SNT BUSES TO UNDERGO A FACELIFT


GANGTOK, September 6: The light blue blues ran by the Sikkim Nationalised Transport (SNT) will soon undergo a much-needed make-over.
The Transport Department, in an effort to revamp one of the oldest institutions of the State, has decided to go for a change in the colour scheme and logo of its fleet of buses.
A proposal seeking approval in this regard was placed by the Department before the State Cabinet here on September 4.
The meeting decided that the colour of the SNT buses should be that of the traditional SNT colour of blue and grey, with blue on the upper portion and metallic shining grey on the lower half.
As far as the logo is concerned, it was decided that it should be of one brand only, either of the snow lion or the red panda and not both, as it is as of now.
Although the general consensus was that it should be of snow lion, as it was in the past, the Cabinet approved ‘red panda’ as the logo.
It was also decided that the colour coding and the logo should be adopted in a phased manner so as to defray the cost of one time conversion.

CABINET MEETS, APPROVES AND SANCTIONED VARIOUS SCHEMES AND PROPOSALS



  • GANGTOK, September 6: The State Cabinet, which met at the Tashiling Secretariat here on September 4, approved and sanctioned a number of proposals of various Departments.
    The meeting was chaired by the Chief Minister, Pawan Chamling and attended by Cabinet ministers and the Chief Whip.
  • The Cabinet approved the Roads and Bridges Department’s proposal to undertake the scheme of plantation and conservation works under the green mission during the current financial year with the total estimated cost of Rs. 94,00,000.
    The proposal for the surface improvement and widening work of 1st and 2nd km Sirwani-Sang road including approach road to mechanical workshop and office at Dochum, Sirwani, East Sikkim at the total cost of Rs. 95,00,000.
    The Cabinet also sanctioned the Department’s proposal seeking additional sanction of Rs. 10,06,691 on account of land, forest, house and damages compensation, for the construction of 1st to 2nd km road from Namchi Nayabazar road to Harrabotey in South Sikkim.
    Similarly, the proposal seeking revised administrative approval and financial sanction for the surface strengthening, premix carpeting and protective works on 1st to 9th km Gyalshing-Pelling road in West Sikkim at the cost of Rs. 2,39,83,000 as against the original sanction of Rs. 2,34,23,000 thereby seeking an additional cost of Rs. 5,60,466 was also sanctioned.
  • The Commerce and Industries Department’s proposal seeking administrative approval and financial sanction for the transfer of fund of Rs. 22.50 lakhs to the Zilla Parishad and Rs. 52.50 Lakhs to the gram Panchayat was given the nod by the Cabinet, along with the proposal seeking administrative approval and financial sanction of Rs. 24,26,400 during the current financial year to conduct 12 entrepreneurship development programme through the two District industries centers based at Jorethang (south/west) and Gangtok (north/east).
    The proposal for the work of surface strengthening of major roads in and around Gangtok at the cost of Rs. 3,61,87,000, capacity building programmes to be conducted by the Department at a cost of Rs. 20.53 lakhs and revised administrative approval and financial sanction for the work construction of multispan bridge over river Teesta at Gour in lower Dzongu in north Sikkim at the cost of Rs. 4,95,18,957 was also approved and sanctioned by the Cabinet.
  • The Energy & Power Department’s proposal for various works of strengthening, augmentation, replacement and improvement in the existing installations and related aspects of the Department at the total cost of Rs. 1723.75 Lakhs was also sanctioned.
    The Human Resource Development Department’s proposal for the procurement of textbooks for the academic session – 2007 at the total cost of Rs. 71,37,121 was also sanctioned.
  • The Rural Management and Development Department’s proposal to transfer Rs. 39,63,666 to the Land Revenue and Disaster Management Department for the purpose of acquisition of land and other properties for construction of PMGSY road at Chamchey, Wok, Upper Omchu, South Sikkim was also taken up and sanctioned.
    The proposal of the Social Justice, Empowerment & Welfare Department seeking administrative approval and financial sanction of Rs. 62.11 Lakhs and the transfer of the same to Rural Management & Development Department under tribal sub-plan for meeting the expenditure on compensatory afforestation for diversion of forest land for construction of rural water supply scheme from Ringyang and Chakmakey in West Sikkim was also sanctioned.
  • The Human Resource Development Department’s proposal for the release of grant in aid of Rs. 113.00 lakhs as State share for the scheme of Sarva Shiksha Abhiyan implemented on sharing basis of 75:15:10 between the Central Government, the DONER and the State Government was approved and sanctioned.
  • The proposal of Tourism Department seeking administrative approval and financial sanction of the IT project for development of Tourism in Sikkim a 100% Central scheme, and the sanction of the 90% of central financial assistance amounting to Rs. 44.96 Lakhs met with approval.
  • The Forest, Environment Wildlife Management Department’s proposal seeking administrative approval and financial sanction of Rs.199,68,731 to implement various green mission programme met with affirmation.
    The proposal seeking administrative approval and financial sanction of Rs. 88.43 lakhs for the implementation of integrated forest protection scheme under the 90:10 % sharing Central scheme; proposal pertains to the development of Mani Chokerling at Ravangla under 10 % provision for the north-eastern states and confirmation of the total financial sanction of Rs. 175.17 lakhs for the implementation of the scheme and specific approval to meet the State share from the tribal sub plan component was also taken up during the meeting.
    It was decided that the implementation of project would be through the Mane Chokerling development-cum-management committee and the total technical supervision and financial management including release of funds to be provided by the Urban Development & Housing Department.
  • The Rural Management and Development Department’s proposal seeking administrative approval and financial sanction to undertake the third phase work of landscaping and development of Ban-Jhakri water fall at Lower Sichey, Ranka, East Sikkim at the cost of Rs. 76,78,000 thereby raising the overall cost of the project to Rs. 2,82,47,822; the proposal seeking revised administrative approval and financial sanction for the construction of the block development centre at Sumbuk, South Sikkim at the revised cost of Rs.143.87 lakhs; proposal seeking revised administrative approval and financial sanction for the construction of model village at Rangrang, Yangang in South Sikkim at the revised cost of Rs. 5.55 Crores were all given the go ahead by the Cabinet.
    The proposal for the construction and restoration works of 96 numbers of various types of bridges at the total estimated cost of Rs. 490.22 lakhs and construction of a socio-cultural “Khangchendzonga tourist village cum amusement park” at Ranka with the tentative cost of Rs. 25.00 Crores for the present phase and approval to forward the Detailed Project Report to the Central Government seeking funding under Additional Central Assistance was also sanctioned by the Cabinet during the meeting.

RIDGE PARK IN GANGTOK TO BE RENAMED AFTER SIKKIM'S LAST CHOGYAL

GANGTOK, September 6: In a befitting tribute to Sikkim’s last Chogyal, State Government has decided to name the Ridge Park located here near the White Hall-Palace road, as the “Chogyal Palden Thendup Namgyal Park.”
The State Cabinet, which met here on September 4, approved the proposal of the State Forest, Environment & Wildlife Management Department seeking this change in name.

All Dzongu projects stalled


A review committee on hydel projects in Dozngu constituted.
Gangtok, Sept. 6: The Sikkim government has ordered that work on all the five hydel power projects in Dzongu, North Sikkim, be stopped for now.
The government has also constituted a committee to review the projects. The projects were supposed to have come up at Ringpi, Lingza, Rukel, Rangyang and Panam.
The government order is being seen as a victory for members of Affected Citizens of Teesta (ACT) who had been protesting against the hydel power projects.
The decision was notified through an order issued today by the home department. The review committee will have Sikkim chief secretary N.D. Chingapa as the chairman, additional chief secretary T.T. Dorji, the development commissioner and ACT president Athup Lepcha as members. Pintsho Namgyal Lepcha, a resident of Lingthem in Dzongu, and environmentalist Sanjay Kumar Jain will also be part of the team. The principal chief engineer-cum-secretary for energy and power, D.D. Pradhan will be the member secretary.
The committee has been asked to submit its report within 100 days from today.
ACT had begun its agitation more than two months ago with the demand for scrapping of all the five projects proposed for the Lepcha reserve of Dzongu in North Sikkim. It had argued that the projects would disturb the ecological balance of the area and hurt the religious sentiments of Lepchas.
The members of the organisation simultaneously began relay and indefinite hunger strikes in support of their demand. With time the movement secured support even from people in the Darjeeling hills. Later, the organisation scaled down its demands and asked for an impartial committee to review the projects. Sikkim chief minister Pawan Chamling then appealed to ACT members to call off the fast and resolve the issue through talks.
The government today also advised the ACT president to call off the relay hunger strike immediately to enable the committee to deliberate on the matter in a congenial atmosphere.
The relay hunger strike has completed 77 days.

Highways to hills blocked again

Siliguri/Kurseong, Sept. 7: A series of fresh landslides late last night disrupted traffic movement on NH 31A.
The highway connects Sikkim and Kalimpong with the rest of the country
The mudslips occurred at Hatisuray, Melli (50km from here) and between Likhubir and Teestabazar (40km from here). The BRO had cleared the debris at Hatisuray, 26km from here, yesterday and vehicles were allowed to pass after being stranded for two weeks. Today the road was opened after three in the afternoon.
“We cleared the debris near Hatisuray yesterday evening with the help of National Hydroelectric Power Corporation (NHPC) workers. But heavy showers last night again led to the blocking of the road,” said a BRO official.
The met office at Jalpaiguri has forecast the possibility of heavy rainfall in the next 24 hours. Kalimpong and Sevoke have recorded 153.4mm and 86.5mm of rainfall respectively in the past 24 hours.
The road link from Siliguri to Kalimpong via Gorubathan and Lava is yet to be opened.
“The BRO officials have assured us that the road will be restored within the next 24 hours, if the weather permits. Restoration work is also going on in different parts of NH 31A,” said Darjeeling district magistrate Rajesh Pandey.
In Kurseong, boulders blocked NH 55 at 14th Mile around 7.30 this morning. The debris covered the entire road stopping toy train services from Siliguri to Kurseong. Heavy vehicles that mostly use NH 55 while going to Darjeeling were left stranded for nearly seven hours. Smaller cars used the alternative routes via Pankhabari and Rohini.
“The road was cleared by 2pm. However, the toy train tracks are still under the debris. We expect to remove the debris by tomorrow,” said Dibyendu Das the subdivisional officer of Kurseong.
This is the second time in less than a week that boulders came down at 14th Mile leading to closure of the road. Last time the road was closed for three hours

Review Committee on Hydel Projects in Dzongu,North Sikkim

GANGTOK, September 07: The State Government has constituted a Review Committee to examine issues relating to implementation of hydel projects in Dzongu area in North Sikkim and to make suitable recommendations to the State Government.
The committee comprises of the Chief Secretary as the Chairman, Additional Chief Secretary, Development Commissioner, Athup Lepcha, Dzongu, Pintsho Namgyal Lepcha, Lingthem, Dzongu, Sanjay Kumar Jain, Environmentalist as members and PCE-cum-Secretary, Energy and Power Department as the Member Secretary.
As per the notification, the committee will have to submit its report within 100 days from the date of issue of the notification. However, according to a Notification No 90/Home/ 2007, dated 06/09/2007 issued by Home Department, all activities in the five projects in Dzongu area namely, Ringpi, Lingza, Rukel, Rangyang and Panan shall be stopped with immediate effect till the submission of its report by the committee.
The State Government has advised the President, Affected Citizens of Teesta to call off the relay hunger strike immediately so that the committee is able to deliberate on the matter in a congenial atmosphere.
Sources have indicated that ACT will be holding a meeting tomorrow to discuss on this latest development.
It may also be mentioned here that the ACT has been demanding for independent members in the review committee.

Danny Denzongpa reigned supreme as baddie in Hindi films till he lost out Gabbar’s role to Amjad Khan. The Sikkimese actor treks down the past.


Danny Denzongpa prefers to be a recluse. He is rarely he spotted at any of the media circuses. He lets his “work to do the talking”. He can boast of one of the rarest attributes of a star today - exclusivity ! He’s old-fashioned in thesense that he doesn’t respond to SMSes, but can be contacted via his trusted business manager of years, Madan Arora. In a formal fax, Madanji cautions me that I had better be on time for “Dannyji is a stickler for punctuality”. Feeling weighed down by the constraints of formality I tip-toe into Denzongpa’s stylish Brewery office in Andheri, Mumbai. Beaming genially, Danny exudes an old-world charm as he takes his seat “after you”! Chivalrous and courteous, he orders for chai and cookies. The cloud of apprehension clears and then like two long-lost pals, we catch up with his vintage years.
Yoga Instructor

He grew up in the lap of Himalayas in the picturesque state of Sikkim. But for his mother’s entreaties, Danny would have been an army officer! He had even cleared the Armed Forces Military College but his mother dissuaded him and he ended up joining the Film & Television Institute in Pune instead.His unconventional Oriental looks had no takers in the film industry. “They would look at my photographs and shrug sympathetically, urging me to go back home and seek good work. ‘This is no place for you’, they would tell me,” guffaws Danny after a 36-year successful stint in films.Those were tough times and Danny even taught Yoga at the film institute to his juniors like Asha Sachdev, Shabana Azmi and Romesh Sharma. “But I never gave up and B R Ishara gave me my first break in Zaroorat,” he recalls.
Jaya’s letter

It was in Screen that he read about Gulzar remaking the Bengali hit Apan Jan, realising the tremendous potential of the youth film, he applied for the role that had already gone to Shatrughan Sinha. “My good friend, Jaya gave me a letter of introduction to Gulzar and I volunteered to play the role of a ventriloquist in the film,” he reminisces fondly. Danny promptly located a dummy maker in a Bandra shanty and learnt the mechanics of the puppet that would remain perched on his shoulder all through the film. His dedication paid rich dividends and the film was his first release and a hit.However, his fondest memory of the film is that of the legendary Meena Kumari, “She was very sick by then, but was simply exemplary as Nani ma in the film. She would recite her shaayari to us during the breaks,” he recalls emotionally.
Path of villainy

When noted filmmaker, B.R. Chopra awarded him the highest score in his FTII examination, he also promised him a role in his film. But when Danny approached him for the role of the aging, crippled, sadistic husband of Zeenat Aman in Dhund, he was told that the role was taken by his friend Amitabh Bachchan, “But as luck would have it, his Anand became a hit and he wasn’t keen on playing negative roles any longer. The role went to Shatrughan Sinha who didn’t report on time for shoot on the very first day and finally it landed in my lap,” narrates Danny. Chopra wasn’t convinced. He found Danny far too young for the role. The very next day, Danny donned the aged look with the expert help of veteran make-up artiste Pandhari Juker. The film was wrapped over a month-long spell in Mahabaleshwar. Dhund also hit bulls eye. And quite unwittingly, Danny was committed to a path of on-screen villainy.
Shashi’s brother !

Distributors demanded that Danny be included in all big-budget films, he was considered the lucky mascot. N.N. Sippy had earlier cast him in Chor Machaye Shor and approached him for the role of Shashi Kapoor’s lost-and-found brother in Fakira. “I laughed at N.N. Sippy when he. How absurd that a fair and handsome Punjabi-like Shashi to have a chinky-eyed brother like me. ‘Won’t they question the paternity of the brothers?’ I objected,” he recalls quaking with laughter. But no questions were raised, viewers lapped up the emotional saga and Fakira was a huge hit!Director C P Dixit demanded that Danny cry copiously in the climax scene, but Danny objected. The melodrama was turning out to be too much for his FTII sensibility. Shashi used to work in three shifts those days and he had no patience with Danny’s artistic emotions, “You are being paid to cry,” he hollered at Danny and reluctantly Danny dabbed his eyes with glycerine and over-emoted. “I went to watch people snigger on the opening day and to my surprise all the women around me were sniffing into their ’kerchiefs and I was mobbed after the show! After that I never asked any questions, I became a lamb on the sets,” he says shaking his head.
Hit parade

Eight hits in a row - Mere Apne, Zaroorat, Chor Machaye Shor, Kalicharan, Kala Sona, Fakira, Laila Majnu and Dhund - Danny became the numero uno villain of his times. His stint as a top baddie continued unabated. But Danny never spread himself too thin, he worked on his own terms. Never worked on Sundays and took an annual vacation during summer. “I insisted on shooting in cooler climes away from Mumbai’s October heat and producers agreed,” he recalls with disbelief. But then success is the operative word in the film industry. Danny was riding the crest of success but his heart pined for the open spaces and he was getting claustrophobic in his urban trappings. “I really thought of buying a helicopter and flying down to Mumbai for shootings from Mahabaleshwar. But then I stopped short and thought, next I may want to go and live on the moon, there is no end to wanting...”reflects Danny in a typically Buddhist manner.
Loss and gain of Gabbar

Being the top baddie, Danny was the chosen one for Ramesh Sippy’s Sholay, “But I had already alloted my dates to Feroz Khan for Dharmatma which was to be shot in Afghanistan and there was no way I could have backed out of it,” informs Danny without a trace of remorse.Wasn’t Gabbar’s role his biggest professional loss? “No!” he states emphatically,”Amjadbhai became the greatest villain of our times and hiked his fees enormously. He brought dignity and status to character artistes. After Sholay, as the number two, my fees shot up eight times over. I have gained enormously from the loss of Gabbar to Amjad,” he reasons.
Solace in substance
“I realised I had become so stale that I didn’t watch myself on-screen,” he says by way of self-analysis, “How tedious it must be for the audience then? I decided to cut down on cliched work,” he muses. Danny thumbed down run-of-the-mill roles, making way for significant projects like Khuda Gawah in the role of Khuda Baksh,”My riding skill and Urdu diction were put to best use,” he notes happily.Over the years, Danny has hand-picked interesting roles in exciting projects like Krantiveer, Asoka, 16 December, Shikar and the latest addition to his tally of films, Frozen, a black-and-white film shot on-location in Ladakh, in which Danny essays the central role of Karma,” I have modelled it on my father, I pray just like him in the film, I have borrowed many of his gestures,” he elaborates. Frozen will be screened at the Toronto Film Festival.“Guru Dutt was never a hit filmmaker but his films still play somewhere or the other all over the world and he is immortalised in cinema, that makes me think,” he spells out his career strategy thus.
Nirvana in a brewery
Danny backed a school teacher for his radical views during state elections in Sikkim. He won the election hands down and was appointed the Chief Minister. “He summoned me to Gangtok during one of my camping vacations in the Himalayas, I had to borrow my brother’s suit to meet him and then he slipped the brewery licence into my pocket,” relates he. Not realising the worth of it, he was ready to sell it off, but he was alarmed at the market price being offered for the permit. “I woke up and put up the brewery,” he explains. Since then, he has resisted all marketing initiatives of putting his face on the labels of his brew, he is resentful of the ‘filmi’ brand names that they have given the beer bottles that he sells, “Imagine one of them is called He Man and another Jungle King and there is one called Hit,” he jokes.But now Danny is content,”I just flow with life, I have no ambition, no expectations, no greed,” he surmises, adding that he is privileged. His son is still in school and he does evince an interest in films. What Padma Shri Denzongpa longs for these days is a quick game of table tennis with his pal Amitabh Bachchan,”who’s too busy with his work” and the role of legendary Genghis Khan!

Delhi to host 'Indian Idol 3' grand finale on 23 Sept


NEW DELHI: The finals of the third edition of Indian Idol will take place in Delhi on 23 September as a two-hour musical extravaganza.

After the elimination of Ankita Mishra last week, the three contestants in the fray are Amit Paul from Shillong, Prashant Tamang from Darjeeling and Emon Chatterjee from Kolkata.
Soon after the elimination of one more contestant, the reality TV show from Sony will see its two finalists go on a nationwide promotional-cum-concert tour, before coming to Delhi.
The winner will be trained by Sony BMG for one year before recording the first album to bring perfection to his voice. In addition to a recording contract with Sony BMG, the winner will be awarded a contract worth Rs 10 million with Sony Entertainment Television.

The third edition was different in terms of the number of Indian cities it had covered – 12 - apart from two foreign destinations during the audition stages.
The auditions rounds were held in Jodhpur, Bhubaneswar, Hyderabad, Amritsar, Srinagar, Nagpur, Vadodra, Bhopal, Kampur, Delhi, Kolkata and Mumbai.

2 Days Session of Sikkim Assembly begins


Gangtok,Sep06 : The two days session of the Sikkim Legislative Assembly commenced today on September 6th to discuss matters related to finance and general business. The Chief Minister Dr. Pawan Chamling arrived to attend the session along with all Sikkim Democratic Front MLAs and also in attendance was alone Sikkim Congress MLA Shree AcharyaTshering Lama.
The Session was called to order by Shri Dawa Norbu Takarpa, Speaker after observing a minute of silence in respect of departed soul of first chief minister of Sikkim late Kazi Lhendup Dorjee.
Dr. Chamling presented bill for amendment in Panchayat bill as well as Sikkim Prison Act while D.D.Bhutia,Minister UD&HD presented amendment bill for Sikkim Municipalities Act . The amendment bill for Sikkim Companies Act was presented by Shri R.B.Subba, Law Minister.

The 2 days session is likely to pass amendments in a number of Acts which Includes Sikkim Companies Act, Sikkim Panchayat Act, Sikkim Prison Act. etc. The most significant amendment involves in Panchayat Act which would increase the reservation quota for women from present 33% to 40 % at Panchayat level.

It may be recalled that session of SLA earlier scheduled for August 9 was cancelled due to some unavoidable circumstances. The Assembly session assumes significance also as it is being held after protest hunger strike on hydel projects in Dzongu which was called off after 63 days on personal appeal of Dr. Chamling.

HIGHWAY OPENS FOR LARGE VEHICLES

GANGTOK, September 05: The National Highway 31-A, which was closed for 12 days, was opened for all vehicles from late afternoon today.
This news has come as a relief from all sections of the society. It is also learnt that the NHPC had chipped in their help for the opening the Highway.
The Highway was closed since August 25 following massive landslides near the Coronation Bridge, West Bengal. With the only lifeline of Sikkim, NH 31-A being damaged for so many days, the State faced lots of hardships in terms of transportation of essential commodities.
Even the Sikkim Nationalized Transport Department affected the State’s exchequer as all the trucks and buses stopped during the road closure.
Lines of tankers have entered Rangpo and there are signs that the shortage of petrol, diesel, LPG and other essential commodities will soon be over.

SIKKIM GOVT ORDERS RATIONING OF PETROL AND DIESEL


NH 31A BLOCKADE: Serpentine queues at Petrol pumps in Gangtok

GANGTOK, September 6: The supply of essential commodities are fast depleting in Sikkim, even as the State Government has directed the concerned Departments to ensure adequate supply and stock to tide over the situation.
While fervent efforts are on to clear the landslide near Coronation Bridge which has disrupted traffic along National Highway 31A, cutting off supplies to the State for the past 12 days, the essential commodities are also fast running out.
Today afternoon, almost all petrol pumps located along the NH31A here saw serpentine queues of vehicles waiting to be filled up.
The SNOD petrol pump at Deorali had finished the stock of petrol by 5 pm this evening, although a long queue of vehicles was still seen waiting in vain.
Further down, the Maskey and Khangri Petrol pumps were rationing Petrol and Diesel as per the orders issued by the Department of Food and Civil supplies today.
A circular was issued by the Department today directing all Petrol pumps to ration Petrol and diesel “in view of the incessant rain and consequent disruption of road linkages between Siliguri and Sikkim.”
The Petrol pump outlets have been directed to distribute High Speed Diesel only 10 litres per heavy vehicle and only 5 litre per light and passenger vehicle with immediate effect.

The owner of Maskey Petrol Pump, owner Bidhan Pradhan said that he managed to get the last stock of Petrol today from sole Indian Oil Corporation (IOL) depot located Baghey Khola near Singtam. He hoped that he would be able to get some supply from Siliguri tomorrow.
The IOC depot has also reportedly run out of Petrol and Diesel stocks.
Only small amounts of fresh supply of essential items had been made since the heavy landslide took place. The existing stock of essential commodities available in the market may not last much longer if the present state continues

Solophok,South Sikkim : a tourist-cum-culture centre


Gangtok,Sept06: South Sikkim is gearing up for more activities to emerge as a hotspot for tourists. After installation of 135 feet tall statue of Guru Padma Sambhava, a statue of Lord Shiva 108 feet high is in the making opposite to the former at Solophok in South Sikkim. The planning which focuses on providing a comprehensive package of pilgrimage tourism for Hindus, also has in its fold an 18 feet tall statue of Kirateswar, the other nameof Lord Shiva, in the Southern direction.It is in the scheme of things to develop Solophok, which is five kilometer away from District Headquarter Namchi, as a replica of all important Char Dham for Hindus. The stream of water (call ganges) to flow from Shiva’s head will be from Rangit river pumped up to the required height! After its completion in about 36 month, the site will be a composite replica of all the four Dhams – Sri Badrinath Dham (north), Sri Ramaswar Dham (south), Sri Jagannath Dham (east) and Sri Dwarka Dham (west).The 108 feet statue of Lord Shiva will be encircled and supported by a girdle of twelve Jyotirlingams. Besides attracting the tourists, the Char Dham spread over 25 acres of scenic and picturesque landscape, will also serve as a cultural centre. The project at an estimated cost of Rs. 34.7 crore is being executed by Hindustan Electrical Construction limited.

PRASHANT TAMANG VISITS HOME TOWN DARJEELING

Darjeeling, Sept 3: After reaching on the top three positions in Indian Idol, Prashant, surprised day long schedule was conducted by Sony entertainment for his home town, Darjeeling, it was also the big surprised for the crew of Sony entertainment, the complete turn-over of Prashants’ mass fans in Darjeeling never witnessed before.

He was received by the fans from Darjeeling hills with almost 200 vehicles from hills, when he traveled on Darjeeling Mail from Calcutta and arrived at New Jalpaiguri station, tight security was provided. He was brought up to Darjeeling in an open top jeep, he was felicitated on the way by the fans with ‘Khadas’, flowers and musical bands. It took seven hours to reach Darjeeling.

Prashant was taken to St Robert’s School for felicitation programme by his school. He also visited at Chowrastha and witnessed the cultural programme organised by DGHC, despite the fear of stampede. Later in evening, he was felicitated at the St Joseph’s ground by former councilor Mr. Bimal Gurung and his group. The programme was organised for him where he performed few numbers at the venue. St. Joseph’s ground was completely covered with mass fans of Prashant from Nepal, Sikkim, Dooars and Darjeeling hills.

He stayed at Hotel Anand Palace and left Darjeeling at 8 am on Sept. 4.

ALLOCATION OF FUNDS DIRECTLY TO PANCHAYATS

New Delhi, September 6: No decision has been taken by the Union Government to allocate funds directly to Gram Panchayats. However, one of the goals set by the Government in the National Common Minimum Programme is to ensure that funds going to the Panchayats are neither delayed nor diverted. In pursuance of this goal, a Committee in the Ministry of Panchayati Raj went into this issue in detail and submitted its report in May, 2005. In pursuance of the recommendations of this Committee, the Ministry of Panchayati Raj supports the position that financial inflows meant for Panchayats should first flow into the Consolidated Fund of State Governments, but should then be speedily transferred direct to the Panchayats "without delay or diversion". Releases of funds on the basis of recommendations of the Twelfth Finance Commission and under the BRGF Programme conform to this pattern of fund flow. This information was given by Shri Mani Shankar Aiyar, Minister of Panchayati Raj, Youth Affairs & Sports and DoNER in the Lok Sabha today in a written reply to a question by Shri Harisinh Chavda.

Gangtok, September 6: The Government has approved construction of 27 road links along the India-China border at an estimated cost of Rs. 912 crore. The Government has simultaneously initiated action for obtaining forest and environmental clearances wherever required. Upgradation of infrastructure along borders is continuously reviewed. These road link projects are expected to be completed by 2012-13. An amount of Rs. 3.16 crore has been released to the executing agencies for the preliminary works. This information was given by the Minister of State for Home, Smt. V.Radhika Selvi in written reply to a question in the Rajya Sabha today

The capital and the rest of Gangetic Bengal have been warned of heavy rain in the next 48 hours. A cyclonic circulation over Calcutta has been drawing moisture from the Bay of Bengal. Along with it, the monsoon trough has become active again across Gangetic Bengal.
“Under the influence of the two atmospheric systems, there is likely to be heavy rainfall in Calcutta and other parts of Gangetic Bengal in the next 48 hours,” G.C. Debnath, the director of the weather section at Regional Meteorological Centre, Alipore, said on Wednesday
We are also expecting heavy to very heavy rainfall in north Bengal, Sikkim and the Northeast in the next two days,” said a Met official
There are reports that Jorethang- Geyzing is road is blocked again and similar incidences also has been reported from other parts of West and South districts of Sikkim.

NH-31A reopens after 11 days


GANGTOK, Sept 5: Closed since 25 August following a major landslide at Hattisurey in Kalimpong sub-division, the National Highway 31A reopened today. "We employed 20 workers and three excavators to clear the road of debris. The process to reopen the road got delayed owing to heavy downpour over the past few days," said a senior Government Reserve Engineering Force official. "This is the first time that more than a week has been taken to clear a road in the region. The NHPC officials also helped us to restore the road," the official, added.NH-31A, the only road that links Sikkim to West Bengal, is the lifeline of Sikkim and Kalimpong. The closure of the road had resulted in shortage of essential commodities in the state. Prices of vegetable and other essential items had skyrocketed in the region following the closure of the highway. The lorries had to ply through the Mall Bazaar, Algaraha, Lava and Reshi to reach Siliguri from Gangtok in three days. The GREF workers battled for 11 days to reopen the important road. On Sunday, the road was opened to traffic for nearly half-an-hour. The GREF team had to carry out controlled explosions to break heavy boulders in a bid to clear the road.

Chamling calls for education promotion


GANGTOK, Sept 5: Sikkim chief minister Mr Pawan Chamling today said that environment and biotechnology will be introduced as two prime subjects in upcoming full-fledged Central University of Sikkim. Addressing a programme on the occasion of Teachers' Day here today, Mr Chamling, said: "Teachers should sharpen their students and make them eligible to grab this opportunity."

The CM, however, said that mushrooming of private educational institutes would not be allowed. "The world has reached very far in terms of quality of education, but Sikkim is still lagging behind. There should not be any age bar for teachers to upgrade their education and to sit in higher educational exams," he added. Mr Chamling said setting up of the Central university is a big achievement for the state. “It would help the students in pursuing various degrees,” he said.

Two Sikkim Teachers Gets National Awards

New Delhi Sep 05 : President Pratibha Devisingh Patil on Wednesday gave away national awards to 314 primary and secondary school teachers in recognition of their meritorious public service on the occasion of Teacher's Day.
The awardees for 2005-06 included 88 lady teachers, 11 Sanskrit teachers, three Arabic teachers, and 12 teachers for promoting education of children with disabilities. The award carries a silver medal, a certificate and Rs 25,000 in cash.

Tashi Topgay Bhutia,Principal of VC Ganju Lama School,Ravangla and Kamaldas Rai ,a primary teacher from Mikholey primary School were among those who were awarded by President of India.
Praising the public service of teachers, Patil exhorted all present at the function at Vigyan Bhawan here to continue with their endeavour to educate future citizens of the country.
Beside state boards, the award also covers teachers of Sainik Schools, Navodaya Vidyalaya Samiti (NVS), Kendriya Vidyalaya Sangathan (KVS), schools affiliated to the Central Board of Secondary Education (CBSE), Council for the Indian School Certificate Examination (CISCE), Central Tibetan Schools Administration (CTSA) and schools run by the Atomic Energy Education Society.
Thirty-three Special Awards were earmarked for teachers who involved in the inclusive education of children with special needs.
In order to be eligible for the award, a regular classroom teacher should have at least 15 years of continuous service on the date of consideration. For principals and headmasters the eligibility is 20 years.
The process of selection begins at the district level under a committee headed by the district education officer or district inspector of schools. Based on their recommendations, a state award committee under the director of education examines the district awardees' lists and passes on the recommendations to the centre based on a quota.
The national award-winning teachers had met Prime Minister Manmohan Singh at his official residence Tuesday.
Commending the teaching community for their vital role in building the nation, Singh stressed on the need for better educational facilities for children.
Speaking to the teachers, he said, "I am now in politics but I am a teacher by profession. I have taught in the universities of Punjab, Delhi, Oxford and Cambridge and my heart is still for the teaching profession."
The National Award for teachers was instituted in 1958. Since the mid 1960s, the awards have been officially given on Teacher's Day, which is observed in honour of former president of India S Radhakrishnan, a renowned philosopher and teacher

Gangtok ,Sep 05 :Sikkim is all set to take a radical step towards women empowerment with the cabinet approving today Chief Minister's suggestion for an even higher than recommended reservation of seats for women in Panchayat bodies of Sikkim.
Chief Minister Dr.Chamling soon upon his return from New Delhi, called a meeting with his party legislators at his residence at Mintokgang during which he brought up the proposal of increasing the percentage reserved for women in Panchayats elections from present 33% to 40%.


The percentage of seats reserved for women in Panchayats bodies all over the country is capped at 33% as decreed by the Govt.of India.
However,33% slab is the minimum required and it can be increased at higher level on prerogative of state governments.Sikkim at present also have 33% slab of reservation for women.
This generous enhancement in Sikkim poises state to become an even more unique state and add another firsts to many of other firsts achieved under the ChiefMinistership of SDF leader Dr. Chamling.
The approval of cabinet of this proposal of Chief Minister makes way for bringing it up again for approval in upcoming SLA session scheduled from tomorrow as relevant amendments would be made in the Sikkim Panchayat Act to incorporate now higher reservation level for women reaching up to 40%.
It is also endeavour of Dr. Chamling to make sure that newly proposed reservation quota for women is implemented in Panchyats election scheduled later this year.The new reservation format ,apart from ensuring a stronger presence of women at the grass root level of leadership and also handle the complications of calculating 33% quota as experienced in small states like Sikkim such as 5 member panchayat required 1 1/2 seat reservation for women on 33% slab.The level of 40% would provide 2 out of 5 for women members.

The Cabinet meeting also reported to have discussed Bills to be presented in the SLA during its session beginning from September 06,2007 which would include Sikkim Police Bill,Sikkim Prisons Bills, and also the bill for first amendment to Sikkim Municipalities Act besides proposed amendment to Sikkim Panchayat Act as approved by cabinet.

Sikkim seeks more Electronic Voting Machines


GANGTOK, September 05: The State Election Commission has placed a demand for more Electronic Voting Machines with the Chief Election Commissioner N Gopalaswami.
GK Subba, Chief Election Commissioner of Sikkim, who met Mr. Gopalaswami recently said that the Commissioner has responded positively over the demand placed.
Mr. Subba informed that a demand of more than 1000 voting machines has been made with the Election Commission for the ensuing Panchayat polls in the State.
Similarly, it was also informed that the final list of the contestants would be out on September 10 and 11 with possibilities of Limboo and Tamang seat reservation as per the Article 233 of the Constitution.
Mr. Subba also said that that altogether four EVMs would be installed this time in each of the polling booths all over Sikkim out of which two will be strictly kept as stand bys.
Massive work is in progress for the Panchayat elections in the State, which is scheduled to be held in the month of October.

If birthplace Darjeeling had swept him away with adulation on Monday, second home Calcutta wasn’t too far off the mark on Tuesday.
When Indian Idol 3 finalist Prashant Tamang passed through town before flying off to Mumbai for the finals of the TV reality show, the singing star got a reception fit for a Sourav Ganguly.
On Tuesday evening, the 24-year-old made his way to the Alipore Bodyguard Lines, where he had spent four years as a Calcutta Police constable and a vocalist with the Calcutta Police Orchestra.
That was before he went off to try his luck at the talent hunt — only to return to the Bodyguard Lines a hero.
“I wanted to take time out and meet my friends at the barracks here,” smiled Prashant, in black shirt and grey trousers.
Before taking the stage, he made a dash for Barrack No. 3, his erstwhile pad, where members of the Calcutta Police Orchestra waited to greet him with hugs and cheers.
“Working in the police force and singing are equally tough. There is so much pressure to perform…. I used to sing whenever I had spare time after duty hours. I have never had any formal training in music but being a vocalist for the orchestra gave me the confidence to participate in Indian Idol. The orchestra is my first band and it will also be my last,” stressed Prashant.
Also waiting to hear him sing on Tuesday was elder sister Anupama Gurung, who lives in Fort William with her armyman husband.
The crowd went wild when Prashant took the stage, with his good ol’ orchestra mates for company. After belting out four tracks — including Ae kaash ke hum and Ya Ali — a weary Prashant went in for a 30-minute break but that did not stop his fans from cheering and waving his posters.
When Prashant returned to the stage, with a green stole gifted by his friends thrown around his shoulders, some got busy video-taping, while others clicked away furiously on their cellphones.
“I am here because of Calcutta Police, because of Sir (Zulfiquar Hasan) who gave me the permission to participate in the contest. Please keep supporting me,” Prashant urged the crowd.
“We are very proud of Prashant. He was the main vocalist of our orchestra for two years. Now he is a star,” said Zulfiquar Hasan, the joint commissioner of armed police.
Prashant bowed out with a couple of Nepali songs and then Do you wanna partner. As his friends kept up the tempo, the celebrity from Bodyguard Lines left to spend the night at a five-star hotel, instead of his barracks.

Witness turns out to be killer of Mahesh Subba


Gangtok, Sept. 5: A murder witness who committed suicide in a village near Daramdin, West Sikkim, last week was in fact one of the killers, police said.
The law enforcers have also ruled out any foul play in the suicide of Ruphang Subba, who was found hanging from a tree near his village on August 31, a day after he named three men as the murderers of his nephew Mahesh Subba in Daramdin on July 13.
“Ruphang was driven to suicide by his guilt and the knowledge that he, too, would be arrested soon,” said deputy inspector-general of police (range) Akshay Sachdeva.
The accused trio, Domahang Subba, Ram Bahadur Subba and Rajesh Subba, were picked up the day Ruphang disclosed their names. Domahang’s brother Monahang Subba had been arrested earlier.
It has now emerged that Monahang, Domahang, Ram Bahadur, Rajesh and Ruphang had ganged up and attacked Mahesh on July 13. The fatal stab with a khukuri, though, was delivered by Monahang.
The victim and his attackers were related to each other. On July 13, Mahesh had allegedly abused his would-be murderers, which prompted the attack.
“The three arrested last week were today sent to the Namchi jail in South Sikkim to be kept in judicial custody,” Sachdeva added. Monahang is already in jail custody.
Sikkim Himali Rajya Parishad, a regional party, had claimed that Mahesh was its member and that he was a victim of political murder. “We did not find any political angle to the case,” said Sachdeva.

Poverty strikes Sikkim sarangi player


GANGTOK, Sept 5: Forty-four-year-old Gopal Gainey who has the distinction of playing sarangi for some of the country's major radio stations is now reeling under poverty.Gainey, a resident of East Pandam in Rangpo, however, has preserved his sarangi, a traditional musical instrument, and still wants to popularise the art in modern world."I am a sarangist by profession from the age of 14. I am the third generation of my family in this profession and I won't let it die easily. I have taught seven of my students and hope that they would keep this art alive in the modern era," Gainey, said. Gainey who has played sarangi in metropolitan cities, such as Mumbai, Delhi and Kolkata and in several radio stations in Katmandu, Darjeeling, Kalimpong, Kurseong and Gangtok, is still unknown in his own homeland."I played sarangi with Mr Narayan Gopal, an eminent Nepali modern folk singer, and with other eminent singers such as Mr Ram Thapa and Kumar Basnett in Nepal and Mr Ganesh Sharma in Darjeeling. We used to play folk songs and Lok Dhori, a Nepali traditional marriage," he said. Gainey added that he also played Sarangi with a French team in Mumbai and stayed with them for three years there. "Our people are not conscious in preserving our own tradition and culture. The foreigners, however, still respect our tradition," he said. Despite playing sarangi for more than two decades and popularising the art countrywide, Gainey is reeling under poverty these days. He has to run from door to door earn his livelihood. "I earn Rs 50 to Rs 200 per day," he added. Gainey had played sarangi for the state-sponsored AIDS awareness programmes also. He had also taken part in the golden jubilee celebrations of the cottage industries here. "I earned Rs 5,000 during a month-long AIDS awareness campaign in the state last year and Rs 4,000 in 10 days during the golden jubilee celebrations of the cottage industries this year," he added.

Dr.Chamling eyes global market


GANGTOK: Sikkim chief minister Mr Pawan Chamling has urged the Centre to market the state's handicrafts products in international market from Delhi. Mr Chamling recently met Union textile minister Mr Shankar Singh Vagehla in New Delhi and requested him to promote Sikkim's handicrafts products. "I told Mr Vagehla that Sikkim does not have its Emporium in an up-market area in New Delhi owing to which the state is unable to tap the full potential of marketing its handicrafts products. I requested him for allotment of a suitable space for Sikkim Emporium in the Rajiv Gandhi Handicrafts Bhawan located at Baba Kharg Singh Marg in New Delhi," Mr Chamling, said."The reason behind demanding an Emporium is to showcase the rich, vibrant and colorful traditional handlooms and handicrafts items of Sikkim. This will benefit in bridging the gap between productions and much-needed marketing facilities and would support the craftsmen of the state, thereby solving the unemployment problem of youths in rural areas," the chief minister, said.Mr Chamling added that Mr Vaghela has assured him of extending full help for development of handicrafts and handlooms in Sikkim.

The Bureau of Police Research and Development (BPRD), government's police think-tank, has already uploaded contact details of police stations of six states and four union territories on its website http://www.bprd.gov.in/.
The postal address of police station with phone and fax numbers and residential phone numbers of station in-charges can be accessed through the Internet now, a senior BPRD official said.
It also has the contact details of offices of Assistant Police Commissioners and Deputy Superintendents of Police of respective areas. Some police stations have provided their e-mail IDs also.
The contact details of Andaman and Nicobar (20 police stations), Daman and Diu (2), Dadra Nagar Haveli (2), Delhi (116), Lakshadweep (9), Goa (24), Meghalaya (30), Mizoram (37), Sikkim (26) and Tripura (58) are provided in the site.

Sikkim faced with supply shortfall



Gangtok, Sept. 4: Sikkim’s stock of essential goods is fast running out as the main supply line, NH 31A, remains blocked following the landslide at Hatisuray 10 days ago.
A number of trucks laden with supplies are still stuck at the landslide site, 26km from Siliguri. Of the two alternative routes, only the one through Malbazar, Lava, Algarah and Reshi is fit for heavy vehicles.
Prices of vegetables and other food products have already doubled in Sikkim since the blockade began. Commuters are being forced to pay hefty amounts as taxi fare to reach Siliguri via Ghum, Darjeeling and Kurseong, which is much longer route.
According to reports, kerosene, diesel and LPG stocks are nearly spent at the sole Indian Oil Corporation (IOC) depot in Mazitar near Rangpo in East Sikkim. No fresh supplies have arrived at the depot over the past 10 days.
Vehicles in the capital are currently running on the existing stock of fuel available in the market but that may not last much longer. In the districts, the situation is much worse and fuel has been rationed some five days ago.
The stock of LPG cylinders in Sikkim is expected to last only a couple of more days, said Menla Ethenpa, the general manager of State Trading Corporation of Sikkim. The corporation distributes LPG all over the state.
IOC officials from Siliguri said nine of their tankers are currently stranded on way to Sikkim.
The hardware market, too, has been hit badly. “We somehow managed till now but today I ran out of cement, bricks and other construction material,” said a dealer in Gangtok. He added that there is a huge demand for such material in Sikkim, especially because of the construction boom in the state.
Border Roads Organisation is working on a war footing to clear the highway at Hatisuray. The organisation came to opening the route at least four times in the past 10 days, but a number of smaller landslides had put paid to their plans.
Sikkim chief minister Pawan Chamling has expressed concern about the poor condition of the national highway, which is the only direct road link between the state and the rest of the country.
The secretary of the food and civil supplies department has also talked to the district magistrate of Darjeeling to see if essential commodities can be ferried to Sikkim from Siliguri on smaller vehicles through the Ghum-Darjeeling-Kurseong route.

Gangtok, September 5: In view of the incessant rainfall and bad road condition, the Chief Minister Pawan Chamling immediately after arriving from Delhi took serious note of the situation and issued direction to the entire concerned department to ensure proper and adequate supply of essential commodities in the state. Reviewing the entire situation, it was reported that there is no shortage of essential commodities like food grains, LPG, Petrol, Diesel etc. The Chief Minister has also taken up the matter of immediate restoration of NH-31A at a war footing with the BRO Authorities. Further Secretary, Food & Civil Supplies Department has also communicated with District Magistrate, Darjeeling District for commuting of vehicles carrying essential commodities to Sikkim via Darjeeling-Kurseong road from Siliguri.
