Gangtok:A meeting on subject of constitution of Urban Local Bodies and its effects on the Panchayat was held yesterday at the Samman Bhawan.The meeting chaired by Chief Minister Dr.Pawan Chamling stretched for nearly the whole day concluding at around 5pm with all aspects of the issue discussed threadbare, including delimitation and demarcation of both municipal and panchayat areas, reservations, rotation, etc with suggestions also forwarded by officials present.
The meeting was attended by Cabinet Ministers, MLAs, Adhyakashas, Upaadhyakhas, Heads of departments, BDOs.
Status reports on the Panchayat ward and municipal wards were presented by respective
HoDs. While the report on seat reservation was reportedly accepted, the matter on the demarcation was discussed and a general consensus arrived at going over the proposed demarcation of Urban Local bodies once again. As a result ,There is likely to be additional Panchayat wards created to accommodate these areas.
It was also decided that each GPU should have at least one Revenue Block and that division of the revenue blocks into more than one ward should be based on the population of GPU .It was reiterated that the contiguity of wards needed to be maintained and that the population of the wards should be evenly distributed as much as possible.
It was also decided that the maximum distance of a ward from the polling station should be 2kms.This has been stipulated due to the fact that in last elections polling booths in certain areas were15-20kms away.
It was also suggested that areas which claim to have population of more that 1000,efforts should be to make more wards.
The Chief Minister has directed that a committee look into the demarcation and delimitation of municipal areas and make assessment of the impact it would have on the Panchayat wards and reassess the demarcation of the municipal wards in certain areas in view of its undesired impact feared on the some rural areas.
This review of the urban demarcation exercise is to be dome immediately so that their reports can be presented,considered,and passed b the Cabinet and also discussed in the forthcoming Assembly session.
In view of this,the notification issued b the UD&HD on the demarcation of municipal wards may have to be modified and reissued in view of the latest developments.
The CM further directed that all areas falling within a distance of 100 feet below the national highway from Rangpo to Gangtok be included in the urban bodies.
