GANGTOK, April 12: The President to Sikkim Pradesh Congress Committee (SPCC) Nar Bahadur Bhandari in his existing New Delhi tour today met Prime Minister Dr Manmohan Singh expressing dismay over several lapses of the Sikkim Democratic Front (SDF) government.
Bhandari today also announced that the Supreme Court Public Interest Litigation (PIL) filed against the Chief Minister Pawan Chamling against possession of assets disproportionate to his known source of income filed by Kunga Nima Lepcha and three other Congressmen has been listed by the Registrar of Supreme Court for a hearing on 14 May.
The news about listing of the case with the Registrar of Supreme Court, however, was turned down by a senior official of the state government today confirming the case to be still in a pleading stage and locus standi of the petitioner is yet to be proved.
Significantly, as Congress sources in the Capital today informed of filing a rejoinder on 4 April – the last date of which was 5 April, while sources in the state government informed the petitioner made a delay in filing the rejoinder.
Kunga Nima Lepcha, BC Sarda, PR Subba and Major T Gyatso on July 2006 filed a Public Interest Litigation with the Supreme Court of India against Chief Minister Pawan Chamling of disproportionate assets against his known source of income, following which the first notice of Supreme Court was issued on 14 August, last year. With the Chief Minister, the other two respondents are the state government and the Union Home Secretary.
The last date for submission of affidavit for the respondents was 29 September 2006 to which the respondents sought more time then, accordingly awarded 4 weeks time. On 10 January, the Registrar of Supreme Court again extended another 4 weeks for the respondents to file the affidavit.
The SPCC President Nar Bahadur Bhandari today also met Prime Minister Dr Manmohan Singh with a catalog of complaints against the SDF government alleging rampant corruption and deteriorating law and order situation in the state. Pointing at the recent report of Comptroller and Auditor General (CAG) that reveals every new born child in Sikkim to be born with a debt of Rs 33,000, NB Bhandari today went as much to invite President’s rule in the state at the earliest.
