter to the grass root level of rural India, SNTOP vans are equipped with a spectacle dispensing unit, a satellite connecting consultants and patients in rural areas to consultants at Shankara Nethralaya. It conducts comprehensive eye examinations at the eye camps in selected districts with spectacle dispensing units, eye screening for children and diabetic retinopathy screening camps. Other tests in the van include refraction tests and split lamp examination.

Operation of these vans in the three states will take some time because there are rounds of discussion in process at the moment.Apart from SNTOP, Shankara Nethralaya also plans to introduce a 'mobile surgical van'. "These vans will go to the villages, identify the patients and conduct surgeries then and there," says Murali. This plan is currently in its ideation stage. Sikkim HighCourt adjorns hearing on lecturers’case

Gangtok: Sikkim High Court has adjourned the hearing of two cases relating to the appointments of two lecturers in Sikkim Government College, Tadong.
The High court on May 15 heard the cases and decided to adjourn the hearing till May 26 the both cases i.e.: WP© 43 of 2005 Binod kumar sinha vs State Government of Sikkim and WP © 44 0f 2005 Purak Das vs State Govt. of sikkim .
Both the cases have been filed in 2005 against the state government by two lecturers for refusing them appointments as faculty for sikkim government collage even after having making to merit list and passing the interviews following a snowballing controversy on local and non-local issue.
On march 19, Sikkim High Court had passed an Order instructing the state government to appoint Puran Das,one of the petitioners within April3,2007. This has led to the State Government to file a review petition on March 29,2007 against the case.

NAMCHI: The Chief Minister Pawan Chamling today formally inaugurated a 6 roomed school building of Perbing Secondary School at Chuba-Perbing constructed with an estimated price of 18 lakhs.

Established in the year 1962, the school and was recognised by the government of Sikkim as a Primary School in 1970-71. The school is running with 17 teaching and 5 non-teaching staffs with enrolled student strength of 238.

Today, during the occasion of new school building inauguration, late Pinzo Sherpa – the land donor of the school was also felicitated. Meanwhile the founder teachers of the school – GM Tamang, Ongden Lepcha, NR Sherpa and SK Gurung were also felicitated by the school administration and the School Managing Committee.

The people of Temi-Tarku today also felicitated the Chief Minister Pawan Chamling for his dedication towards all around development of the said constituency. The area MLA and Minister for Human Resource Development Department (HRDD) today took the occasion to place a number of demands for the constituency. Meanwhile Suraj Rai, Headmaster of Perbing Secondary School presented a report of the school.

The Chief Minister addressing the gathering today acknowledged that the people of Chuba-Prebing have earned a brand name for themselves on organic vegetables. “Perbing placed an example in itself by became producer” said Chamling adding that the SDF government is working tirelessly for the socio-economic upliftment of the poor people. “As such, today we have handed over the school building to the hands of the people looking forward to all of you to take care of the new structure”, Chamling added.

Answering to the demands placed by the area MLA, The Chief Minister assured to sanction of power supply to the village. He also urged the Panchayat to register the land in the name of security RMDD & HRDD for the construction of a public ground. “We have several plans to construct public grounds but because of lack of activeness of Panchayats and lack of public participation, such schemes of government are not becoming successful”, he added.

Further he stressed, “Sikkim is the only state where teachers and other employees are getting highest salary. Accordingly they should render their duty for the upliftment of the society”. Chamling said one reaches the zenith of success by way of his or her knowledge, activeness and creativity and not by making caste, creed and religion their ladder. Thereby he invited the students and educated youths to look towards professions in diverse field of interests because Sikkim is the only state where, according to Chamling, lot of opportunities exists for the youths to grab put forward by the government.

Further he said, “Under SDF governance the people of Sikkim have secured equal rights, since the existing state government is democratically established and is a peoples centric, poor targeted, students-youths & environment targeted government. The Chief Minister said that the SDF government had evoked and provoked political consciousness among the women and laymen of the state, but few reactionary forces are souring the fruits of dedicated endeavour of the government.

Finally the Chief Minister urged the Chief Engineer of HRDD to send estimate of the 6 roomed building for Perbing Secondary School. He assured of sanctioning required funds for carpeting of the road from Phongla to Perbing and urged the local populace to take tourism as profession giving priority to village tourism based on culture.

Children and students from Nicramban Lower Primary, Dong Lower Primary School, Khop Primary, Perbing Secondary and Tingley Junior High School today also presented colourful cultural presentation. SIKKIM LIFTS BAN ON POULTRY PRODUCTS

RANGPO: The State Animal Husbandry and Veterinary Service Department, has lifted the ban on poultry birds and eggs coming in from outside the State.

The Department has banned the entry of poultry birds and eggs from outside the Sikkim on May 8 following the reports of a bird flu outbreak in Siliguri, the main supply market for Sikkim.

After the bird flu situation was analyzed and it was confirmed that the deaths of poultry birds in a farm in Siliguri was not because of avian flu, the ban was lifted from yesterday.

Four injured as old tree come crashing in Pani House area


GANGTOK: Four persons were injured when an old, decayed tree trunk came crashing down at Pani House here today.

The freak accident occurred at a busy stretch of the National Highway 31A near the Shiva Temple at Pani House. Around 7:45 in the morning, residents of the area heard a loud, crashing sound. An old, dried-up tree, the trunk of which stood along the hill side of the road on the Nam Nang Gurung Goan area, suddenly broke from its base and crashed across the Highway. A Maruti Alto local taxi, plying to Ranipool, came directly under its impact and was badly crushed. There were only two persons in the taxi (SK04/3455) -the driver and a co-passenger-and both sustained inquires. Upon the impact, the taxi skidded about 10 meters before coming to a halt. The driver’s side of the taxi bore most of the brunt.

The top of the tree trunk fell across the road and landed in front of a grocery shop. Two persons standing near the shop were seriously injured by the falling tree. Luckily, traffic Police were on duty near the spot and help arrived on time. All four were quickly evacuated and rushed to the STNM Hospital here.

The injured have been identified as Nanu Sharma (22), the driver of the ill-fated taxi, who is a resident of Middle Sichey, IC Subedi (31) residence of Sichey and a passenger in the taxi and Jai Baru Tamang (55) and Surendra Prasad (35), both the residence of Pani House.

While IC Subedi and Surendra Prasad have sustained minor injuries and release from hospital after treatment, the driver, Nanu Sharma and Jai Baru Tamang have been admitted to the Hospital. Jai Baru Tamang, the by-stander has sustained major fractures and is in a serious condition at the orthopedic ward, Hospital sources have revealed.

The taxi belonged to one Robin Gurung, a resident of 6th Mile Tadong.

The residents of the area had been worried about the offending tree for a while now and had informed the authorities about the precariously perched dried up tree trunk that could crack and fall anytime. It’s a minor miracle of sorts as there were fewer casualties. The accident occurred during the morning rush hour when most of the school children from the area are waiting at the stoppage for their buses and pick-up vehicles. In fact, the accident occurred minutes after a school bus had picked up children right from the same spot. The land on the hill side where the tree stood belongs to the forest department and they had been informed of the dangers the tress poised by the traffic Police, it is learnt.

Alternative four-lane route to Gangtok via Rhenock

SILIGURI, May 17: Yet another accident, and for no fault of the driver, on National Highway 31A, in which three persons lost their lives and some are still missing not to mention the injured ones, probably makes the demand for an alternative road to Sikkim a reality cry.
The lifeline to Sikkim, the NH31A is a susceptible facility scarred with several sinking and slip zones and therefore vulnerable to landslides disrupting traffic on a regular basis and keeping the Border Roads Organisation busy maintaining round the year. That by itself is reason enough for the proposed dual facility.
Not that the authorities never thought in those lines but the proposal could never be translated into action for a number of reasons, litigation being one of those.
According to a letter from the 758 Border Roads Task Force to the Jalpaiguri MLA Mr Deba Prasad Roy on 15 March, efforts were made in the past to convert the road leading from Damdim in the Doars to Rehnok in Sikkim via Algarah and Rishi in Kalimpong sub-division.
“But the proposal could not be progressed with due to litigation by some tea plantations, non-availability of revenue land for widening and clearance from the forest department,” the BRTF commandant Mr AK Dikshit’s letter to the MLA says.
The MLA has his logic. “The Centre has decided to provide four-lane highway connectivity to every state capital in the country. The activity in this respect is afoot in every state except Sikkim. Moreover, the alternative route is a need of the hour and the recent accident proves it,” Mr Roy, said today.
According to him, a proposal to improve the NH-31A was taken by the Sikkim government in 2003, which did not materialise. The BRTF, it seems, is also eager to develop the proposed Damdim to Rhenok axis to Gangtok into a four-lane facility. “The Border Roads Oraganisation is keen to develop the axis to four-lane specifications. However, it is suggested that conversion of the existing lane to a four-lane facility should be in two phases,” the commandant’s letter states.
“The state government will have to ensure withdrawal of the litigations, arrange for land and clearance from the forest department in developing the Damdim to Rhenok proposed road and the government of Sikkim should also take a positive approach in the matter,” the Jalpaiguri MLA, said.

BSNL RECHARGE CARDS AT YOUR NEAREST POSTOFFICE

Gangtok, May 18: Good news for pre-paid mobile users. BSNL recharge cards will now be available at all the 22 major post offices across Sikkim.

S. N. Roychoudhury, general manager, telecom Sikkim, announced this here on World Telecommunication and Information Society Day today. The aim, he said, was to ensure that even customers in rural areas have access to prepaid vouchers.

While the tie-up with the postal department will benefit only the GSM subscribers, a slew of projects is in the offing for phones with wireless local loop (WLL) and CDMA technologies. Roychoudhury said the BSNL was laying optical fibre cables and installing WLL equipment at 16 locations. The general manager added that broadband service would be available in West and South Sikkim after the work on laying optical fibre at Singtam and Temi was completed in a few weeks’ time.

The BSNL is also strengthening its basic telephone network in North and East districts to make it less susceptible to faults, Roychoudhury said.

BSNL plans network expansion in Sikkim

GANGTOK: BSNL is expected to expand and improve the quality of telecom service in Sikkim within the next six months.
Addressing the newspersons on the occasion of the World Telecommunication and Information Society Day, S N Roychoudhury, General Manager, Telecom, said a total of ten new Base Transmission Systems (BTS) towers will be set up in different parts of the state in next six months to provide better connectivity to the customers.
With this, the total number of BTS would rise to 58 in Sikkim.
The BSNL would also set up 18 Wireless in Local Loop (WLL) exchanges with world class wireless telephones in the rural areas of the state.
These exchanges are meant specially to address the communication issue for the poor people in the rural areas, he added.
Roychoudhury said, '' A plan is also on to set up a BTS in Nathu La on the Indo-China border. This will depend on the cooperation of the army and approval from the Centre. ''
Work had already started to provide broadband services in 12 new places in addition to existing six, Roychowdhury said.
Almost 90 per cent of the telecom consumers in the state were covered by BSNL, he added.
Apart from the upcoming expansion drive, BSNL was also laying stress on improving its services.
'' The projects for laying Optical Fibre Cable (OFC) replacing Ariel OFC are in progress. We are also putting up optical fiber ring across the state to provide uninterrupted services to our customers, '' he said.

GANGTOK GROOM ARRTESTED FOR DOWRY DEMAND

Gangtok: it is not often that one hears of dowry cases in sikkim and when one did came along ,a Gangtok lad accused of making dowry demands was arrested on the basis of an FIR filed in Siliguri police station.

Mukesh of Gangtok was arrested late on the night of 15th May following a complaint filed by his day old wife accusing him and his family of demanding Rs.10 lakhs as dowry. The girl Anupama Agarwal of Jalpaiguri went all by herself to siliguri thana to file the complaint.

Mukesh along with his brother were arrested while their father is absconding.The family has a shop at MG Marg, Gangtok.
The couple was formally engaged about 6 months agoand the marriage ceremony took place in siliguri on the night of 14th May, it was on following day when the bride was waiting for groom to come to get her that the drama reportedly began. According to custom,the groom comes to bride's house to take her away while Anupama waited for hours at the Marriage Hall but groom failed to turn up. and reportedly, there was subtle pressure being applied to extract money from bride's family.Sources add that to give his refusal to take bride a decent excuse,Mukesh allegedly claimed that bride had a black-mark on her back which was inauspicious.The girl's family tried their best to dissuade him to the extent that their family doctor and ward commissioner were also called to speak in their support.when finally it became obvious that it was money to the tune of Rs.10 lakhs that was actually being demanded. Anupama carried herself to the Police Station and filed the complaint and all action followed as reported above.

3rd Arrest in Central Bank of India ATM Pilferage Case

GANGTOK: The G4S ATM larceny of 2 May led to the arrest of the Diebold Engineer of the ATM booth on 13 May. The Diebold Engineer namely Prasanta Sharma (28), is a resident of Majjigeri in Nowgoan district of Assam, presently staying at Rai Cottage, Church Road in Gangtok.
The G4S ATM pilferage was reported on 2 May following complaint on Ranjan Roy, Regional Manager (East) of G4S Cash Services (India) Private Limited, Kolkata at the Sadar Police Station. According to Ranjan Roy, cash amount of Rs 2,83,800 was stolen away from the ATM vault by some unidentified individual(s).
The case has been register under Section 380 of the Indian Penal Code against theft in building, tent or vessel and is under investigation.

Likhubir accident toll goes up to three


Gangtok,May 17: Two of the three persons gone missing after yesterday’s accident on NH 31A at Likhubir have been traced, one dead and the other alive.
A Mahindra Maxx travelling from Siliguri to Gangtok with 11 people had plunged into the Teesta yesterday afternoon. Apart from those missing, two persons were confirmed dead and six were admitted to Siliguri hospitals with injuries.
The body of Ramesh Acharya was found today floating in the Teesta near Reang, said Kalimpong police. Acharya’s mother P. Varghavi Amma had also died in the accident.
Another missing man, unidentified till this morning, has been traced to Gangtok, alive. Inspector in charge of Kalimpong police station Puran Subba said Shiva Subba was apparently not seriously injured in the accident and had been helped on to a Gangtok-bound car by residents of the area. He is recuperating from head injuries at Sir Thutob Namgyal Memorial Hospital in Gangtok, said a source there.
Mehul Desai, the ICICI bank employee from Calcutta, is still missing. His wife Mridula is under treatment in Siliguri.
Mamata Magar, who was reportedly accompanying Amma, was released from North Bengal Medical College and Hospital today and went back to Rumtek in Sikkim. The relatives of Kheti and Bhawesh Narsana have arrived from Calcutta. The couple, it has been learnt, lives in Bhowanipur.
The Narsanas and the other survivors owe their lives to rafters from Chitre and Malli, located close to Likhubir. These rafters are the unsung heroes of numerous rescue missions on the Teesta, which runs along NH 31A connecting Siliguri to Gangtok.
A team of rafters from these areas had reached the spot to look for survivors, minutes after yesterday’s mishap. Today, they were back in the river, looking for the missing persons.
“Whenever we hear about accidents near the river, we act on our own. We know that a quick response can save lives,” said Sukhbir Tamang, owner of Action Adventure and Rescue Group, a Malli-based rafting unit.
The rescuers had played an important role in the aftermath of the collapse of a Bailey bridge at an NHPC project site at Reang in 2005. They again came to the power major’s aid a few months ago by retrieving the body of one of its officials who died after his jeep fell into the river near Swetijhora.
Tamang added that they “can always do with some assistance from the police and civil administration”. “At times, the police lend us vehicles to ferry our rafts and food to the spot, but that’s about it,” he said.
Kalimpong additional superintendent of police Humayun Kabir said his force shares a “very good relationship” with the rafting units. However, he was tight-lipped about providing further assistance to the rescuers.
Drivers plying on NH 31A said the the government agencies should ensure that the rafters have access to better equipment.

Rs 7496.31 lakhs sanctioned for 49 Tourism projects in Sikkim

New Delhi, May 17: Union Minister of Tourism and Culture Ambika Soni stated in the Rajya Sabha yesterday that the Ministry has sanctioned 1160 project proposals of State Governments and Union Territories amounting to Rs.201167.50 lakh during the Tenth Five Year Plan (2002-2007) for development of tourism in States and UTs.
During the 2006-07, Arunachal Pradesh got Rs 6087.85 lakh for 33 projects, Assam Rs 6635.61 lakh for 41 projects, Meghalaya Rs 2668.69 lakh for 20 projects, Mizoram Rs 6038.02 lakh for 30 projects, Nagaland Rs 7441.48 lakh for 36 projects, Sikkim Rs 7496.31 for 49 projects and Tripura Rs 1702.48 for 21 projects during the 10th Plan period.

Message of the Hon’ble Chief Minister of Sikkim on the occasion of the State Day

On the occasion of the 33rd State Day I extend my heartiest greetings to the people of Sikkim,
May 16 is a very important day in the history of Sikkim. The day is marked with the fulfillment of the long struggle of the people of the state to become masters of their own destiny by acquiring the status of a full democracy in joining the political, economic and social mainstream of the Indian Union.
Unlike thriving democracy of today, Sikkim had a different set of political dispensation before 1975 with distributive justice. The social order was based more on landed aristocracy rather than social values of equality, human security and collective living. Since then our journey to today’s Sikkim has been marked by trails and tribulations, setback and achievements, frustrations and satisfactions, nonetheless moving forward steadily.
My government was voted to power 13 years back in December 1994. With unstinted and massive support from the people of Sikkim and the Union Government we have mad tremendous progress in all the different fields of developmental activities. I am very happy to state here that today we rank among the top leading states in the country.
The pnenomenal all-round transformation that is taking place in Sikkim has made our state one of the est performing states in the country. There is no second opinion that Sikkim is today the happening state. The rapidity with which the developmental activities are being carried out throughout the length and breadth of Sikkim has completely transformed the state and has made Sikkim, especially during the last 12 years of SDF Government, the cynosure of all the eyes in the country.
A numer of progressive and pro-poor programme launched in Sikkim has immensely benefited the unprivileged sections of the society and improved the living standard of their lives. Maintaining peace and tranquility in this sensitive border state coupled with amazing all-round progress has made Sikkim a model state in the country and worthy of emulation by the rest of the country.
-When we took the rein of the state administration the state of affairs was in a bad shape. The overall financial scenario was deplorable and the state was literally under the debt burden. However, Sikkim has bounced back to a healthy economic condition and its annual revenue which was a mere Rs. 41.30 crores in 1993-94 has shot up to Rs.228.31 crores. Now we have emerged as one of the est governd and progressive states in the country. It is well known to everyone that Sikkim has achieved many milestones in various sectors and won a number of accolades and laurels in many fields.
The per capita income which was just Rs.7,550/-in 1993-94 has risen to Rs.26,851/-during 2005-06 and the people living below the poverty line has gone down to 19.2% from 41.43%.The total number of educational institution has increased from 269 in 1993-94 to 794 in 2005-06. The literacy percentage which was 56% in 1994 has gone up to 82% in 2005-06 . Similarly, the infant mortality rate has decreased from 46 (per thousand) in 1993-94 to 32 (per thousand) in 2005-06 and the death rate has been considerably reduced from 7.5 (per thousand) in 1993-94 to 5 in 2005-06.
Thirteen years ago, power generation of Sikkim was only 65.81 MU only and the same has now increased to 165.00Mu. This has also resulted in increase in revenue figure in power from Rs.3.57 crores in 1993-94 to 27.10 crores during 2005-06.
Out of 8000 MW power potentiality of the state, 5148 MW will be added by the end of 11th five year plan. 22 new hydro power projects nave been awarded to various power developers and the works have already commenced.
My government has adopted tourism as an industry without disturbing the fragile eco-system of the state. There is record increase in the flow of tourists in the state. Sikkim was visited by 2,51,744 domestic and 16,523 foreign tourists during 2005-06 against the figure of 70,365 domestic and 7,360 foreign tourists in 1993-94.
Among the list of incredible developments made by Sikkim under the SDF Government are inclusion of Sikkim in NEC, grant of ST status to Tamang and Limboo communities of Sikkim, reopening of Nathula trade route, grant of OBC status to Bahun, Chhetri and Newar.
The achievements of the state have been widely acclaimed by various leaders from within and outside the nations as well as internal and external agencies. The Planning Commission has lauded the marvelous performance made by Sikkim during the recently held plan discussion in New Delhi. It is also evident from the fact that our plan seze for current financial year has been increased by 26%.
Sikkim was ranked first among 12 states of India Union in the Health and Investment Enviroment.
Rural development being an integral process of our strategy my government has set aside 70% total plan outlay towards rural development. The major rural development programmes currently in operation are-Chief Minister’s Antyodaya Annadan Programme, Chief Minister’ self-employment progress for educated unemployed youth, PM”s Gramin Sadak Yojana, Rural Housing Scheme Integrated Watershed Development Programme and Total Sanitation Campaign.
In order to provide more power to the people and to bring administration at their doorsteps, 24 Block Development Offices with adequate infrastructures have been established all over the state. The Panchayati Raj Institutions have been given adequate financial, administrative and supervisory powers. To boost developmental process at various levels, Panchayats are being involved in the planning and execution of poverty alleviation and employment generation programmes, so as to ensure that the benefits under these programmes are percolated down to the needy and deserving.
Agriculture and Horticulture are the main thrust areas of the Government. Food production has increased from 61.8 thousand tones in 1980-81 to 1.07 lakh tones in 2005-06. Between 1990-2002 horticulture production has risen from 62,790 tones to 86,465 tonnes. My government is committed to make Sikkim a total organic state by 2015. Following my study tour to six European nations and south east Asian countries a number of agencies related to agriculture and horticulture of these countries have shown their keen interests to participate in the development of these sectors in Sikkim. In fact, some of them have already visited and works have initiated.
Mo government is committed to extend the social security cover to all the eligible beneficiaries under old age pension, widow, physically challenged. 33% seats in Panchayat and 30% in Government jobs are reserved for womn. Various programmes towards empowerment of women namely Prena Yojana, Laghu Pariwar Yojana, Balika Samridhi Yojana, Bidhwa purna Bhibaha Yojana, Swayamisddha Yojana etc. are being implemented. My Government has always stood for the welfare of government employees. Ours is the best paid government servants in the whole nation. The pay scale of employees have been raised by 300% during the last 12 years. I have already announced a hike in the wages of Muster roll workers to minimum of Rs. 100/-to Rs.150 per day. This was done to encourage the employees for better performance and efficient administration.
Another priority sector of my government is preservation of ecology. Our Green Mission will be carried out more vigorously.
Whatever achievements we have made so far the credit of which goes to the peace loving people of Sikkim and their unstinted support to us. Let us not remain complacent to what we have achieved, but forge ahead with our concerted efforts in making Sikkim a self-reliant and prosperous State. My Government has already worked out plans and mission in this direction and we are totally committed to achieve them all within the stipulated time.

Sherpa climbs Mt Everest for record 17th time


KATHMANDU - A veteran Sherpa mountain guide has scaled the world’s highest peak, Mount Everest, for a record 17th time, beating his own record, officials said Wednesday.
Appa Sherpa, 46, reached the summit of the 8,848-metre-high Mt Everest before dawn Wednesday along with eight other climbers, said the president of the Nepal Mountaineering Association (NMA), Ang Tshering Sherpa.
Appa is a member of the Super Sherpa Expedition climbing the mountain from the Nepalese side.
Appa first reached the summit of Everest in 1989.
The expedition is part of the climbers’ efforts to make a documentary film highlighting the role of the Sherpas and the Nepalese people since the historic climb of Sir Edmund Hillary and Tenzing Norgay Sherpa in 1953.
NMA president Ang Tshering said the climbers took advantage of a break in weather to push for the summit early Wednesday from their high altitude camp 4 at 7,950 metres above sea level.
Another member of the expedition, Lakpha Gelu Sherpa, also reached the summit Wednesday. It was his 13th time on the peak.
Lakpha Gelu came into his own after reaching the summit from the base camp in a record time of 10 hours 56 minutes and 46 seconds.
NMA said others reaching the peak Wednesday included five Sherpa guides and a Westerner but said it did not immediately know their names.
According to the Nepalese government, more than 17 expeditions are currently attempting to climb Mt Everest.
May is considered the best time to climb the mountains in the Nepalese Himalayas before the monsoon makes the area almost inaccessible from June to October.

REALITY OF SC CASE AGAINST DR. CHAMLING

Background: It may be recalled here that four members of Sikkim Congress Committee ( KN Lepcha and Others) had filed a writ petition against the Chief Minister Pawan Chamling, the Union Government and the State Government of Sikkim in the Supreme Court on July 27, 2006. On August 14, 2006, the case was admitted by the Supreme Court and issued Notices to all the Respondents.
The Constitutional Bench of Supreme Court of India consisting of Chief Justice, YB Sherbawal and two Judges had heard the Writ Petition (c) No. 353 of 2006 pertaining to “possession of wealth beyond known source of income and misappropriation of public funds.”
The Congress had earlier claimed that the Writ Petition was filed to “protect the interests of not only the citizens of Sikkim but also the entire country, whose hard earned money as part of the public exchequer, was allocated to Sikkim for its development.”
The petitioners had appealed to the Supreme Court for a CBI inquiry into the case.
The Congress had made use of the Part B of the 10th Schedule of the Constitution (35th Amendment) Bill, 1974, clause 2 (i) (c) which impeaches anyone holding office of power for misappropriation of funds either by himself and /or through his family members, friends, associates and nominees and corrupt practices knowing no bound and misusing the power and the office of the Chief Minister of the State and treating the entire Government machinery as their own and by the means thereof, have swindled acquired and amassed huge wealth and properties grossly disproportionate to their known sources of income and continuing to do so at the cost of the people.”
