JICA threatens to reduce loan to Sikkim by half

Gangtok, Aug 22 (PTI) Raising a question mark on the forest department's capacity to fully utilise Rs 375 crore earmarked for development of forest resources in Sikkim, the Japanese International Cooperation Agency (JICA) has threatened to reduce its proposed loan to the state by half.

"The forest department should convince us as how it proposed to utilise the fund for the development of forest resources in Sikkim as it's capacity to do so has been found to be quiet low", a JICA official Ryotaro Hayashi said yesterday during discussion with the forest officials.

"The donor agency may decide to reduce the loan amount by half as the preparatory study conducted by JICA over the past two and a half months has found that the absorption capacity of the loan appeared to be quiet low keeping in view the executing agency's capacity to deliver," he said.
