SIKKIM CABINET MEETS



CABINET MEETS, APPROVES AND SANCTIONED VARIOUS SCHEMES AND PROPOSALS



  • GANGTOK, September 6: The State Cabinet, which met at the Tashiling Secretariat here on September 4, approved and sanctioned a number of proposals of various Departments.
    The meeting was chaired by the Chief Minister, Pawan Chamling and attended by Cabinet ministers and the Chief Whip.
  • The Cabinet approved the Roads and Bridges Department’s proposal to undertake the scheme of plantation and conservation works under the green mission during the current financial year with the total estimated cost of Rs. 94,00,000.
    The proposal for the surface improvement and widening work of 1st and 2nd km Sirwani-Sang road including approach road to mechanical workshop and office at Dochum, Sirwani, East Sikkim at the total cost of Rs. 95,00,000.
    The Cabinet also sanctioned the Department’s proposal seeking additional sanction of Rs. 10,06,691 on account of land, forest, house and damages compensation, for the construction of 1st to 2nd km road from Namchi Nayabazar road to Harrabotey in South Sikkim.
    Similarly, the proposal seeking revised administrative approval and financial sanction for the surface strengthening, premix carpeting and protective works on 1st to 9th km Gyalshing-Pelling road in West Sikkim at the cost of Rs. 2,39,83,000 as against the original sanction of Rs. 2,34,23,000 thereby seeking an additional cost of Rs. 5,60,466 was also sanctioned.
  • The Commerce and Industries Department’s proposal seeking administrative approval and financial sanction for the transfer of fund of Rs. 22.50 lakhs to the Zilla Parishad and Rs. 52.50 Lakhs to the gram Panchayat was given the nod by the Cabinet, along with the proposal seeking administrative approval and financial sanction of Rs. 24,26,400 during the current financial year to conduct 12 entrepreneurship development programme through the two District industries centers based at Jorethang (south/west) and Gangtok (north/east).
    The proposal for the work of surface strengthening of major roads in and around Gangtok at the cost of Rs. 3,61,87,000, capacity building programmes to be conducted by the Department at a cost of Rs. 20.53 lakhs and revised administrative approval and financial sanction for the work construction of multispan bridge over river Teesta at Gour in lower Dzongu in north Sikkim at the cost of Rs. 4,95,18,957 was also approved and sanctioned by the Cabinet.
  • The Energy & Power Department’s proposal for various works of strengthening, augmentation, replacement and improvement in the existing installations and related aspects of the Department at the total cost of Rs. 1723.75 Lakhs was also sanctioned.
    The Human Resource Development Department’s proposal for the procurement of textbooks for the academic session – 2007 at the total cost of Rs. 71,37,121 was also sanctioned.
  • The Rural Management and Development Department’s proposal to transfer Rs. 39,63,666 to the Land Revenue and Disaster Management Department for the purpose of acquisition of land and other properties for construction of PMGSY road at Chamchey, Wok, Upper Omchu, South Sikkim was also taken up and sanctioned.
    The proposal of the Social Justice, Empowerment & Welfare Department seeking administrative approval and financial sanction of Rs. 62.11 Lakhs and the transfer of the same to Rural Management & Development Department under tribal sub-plan for meeting the expenditure on compensatory afforestation for diversion of forest land for construction of rural water supply scheme from Ringyang and Chakmakey in West Sikkim was also sanctioned.
  • The Human Resource Development Department’s proposal for the release of grant in aid of Rs. 113.00 lakhs as State share for the scheme of Sarva Shiksha Abhiyan implemented on sharing basis of 75:15:10 between the Central Government, the DONER and the State Government was approved and sanctioned.
  • The proposal of Tourism Department seeking administrative approval and financial sanction of the IT project for development of Tourism in Sikkim a 100% Central scheme, and the sanction of the 90% of central financial assistance amounting to Rs. 44.96 Lakhs met with approval.
  • The Forest, Environment Wildlife Management Department’s proposal seeking administrative approval and financial sanction of Rs.199,68,731 to implement various green mission programme met with affirmation.
    The proposal seeking administrative approval and financial sanction of Rs. 88.43 lakhs for the implementation of integrated forest protection scheme under the 90:10 % sharing Central scheme; proposal pertains to the development of Mani Chokerling at Ravangla under 10 % provision for the north-eastern states and confirmation of the total financial sanction of Rs. 175.17 lakhs for the implementation of the scheme and specific approval to meet the State share from the tribal sub plan component was also taken up during the meeting.
    It was decided that the implementation of project would be through the Mane Chokerling development-cum-management committee and the total technical supervision and financial management including release of funds to be provided by the Urban Development & Housing Department.
  • The Rural Management and Development Department’s proposal seeking administrative approval and financial sanction to undertake the third phase work of landscaping and development of Ban-Jhakri water fall at Lower Sichey, Ranka, East Sikkim at the cost of Rs. 76,78,000 thereby raising the overall cost of the project to Rs. 2,82,47,822; the proposal seeking revised administrative approval and financial sanction for the construction of the block development centre at Sumbuk, South Sikkim at the revised cost of Rs.143.87 lakhs; proposal seeking revised administrative approval and financial sanction for the construction of model village at Rangrang, Yangang in South Sikkim at the revised cost of Rs. 5.55 Crores were all given the go ahead by the Cabinet.
    The proposal for the construction and restoration works of 96 numbers of various types of bridges at the total estimated cost of Rs. 490.22 lakhs and construction of a socio-cultural “Khangchendzonga tourist village cum amusement park” at Ranka with the tentative cost of Rs. 25.00 Crores for the present phase and approval to forward the Detailed Project Report to the Central Government seeking funding under Additional Central Assistance was also sanctioned by the Cabinet during the meeting.
