SIKKIM CM FOCUS ON CAPACITY BUILDING AND PERFORMANCES OF GOVT DEPARTMENTS
NAMCHI, September 11: Chief Minister Pawan Chamling has said that capacity building should be practical and result-oriented so that trainees after completion could immediately apply the knowledge in suitable fields.
He said this during an official meeting called at his residence at Ghurpisey, here yesterday primarily to emphasize on the capacity building programme being conducted by various departments for the unemployed section of the public.
In the meeting attended by all the official heads of South District, the Chief Minister stressed that any technical employees in the departments should be skilled in their respective work of line so that they become competent and produce satisfactory results. He further asked the line department officials to help the progressive farmers by making them fully aware and mentally prepared on new techniques and methods of farming.
The Chief Minister called upon the officials to concentrate more on quality than the quantity in the departmental works. He also called for immediate action from the concerned departments on restoration of Water Supply, Energy and Power works and repairing of Jhoras. He pointed out that the dumping of mud at places has also become a major cause of landslides and therefore he asked the concerned department to look into this matter immediately.
Mr. Chamling also pointed out that the encroachment of the government property by the public by destroying the walls, roads constructed by the government only for their interests not thinking about the consequences, has become a concern for the departments. He called upon the concerned departments to take up immediate action if they come across such cases where the public trespasses the property of the government.
“A State’s prosperity and development is measured by its peaceful and secure background,” Mr. Chamling said. He further added that a state can be peaceful and secure only if the people of that state are mentally sound and physically well to work towards achieving greater goals in the life. Economic freedom can be achieved if the productivity power of each person is increased which in-turn increases the purchasing power, he said. Sharing health tips with the officials, he said that the officials should initiate health programmes in their department also.
He informed that a policy is being taken up by the Government to bring together the four Departments namely, Tourism, Horticulture & Floriculture, Animal Husbandry and Forest to interlink with the hotel and tourism industries. The main purpose being that the preference should be given to local only for example if a hotel has to purchase poultry products then it shall have to buy from Animal Husbandry Department and the same procedure for other three departments too.
He asked all the Officers at the BDO level to bring total transparency while carrying out the tender works in the districts at all level and stressed that the rural public should get the opportunity to put the tender’, the Chief Minister said.
Coming to the Health Department, he suggested to the Chief Medical Officer (South), on issuing of health cards to those local people who are proper residents of the respective Districts so that they could avail of the medicines free of cost. Adding to this, he informed that the Government is planning to come up with a Mobile Clinic which will especially to the rural areas with all the modern facilities and all kinds of tests from blood test to X-rays to Endoscopies will be carried out in the Mobile Clinic. The main motive behind this will be to make Sikkim a Model State in the Health Sector, Mr. Chamling said.
He asked all the officials to keep strict vigilance on the outsiders who are filtrating into the state so as to protect the state from the anti-nationalist elements. He said that Sikkim might be a prey to the anti nationalist groups because of its peaceful and secured status and therefore the people should be alert and vigilant against any suspicious element.
Lastly he asked the officials to clear all the payments before the festival season so as to allow the employees to have a comfortable festival celebration.

During the interactive session with the public, Mr. Chamling declared for the construction of two storied cafeteria at Damthang bazaar and later on public’s requirement he also approved the construction of Haat Shed at Damthang.
