Photo:ChiefMinister with Planning Commissionof India ChairmanGangtok:The ruling Sikkim Democratic Front (SDF) observed its fourth year of government formation on Tuesday after assuming power in the year 2004 for third time in row.
Speaking on the occasion,Chief Minister Dr.Pawan Chamling laid stress to capacity building. "Unless We develop our human resources in all spheres, total development of the state will not be possible."
The government has already set up a compulsory capacity building programme by another two years in all departments and two percent of all department budgets has been allotted for that. The education system is being revamped and textbooks evaluated for that purpose.
Calling on the state to prepare a plan for skill formation for the state, Chief Minister Chamling asked people to evaluate the progress achieved in last 32 years since the state came in to existence and what the SDF Government has achieved in the past 13 years. The CM exhorted people to go for self-employment and bring self reliance to the state in the next 10years.
Dr.Pawan Chamling asked government officials not to mix up administrative decentralization with empowerment for rural people through Panchayats & BDO's.
